HomeMy WebLinkAbout12 December Highway MinutesHIGHWAY COMMITTEE MEETING December 9, 2021 The Highway Committee of the Grant County Board of Supervisors met on Thursday, December 9, 2021 at 9:00 A.M. in the County Board Room of the Administration Building in Lancaster, Wisconsin and via Zoom. Attending the meeting in person were Donald Splinter, John Patcle, Mark Stead, Dwight Nelson, Lester Jantzen, Highway Commissioner Jon Knautz, Dan McLimans, Robert Keeney, Shane Drinkwater, and Donna Bohnenkamp. Attending via Zoom was Tonya White. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by John Patcle, seconded by Lester Jantzen, to approve the agenda as printed. Motion carried. Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the minutes of the November 4, 2021 meeting as printed. Motion carried. Motion by Mark Stead, seconded by Lester Jantzen, to accept the November Highway Accounts Payable Report as reviewed by the Committee. Motion carried. For the first ten months of 2021, Grant County is over the estimated RMA budget by $259,805,00. State crews have finished putting up snow fence, have all State trucks mounted with snow equipment, sanders calibrated, and brine tanks full. They have busy with bridge work, culvert repairs and drainage issues. County crews have been busy with snow fence projects, receiving and storing salt, have County trucks mounted with snow equipment, winterizing summer machines, and cutting brush along County roads as time permits. Jon told the Committee the County has received,a new message board that was funded 100% by the State. We would like to purchase the old board from the State when it becomes available. The following equipment has been listed on the Wisconsin Surplus Auction site: pickups #8 and #97; End loaders #180 and #184; Section trucks #28, #53, #67, #68, #81; and a 1967 John Deere tractor. Jon reported the Highway Department had undesignated revenues for the year 2020 in the amount of $643,631.98. Motion by Mark Stead, seconded by Dwight Nelson, to assign the 2020 undesignated revenues as follows: $200,000.00 to the Equipment Account and $443,631.98 to the FAS Account. Motion carried. The salt dome in Lancaster was built in 1988 on County owned land with the State WisDOT paying for the construction in the amount of $138,000.00. The State has determined that repairs are needed to keep the dome functional. The State will fund up to $34,000.00 in repairs in a given year. Motion by Lester Jantzen, seconded by John Patcle, to purchase a new door for the dome in the amount of $15,000.00 and to do other necessary repairs in the spring at a total cost not to exceed $34,000.00. Motion carried. Jon handed out a copy of the WisDOT Annual Winter Maintenance Report 2020/2021 to each Committee member. It compares the sixteen County Southwest Region with lane miles in each County, snowfall in inches, salt (ton) used per lane mile, salt costs per lane mile, total winter costs. The State is happy to report in detail how innovation and partnership have driven salt use to a 30 year low. Jon reported that Trenton Wood has accepted the position of Patrolman out of the Cassville Shop and will begin work on December 20th. The annual training day for Highway employees has been completed. They were instructed in the wise use of salt, pre -trip inspection for trucks, and pre -trip inspection for tractors. They received a refresher course on County policies as well as spoken to by a State DOT Maintenance Specialist in regards to winter maintenance. The 2022 Winter Wisconsin County Highway Association Conference will be held January 17, 18, & 19 at the Chula Vista Resort.
