HomeMy WebLinkAbout10 October Highway minutesHIGHWAY COMMITTEE MEETING October 14, 2021 The Highway Committee of the Grant County Board of Supervisors met on Thursday, October 14, 2021 at 9:00 A.M. in the County Board Room of the Administration Building in Lancaster, Wisconsin and via Zoom. Attending the meeting in person were Donald Splinter, Mark Stead, Lester Jantzen, Highway Commissioner Jon Knautz, County Board Chairman Robert Keeney, Travis Kramer, Larry Kirschbaum, Dan McLimans, Mike Bartels, Terry Solomon, Jeff Smith from Burke Truck Equipment, Jeff Smith from Jewell Associates, and IT Director Shane Drinkwater. John Patcle asked to be excused. Attending via Zoom were Dwight Nelson and Mike Folgate. Norman Barrientos and Ryan Larson joined the Committee after the meeting had started. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the agenda as printed. Motion carried. Motion by Dwight Nelson, seconded by Lester Jantzen, to approve the minutes of the September 9, 2021 meeting as printed. Motion carried. Motion by Donald Splinter, seconded by tester Jantzen, to accept the September Highway Accounts Payable Report as reviewed by the Committee. Motion carried. For the first eight months of 2021, Grant County is over the estimated RMA budget by $351,411.94. County crews have finished the binder mat on CTH "Z" and have also finished shouldering the project. The centerline should be painted in the coming weeks. State crews have been crack sealing Hwy 80 north of Platteville on a PBM contract with the WisDOT. State sheds have also been filled with salt. Bids were opened for snow equipment for two section Patrol Trucks: Burke Truck Equipment Madison, Wisc. State section Patrol Truck with Pre -wet system $104,823.00 County section Patrol Truck $ 98,023.00 Henderson Products, Inc. Manchester, Iowa State section Patrol Truck with Pre -wet system $134,396.00 County section Patrol Truck $125,752.00 Bids for two section Patrol Truck chassis were opened: Truck Country 2023 Western Star Model 4700SL $104,066.00 meets specifications 2023 Freightliner Model 114SD $ 97,677.00 does not meet specs. LaCrosse Truck Center 2023 Mack Granite 42FR $107,889.00 does not meet specs. Motion by Mark Stead, seconded by Lester Jantzen, to accept the low bid from Burke Truck Equipment for snow equipment for one State section truck and for one County section truck. Motion carried. Motion by Donald Splinter, seconded by Mark Stead, to purchase two 2023 Western Star 4700SL truck chassis from Truck Country at a price of $104,066.00 each. Motion carried. Norman Barrientos of Barrientos Design & Consulting gave a presentation on ideas and possible options for construction of a new highway facility to replace the main shop in Lancaster. Motion by Donald Splinter, seconded by Mark Stead, to transfer the STP Rural Funding from the CTH "A" west project to the CTH "H" Elm Street in Kieler to the City of Cuba City project. Motion carried. Motion by Lester Jantzen, seconded by Mark Stead, to approve and sign a design engineering contract with Jewell Associates for the CTH "H", Elm Street in Kieler to the City ,of Cuba City, project with compensation not to exceed $183,583.30. Motion carried. Travis reported that a group from Team Engineering will start to stake the Right -Of -Way for the CTH "A" east project in the next 2 - 3 weeks. Motion by Mark Stead, seconded by Dwight Nelson, to approve and sign the following 2022 Highway Resolutions: County Construction And Maintenance During the Calendar Year 2022. County Road Aid - Townships Under Section 83.14 Of The Statutes - County of Grant. County Road Aid - Villages Under Section 83.14 Of The Statutes - County of Grant. County Road Aid - Cities Under Section 83.14 Of The Statutes - County of Grant. Motion carried. Jon reported that he is in the process of organizing a five person safety committee. The purpose of the committee will be to help reduce the risk of injuries and illnesses and to comply with OSHA regulations.
