HomeMy WebLinkAboutHighway Minutes-March 14 2019HIGHWAY COMMITTEE MEETING March 14, 2019 The Highway Committee of the Grant County Board of Supervisors met on Thursday, March 14, 2019 at the Highway Office in Lancaster, Wisconsin. Chairman John Patcle called the meeting to order at 9:00 A.M.. Other members present were Lester Jantzen, Mark Stead, Dwight Nelson, Donald Splinter, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney, Jesse Werner, Justin VanHall, Jon Knautz, Larry Kirschbaum, Jerod Baranczyk, and Steve Walker. Notice of the meeting was sent to the media and the revised agenda was posted at the Administration Building and Highway Office. Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the revised agenda as printed. Motion carried. Motion by Donald Splinter, seconded by Lester Jantzen, to approve the minutes of the February 14, 2019 meeting as printed. Motion carried. Motion by Mark Stead, seconded by Dwight Nelson, to accept the February Highway Accounts Payable Report as reviewed by the Committee. Motion carried. There was discussion on the Mike Noethe property that is for sale at Patch Grove. David had Tim Slack do an appraisal of the property. The appraised value of $600,000.00 includes a 60'x8O' shop, 20'x4O' office, and 60'xl44' machine shed on 2.9 acres. The fair market value for tax purposes is $141,700.00. Most of the discussion centered on the concern that the buildings presently on the property would have to be altered at considerable espense for Highway Department use. The consensus of the Committee was to look at other property in the area and build exactly what the Highway Department needs. The 2019 culvert bids were opened and were as follows: Contech Construction Products Total bid package price $83,470.00 Metal Culverts, Inc. Total bid package price $81,547.48 Motion by Donald Splinter, seconded by Dwight Nelson, to accept the low bid for 2019 culverts from Metal Culverts, Inc. for $81,547.48. Motion carried. The 2019 Bituminous Products Quotes (sea] coat & tack oil) were opened. There was only one quote received. Meigs Paving Asphalts & Emulsions (Henry G. Meigs, L.L.C.) Portage, WI CRS-2 $1.97 gallon CRS-2P $2.19 gallon HFRS-2 $1.97 gallon HFRS-2P $2.19 gallon Jon informed the Committee that the State has 2000 ton of salt remaining and will loan the County 600 ton if necessary. Hwy 133 between Blue River and Muscoda will also be closed starting today as flood water will be over the road. Larry reported that County crews are checking tubes and dealing with flood waters on the County System. The 2019 asphalt bids were opened; Iverson Construction $50.83/ton CTH "K" binder, Fennimore Plant $51.73/ton CTH V' finish coarse, Fennimore Plant The bids for pulverizing were opened: WK Construction Middleton $45,598.30 The Kraemer Co. Plain $40,988.87 Motion, by Mark Stead, seconded by Lester Jantzen, to accept the low bid for pulverizing from The Kraemer Co.. Motion carried. Motion by Donald Splinter, seconded by Lester Jantzen,-to accept the Hot Mix Asphalt bid from Iverson Construction. Motion carried. Donna Bohnenkamp joined the Committee to explain new State reporting requirements. The State is starting a new Maintenance Program Management System that requires a new way of entering invoices, requisitions, -financial reports, and surveys. Grant County will have to modify our current system to comply. There will be more time and work needed at the County as the State is shifting what had been done at the State previously, back to the County.
