August 13, 2020
The Highway Committee of the Grant County Board of Supervisors met on Thursday,
August 13, 2020 at 9:01 A.M. in the South Room of the Grant County Youth and
Agriculture Building in Lancaster, Wisconsin. The meeting was available also via
a Zoom meeting. 01
Committee members present were Mark Stead, John Patcle, Lester Jantzen, and
Donald Splinter. Also present was IT Director Shane Drinkwater and Highway Engineer
Travis Kramer. Attending via Zoom was Committee member Dwight Nelson, County Board
Chairman Robert Keeney, Highway Commissioner David Lambert, Personnel Director Joyce
Roling, and Isaac Shanley.
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by John Patcle, seconded by Lester Jantzen, to approve the agenda as
printed. Motion carried.
Motion by Dwight Nelson, seconded by Mark Stead, to approve the minutes of the
July 9, 2020 meeting as printed. Motion carried.
Motion by John Patcle, seconded by Lester Jantzen, to accept the July Highway
Accounts Payable Report as reviewed by the Committee. Motion carried.
Motion by Lester Jantzen, seconded by Mark Stead, to amend the ATV - UTV
Ordinance in Grant County to include operation of ATVs/UTVs on BUS 151/CTH "D" to
cross the bridge over USH 151 from Pioneer Road East to College Farm Road
(approximately 3350 feet), with the following requirements:
a. Cross the bridge in the most direct manner practicable and at a place
where no obstruction prevents a quick and safe crossing.
b. Stay as far to the right of the roadway or shoulder as practicable.
c. Stop the vehicle prior to the crossing.
d. Yield the right-of-way to other vehicles, pedestrians, and electric personal
assistive mobility devices using the roadway or shoulder.
e. Exit the highway as qui:rkly and safely as practicable.after crossing the
bridge.
Motion carried.
Update on County Highways - CTH "K" and CTH "M" have both been paved and
shouldered, the centerline Was painted on CTH "K", seal coating has been finished
in the County, and the parking lot at Wyalusing and the lot at the Dickeyville
Shop need to be paved yet. A Public Hearing information meeting is being planned
for interested parties involved with the CTH "A" Improvement Project (Fairview
Road to Dailey Road).
Update on State Highways - work has been done on Hwy 18 shoulders and the
PBM project will start soon.
Jacob Oechsle has been hired as a Operator and Ryan Koeller has been hired
as a Section Patrolman.
David has talked to John Rogers who owns property on Hwy 18 east of Patch
Grove who would be willing to sell several acres to the Highway DepartmenL. The
WisDOT has indicated they would approve access on the north side of Hwy 18. The
Committee urged David to move forward with the purchase of the property as soon
as possible.
David reported that the two Western Star Patrol Trucks that are currently at
Burke Equipment in Madison, are the only two pieces of equipment that the County
has purchased but not yet received for use.
Motion by Mark Stead, seconded'by Lester Jantzen, to adjourn at 9:35 A.M. to
Thursday, September 10, 2020 at 9:00 A.M.. Motion carried.
