August 12, 2021
The Highway Committee of the Grant County Board of Supervisors met on Thursday,
August 12, 2021 at 9:00 A.M. in the County Board Room of the Administration Building
in Lancaster, Wisconsin and via Zoom.
Attending the meeting in person were Donald Splinter, John Patcle, Mark Stead,
Dwight Nelson, Lester Jantzen, Highway Commissioner Jon Knautz, County Board
Chairman Robert Keeney, Personnel Director Joyce Roling, Mike Bartels, Dan McLimans,
Larry Kirschbaum, and IT Director Shane Drinkwater. Joining the Committee after the
meeting had started were Travis Kramer and County Treasurer Carrie Eastlick.
Finance Director Amanda Degenhardt attended via Zoom.
Notice of the meeting was sent to the media and the agenda was posted at the
Administration Building and Highway Office.
Motion by Lester Jantzen, seconded by John Patcle, to approve the amended
agenda as printed. Motion carried.
Motion by Dwight Nelson, seconded by Mark Stead, to approve the minutes of the
July 8, 2021 and August 2, 2021 meetings as printed. Motion carried.
Motion by John Patcle, seconded by Lester Jantzen, to accept the July Highway
Accounts Payable Report as reviewed by the Committee. Motion carried.
For the first six months of 2021, Grant County is over the estimated RMA
budget by $319,476.31 with $218,062_00 being spent in June to maintain the State
Highway System in Grant County.
County crews have been busy mowing right-of-ways on the County system, paving
both mats on CTH "T" north of Blue River are completed, paving the second mat on
CTH "M" between CTH "T" and CTH "G" has started, and both paving projects with have
to be shouldered in the coming weeks. Seal coating will start next week.
State crews have been working on a PBM project that entails bridge deck concrete
sealing. They have finished sealing 19 bridges in the County under a $27,000.00
contract with the State. All materials for the PBM project were purchased by the
State. Crews needed several days to clean up storm damage on Hwy 133 and they have
been patching on Hwy 151.
Motion by Mark Stead, seconded by Dwight Nelson, to recommend to the Executive
Committee that the bid on the Hickory Grove.Township property be rejected. Motion
carried.
Jon gave an update on the Machinery Account and Mike reviewed the Quotes he
received for new trucks.
Motion by Donald Splinter, seconded by John Patcle, to purchase a new 2022
Chevrolet Silverago 2500 4wd pickup for $40,777.00 and a new 2022 Chevrolet dual
wheel crew cab pickup for $39,495.65 from Les Mack. Motion carried.
The two Patrolman positions have been filled.
Jon gave an update on the 2022 Highway Department budget. The original budget
as presented for 2022 was an increase over 2021 by $188,614.00 or 3.8%.
The increase of 3.8% included only a wage and benefit and projected health
insurance increase. At the second budget workshop, department heads focused on
capital improvements. Jon offered to contribute $125,000.00 from the Highway
Capital Outlay Account to help balance the County budget for 2022. The money in
the Capital Outlay Account was intended to be used to pay for a new truck and salt
shed at Patch Grove. Mark and Donald both said that they were against taking
money out of an account designated fob a specific purpose and given away to be
used elsewhere. The Committee took no action on this budget item at this time.
Motion by Mark Stead, seconded by Dwight Nelson, to adjourn at 10:17 A.M. to
Thursday, September 9, 2021 at 9:00 A.M.. Motion carried.
