HomeMy WebLinkAboutHighway Committee Minutes Feb 13 2020HIGHWAY COMMITTEE MEETING February 13, 2020 The Highway Committee of the Grant County Board of Supervisors met on Thursday, February 13, 2020 at the Highway Office in Lancaster, Wisconsin. Chairman John Patcle called the meeting to order at 9:00 A.M.. Other members present were Lester Jantzen, Mark Stead, Dwight Nelson, Donald Splinter, and Highway Commissioner David Lambert. Also present was County Board Chairman Robert Keeney and Garry Pluemer. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by Donald Splinter, seconded by Dwight Nelson, to approve the agenda as printed. Motion carried. Motion by Mark Stead, seconded by Dwight Nelson, to approve the minutes of the January 9, 2020, January 21, 2020, and January 28, 2020 meetings as printed. Motion carried. Motion by Donald Splinter, seconded by Mark Stead, to accept the January Highway Accounts Payable Report as reviewed by the Committee. Motion carried. For the year 2019, Grant County was over the RMA budget by $312,044.00 with $2,612,740.00 being spent on the State Highway System in Grant County. David reviewed and discussed the 2019 Grant County Highway Department Annual Report that will be sent to the County Clerk and County Board. David talked about options for skid steer and rubber tired wheel loaders. He recommended going out for bids on two skid steer loaders (one tracked and one rubber tired). He would also like to go out for bids on a new rubber tired wheel loader similar in size to the Volvo the Highway Department currently has. Motion by Donald Splinter, seconded by Dwight Nelson, to go out for bids on a rubber tired wheel loader and two compact skid loaders (one tracked and one rubber tired). Motion carried. David presented the proposed County Paving Program for 2020: Complete the CTH "K" paving project from Lancaster to Mt. Ida with finish course asphalt 30 feet wide for 9.2 miles, stripe the centerline and edge, and bring the shoulders up to match the new surface; pulverize and lay the binder course of asphalt on a 4 mile portion of CTH "M" from CTH "G" to CTH "T"; pave the Wyalusing Beach parking lot and Dickeyville Shop lot; and seal coat approximately 25 miles of County Highway. State crews have been busy cleaning bridges and fixing guardrail and County crews have been busy cutting brush. David introduced Susan Mumm to the Committee. Susan filled the position vacated by Michelle Hartnett. Robert Breitsprecker was hired to fill the vacant Operator position and August Wall was hired to fill the vacant Patrolman position out.of the Boscobel Shop. Both men will start on Monday, February 17th. David discussed the possible hire of a part time employee through the Southwest Opportunity Center. A young man would like to work for Grant County doing tasks such as mowing lawns and custodial work for 10 - 20 hours per week. The program from Southwest Opportunity Center pays his wages for a 90 day trial period and then the County would have to decide if they want to hire him. After the trial period the hours would remain the same but Grant County would be paying his wages. The proposed wage is $10.70 per hour. The Committee had a nymber of concerns with the proposal and suggested David discuss those concerns with Southwest Opportunity Center before a decision is made. The Committee took no action on the request. The CTH "0" project through the Village of Tennyson has been bid out. Owen's Excavating submitted the low bid with the portion to be funded by Grant County at $321,407.00 if all quantities come out to plan quantity. Grant County will fund asphalt and base course for the 24 foot wide portion through the Village and one drainage pipe under CTH "0". The Village plans to replace all underground utilities including water, sanitary and storm sewers, along with curb & gutter and paved parking lanes. The total cost of the project is estimated at $1,774,195.00. Motion by Mark Stead, seconded by Lester Jantzen, to adjourn at 10:50 A.M. to Thursday, March 12, 2020 at 8:30 A.M.. Motion carried.
