December 10, 2020
The Highway Committee of the Grant County Board of Supervisors met on Thursday,
December 10, 2020 at 9:00 A.M. in the County Board Room of the Grant County
Administration Building in Lancaster, Wisconsin.
Attending the meeting in person were Donald Splinter, John Patcle,,4ark Stead,
Lester Jantzen, Highway Commissioner David Lambert, IT Director Shane Drinkwater,
and Personnel Director Joyce Roling. Attending the meeting via Zoom was Dwight
Nelson, County Board Chairman Robert Keeney, and Finance Director Amanda Degenhardt.
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by John Patcle, seconded by Lester Jantzen, to approve the agenda as
printed. Motion carried.
Motion by Mark Stead, seconded by Dwight Nelson, to approve the minutes of the
November 10, 2020 and November 12, 2020 meetings as printed. Motion carried.
Motion by John Patcle, seconded by Donald Splinter, to accept the November
Highway Accounts Payable Report as reviewed by the Committee. Motion carried.
For the first ten months of 2020, Grant County is under the RMA budget by
$82,054..00 with $1,708,475.00 being spent on the State System in Grant County.
County crews have been chipping brush, bridge maintenance, guardrail repair,
and preparing equipment for the upcoming storm.
State crews have been cutting brush, salt storage maintenance, and°:making
and distributing salt brine.
Three employees are hiome with COVID restrictions and two are home due to
recent surgery.
David hired Sonya Kirsch of Access Title Company in Lancaster to complete
a title search on the Patch Grove property.
The Committee signed a copy of the Resolution County Aid Bridge Construction
under Section 82.08 for the year 2021 with the correct date listed.
David has announced that he will be retiring as Highway Commissioner in
April 2021. There was discussion on the current duties of the Highway Commissioner
as David is a Professional Engineer.
Motion by Mark Stead, seconded by Lester Jantzen, to advertise for applicants
for the soon to be vacated Highway Commissioner position. Motion carried.
David discussed future bridge inspections in the County. Grant County is
the last County in the State that provides bridge inspection services to the
Towns/Villages/Cities. How the Commissioner position is filled will determine how
we handle the Bridge Program Manager Duties and also the inspections in Grant County.
Motion by Mark Stead, seconded by Lester Jantzen, to adjourn at 9:46 A.M. to
Thursday, January 14, 2021 at 9:00 A.M.. Motion carried.
