February 14, 2019
The Highway Committee of the Grant County Board of Supervisors met on Thursday,
February 14, 2019 at the Highway Office in Lancaster, Wisconsin.
Chairman John Patcle called the meeting to order at 9:00 A.M.. Other members
present were Lester Jantzen, Mark Stead, Dwight Nelson, Donald Splinter, and Highway
Commissioner David Lambert. Also present was County Board Chairman Robert Keeney
and Dan Dreessens. Travis Kramer arrived shortly after the meeting started.
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the agenda as
printed. Motion carried.
Motion by Dwight Nelson, seconded by Donald Splinter, to approve the minutes
of the January 10, 2019 meeting as printed. Motion carried.
Motion by Mark Stead, seconded by Donald Splinter, to accept the January
Highway Accounts Payable Report as reviewed by the Committee. Motion carried.
Dan Dreessens from Delta Three Engineering, explained to the Committee that
a portion of CTH "HHH" needs to be officially dedicated as part of the new
subdivision located in Kieler.
Motion by Donald Splinter, seconded by Dwight Nelson, that the portion of
Grant County Highway "HHH" being dedicated to the public as shown on the Plat
of Parkside Estates in the Town of Jamestown, Parkside Estates, LLC owner, is
hereby approved and recommends to the full .County Board for approval. Motion
carried.
For the full year of 2018, Grant County is under the RMA budget by $13,450.00.
Including funding from the RMA, DMA, and PBM accounts, $2,639,413.00 was spent on
the State Highway System in Grant County in 2018.
David informed the Committee that property owned by Mike Noethe that is
located near the intersection of Hwys 18/35 and CTH "P" north of Patch Grove
is for sale. The property includes 2.9 acres, a shop, and a building that could
be modified to be used as a salt storage shed. If this property was purchased
and converted to Highway use, current sites in Bloomington, Bagley, and the
Kussmaul salt shed could be eliminated. David was asked to get an appraisal of
the property and to investigate to see if the current buildings on the property
are built to agricultural or commercial codes/requirements.
Proposed County Construction Projects for 2019:
Pulverize & lay binder on CTH "K" from Lancaster to Mt. Ida, 9.2 miles
Lay finish course of asphalt on CTH "V" from STH 133 to CTH "V", 4.2 miles
Work with the Village of Tennyson to reconstruct CTH "0" through the Village
Pave Wyalusing Beach parking lot, Millville Boat Landing sidewalk
Seal CTH "E" from Stitzer to Loy Bridge, 5 miles
Crack fill and seal CTH "B" (Mound B), 2 miles
Additional seal coats to be determined
Two smaller culverts to be replaced in the Village of Stitzer
Possible - six foot metal culvert at intersection of CTH "HHH", CTH "H"
Possible - box culvert structure on. CTH "M" or larger structure on CTH "T"
At the beginning of the winter season, the State started with 8600 ton of
salt. They have 4900 ton of salt remaining.
At the beginning of -the -winter season, the County also started with 8600 ton
of salt. The County :has used 4300 ton and Municipalities have used 3800 ton
leaving the County with 500 ton remaining. David said the County will try and
work with the State for the remainder of the;seasonl,,if the -County depletes its
supply of Galt.
Roger Schauff and Larry Ploessl have both retired from the Highway Department.
Trevor Junk will fill one of the vacated positions and start working at the
Highway Department on February 19th.
Motion by Mark Stead, seconded by Lester Jantzen, to adjourn at 10:12 A.M.
to Thursday, March;14, 2019 at 9:00 A.M.. Motion carried.
