HomeMy WebLinkAboutHighway Minutes-April 11 2019HIGHWAY COMMITTEE MEETING April 11, 2019 The Highway Committee of the Grant County Board of Supervisors met on Thursday, April 11, 2019 at the Highway Office in Lancaster, Wisconsin. Chairman John Patcle called the meeting to order at 9:00 A.M.. Other members present were Lester Jantzen, Mark Stead, Dwight Nelson, Donald Splinter, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney, Jon Knautz, and Larry Kirschbaum. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the agenda as printed. Motion carried. Motion by Donald Splinter, seconded by Dwight Nelson, to approve the minutes of the March 14, 2019 meeting as printed. Motion carried. Motion by Donald Splinter, seconded by Lester Jantzen, to accept the March Highway Accounts Payable Report as reviewed by the Committee. Motion carried. For the first two months of 2019, Grant County is over the RMA budget by $360,614.00. Winter maintenance for the first two months of 2019 totaled $662,514.00 which is $62,514.00 more than the State budgets for the entire year. To address this, the State indicated yesterday that there will be less PBM projects in 2019. David contacted Adam Kramer of Black Sand Granary regarding purchasing 3 to 4 acres of land north of his property building site at Patch Grove. To obtain a value on the parcel an appraisal needs to be done. Motion by Donald Splinter, seconded by Dwight Nelson, to.have the Highway Commissioner get an appraisal on the 3 to 4 acre site owned by Adam Kramer near Patch Grove. Motion carried. David shared a letter with the Committee that he had received from Molly Nodolf of Arthur. Molly is requesting that Grant County install lighted stop signs and/or rumble strips on CTH "A" where it crosses STH 80 at Arthur. He sent Molly a letter back informing her that the stop signs are under the authority of the WisDOT and that lighted signs have been requested and denied by the DOT at other locations in the past. The Committee suggested that David contact the WisDOT and determine what they would approve and pay for at that intersection. Jon said that State crews have been busy working on emergency flood damage repairs. Larry reported that County crews have been pulling up shoulders, and doing normal guard rail and bridge maintenance. David requested hiring Roger Schauff as a summer hire for up to 1000 hours at the Patrolman starting rate of $18.95 per hour, no benefits, and at the call of the Supervisors. Roger is an experienced Screed Operator on the paving crew and with electrical, plumbing, and Section work. Motion by Donald Splinter, seconded by Dwight Nelson, to approve the summer position hire at $18.95 per hour and forward on to the Executive Committee for approval. Motion carried. The presentation by Ben Walljasper from Enterprise Rentals/Leases was postponed until the May meeting. At 9:48 A.M., motion by Mark Stead, seconded by Dwight Nelson, to enter into closed session per State Statute 19.85 (1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility as it relates to the performance evaluation of the Highway Commissioner. A roll call vote was taken with Jantzen, Stead, Nelson, Splinter, and Patcle all voting yes. Motion carried. At 10:24 A.M., motion by Mark Stead, seconded by Lester,Jantzen, to come out of closed session and return to open session. 'Motion carried.
