HomeMy WebLinkAboutHighway Committee Minutes Dec 12 2019HIGHWAY COMMITTEE MEETING December 12, 2019 The Highway Committee of the Grant County Board of Supervisors met on Thursday, December 12, 2019 at the Highway Office in Lancaster, Wisconsin. Chairman John Patcle called the meeting to order at 9:00 A.M.. Other members present were Dwight Nelson, Donald Splinter, Lester Jantzen, Mark Stead, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney and Chris Blum. Notice of the meeting was sent to the media and the amended agenda was posted at the Administration Building and Highway Office. Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the amended agenda as printed. Motion carried. Motion by Dwight Nelson, seconded by Donald Splinter, to approve the minutes of the November 12, 2019 and November 14, 2019 meetings as printed. Motion carried. Motion by Donald Splinter, seconded by Lester Jantzen, to accept the November Highway Accounts Payable Report as reviewed by the Committee. Motion carried. For the first ten months of 2019, Grant County is over the RMA budget by $401,323.00, with $2,312,729.00 being spent on the State Highway System in Grant County so far this year. Motion by Donald Splinter, seconded by Dwight Nelson, to approve and recommend to the full County Board that the County Clerk sign a Quit Claim Deed for Parcels //050-00663-0010 and #271-01447-0585 transferring the property from the County of Grant to the City of Platteville. This had been agreed upon back during the Jurisdictional transfer of CTH VVChestnut Street from Grant County to the City of Platteville. Motion carried. Chris Blum from SEH Engineering addressed the Committee and gave notice of interest by SEH for working with Grant County on any future engineering projects. Two projects from Grant County have been submitted to the WisDOT for consideration under the MLS Program. The County sponsored projects include Bridge #P-22-918 on CTH "T" and the asphalt surface on CTH "H" Jon Knautz has received flagging certification from the State of Wisconsin. County crews have been busy ditching. David discussed the possible purchase, of a power washer. A MI-T-M and a Northstar were mentioned. David will investigate both brands further and make a recommendation at a future meeting. The Committee directed the Highway Commissioner to have Corporation Counsel Ben Wood draft a letter to the City of Lancaster regarding Stormwater Runoff Fees paid by the Highway Department on property owned by an adjoining landowner. Accounting Assistant Michelle Hartnett's last day will be December 17th. The position is currently being advertised.
