HomeMy WebLinkAboutHighway Minutes Oct 8 2020HIGHWAY COMMITTEE MEETING October 8, 2020 The Highway Committee of the Grant County Board of Supervisors met on Thursday, October 8, 2020 at 9:00 A.M. in the South Room of the Grant County Youth and Agriculture Building in Lancaster, Wisconsin. The meeting was also available via Zoom. Attending the meeting in person were Donald Splinter, John Patcle, Mark Stead, Lester Jantzen, Highway Commissioner David Lambert, Mike Bartels, Shane Drinkwater, Ben Meier, Jeff Lutes, Jeff Smith, Rick Nafzger, and Jason Hooks. Attending via Zoom were Committee member Dwight Nelson and County Board Chairman Robert Keeney. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by Lester Jantzen, seconded by John Patcle, to approve the agenda as printed. Motion carried. Motion by Mark Stead, seconded by Lester Jantzen, to approve the minutes of the September 10, 2020 meeting as printed. Motion carried. Motion by John Patcle, seconded by Mark Stead, to accept the September Highway Accounts Payable Report as reviewed by the Committee. Motion carried. Bid were opened for two single -axle Truck Country, Shullsburg Thompson Truck & Trailer, Dubuque CSM Wisconsin Kenworth, Windsor Patrol Trucks 2022 Western Star $102,943.00 2022 Freightliner $ 93,775.00 2022 International $ 92,424.22 2021 Kenworth $ 99,900.00 2021 Kenworth $ 99,700.00 Bids were opened for the snow equipment for each truck (Box, Wing, Plow, Sander, and Controls): Burke Truck Equipment, Madison $87,834.00 with pre -wet $92,934.00 Henderson Truck Equipment, Monticello $92,397.00 with pre -wet $99,146.00 Monroe Truck Equipment, Monroe $89,116.00 with pre -wet $94,532.00 TriState Truck Equipment, Dubuque $84,380.00 with pre -wet $90,630.00 Offers were opened on a Quad -Axle Heavy Haul Truck: Truck Country, Shullsburg 2020 Western Star $159,578.00 Thompson Truck & Trailer, Dubuque 2021 International $148,458.66 + w/t 2021 International $152,384.66 + w/t JX Peterbilt of Wisconsin, DeForest 2021 Model 567 Peterbilt $189,620.00 For the first eight months of 2020, Grant County is under the RMA budget by $103,149.00 with $1,403,407.00 being spent on the State System in Grant County County crews have been hauling winter chips & salt, ditching, repairing shoulders and patching. State crews have been working on the PBM Project - crack filling State Hwy 18 from Fennimore to Patch Grove. Motion by Donald Splinter, seconded by Lester Jantzen, to recommend to the full County Board the reappointment of David Lambert as Grant County Highway Commissioner for another two year period. Current appointment ends 12/31/2020. Motion carried. Motion by Mark Stead, seconded by John Patcle, to support and sign a letter to Congress and the Surface Transportation Board, called the GoRail Letter, that urges the Surface Transportation Board to preserve the regulatory balance created by the Staggers Act 40 years ago. Motion carried. Update on Patch Grove property - an attorney for John Rogers is reviewing the appraisal and offer the County has made on the property._ Motion by Mark Stead, seconded by Dwight Nelson, to adjourn at 11:26 A.M. to a special meeting scheduled for Thursday, October 22, 2020 at 9:00 A.M. and then to the next regular monthly, meeting' on Thursday, November 12, 2020 at 9:00 A.M..
