HomeMy WebLinkAbout01 Highway Minutes-January 14 2021HIGHWAY COMMITTEE MEETING January 14, 2021 The Highway Committee of the Grant County Board of Supervisors met on Thursday, January 14, 2021 at 10:00 A.M. in the County Board Room of the Grant County Administration Building in Lancaster, Wisconsin. Attending the meeting in person were Donald Splinter, John Patcle, Mark Stead, Lester Jantzen, Highway Commissioner David Lambert, County Board Chairman Robert Keeney, Personnel Director Joyce Roling, IT Director Shane Drinkwater, and Highway Engineer Travis Kramer. Attending the meeting via Zoom was Dwight Nelson, Brandon Behlke, and Finance Director Amanda Degenhardt. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the agenda as printed. Motion carried. Motion by Mark Stead, seconded by John Patcle, to approve the minutes of the December 10, 2020 meeting as printed. Motion carried. Motion by John Patcle, seconded by Lester Jantzen, to accept the December Highway Accounts Payable Report as reviewed by the Committee. Motion carried. It is estimated that Grant County is under our annual RMA for the year 2020 by $77,764.00 with $2,191,715.00 being spent on the State System in Grant County for the year. County crews have been pushing snow, guardrail repair, bridge maintenance, cutting brush, and loading up on salt and chips preparing for the next storm. State crews have been pushing snow, cutting brush, salt storage maintenance, and making and distributing salt brine to the out shops. David informed the Committee that Les Mack has expressed an interest in purchasing approximately 0.6 acres on the very west end of the FS property. He would pay the County $25,000.00/acre and build half of the line fence between the properties. It was the consensus of the Committee to investigate the offer to purchase further and report back at a future meeting. Applications for the Operator/Night Watchman position are currently being accepted. A date and time to interview the candidates will have to be made. Motion by Mark Stead, seconded by John Patcle, to sign the Right -of -Way Plat for the CTH "A" (CTH "D" to CTH "D") Road Reconstruction Project. Motion carried. Motion by Mark Stead, seconded by Donald Splinter, to sign the Relocation Order for the CTH "A" (CTH V' to CTH "D") Road Reconstruction Project. Motion carried. Motion by Donald Splinter, seconded by Lester Jantzen, to purchase 7.34 acres from John Rogers in Patch Grove Township on a Land Contract. Terms of the Contract are to pay Mr. Rogers $146,800.00 over a ten year period at an interest rate of 4%. Motion carried by majority vote. Mark Stead vote no. Applications for the Highway Commissioner Position were accepted up until January 8, 2021. Five applications were received. Motion by John Patcle; seconded by Lester Jantzen, to enter into Closed session per State Statute 19.85 (1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility as it relates to the recruitment and review of Highway Commissioner applications.A roll call vote was taken with Stead, Patcle, Nelson, Jantzen, and"Splinter all voting yes. Motion carried. Motion by Mark Stead,' seconded by John Patcle,; to come out of Closed session and return to Open session. "Motion carried`. Motion by Mark Stead, seconded by Lester Jantzen, to adjourn at 11:54 A.M. to a special meeting on Thursday, January 28, 2021 at 8:30 A.M. for interviews of Commissioner applicants.
