HomeMy WebLinkAbout02 February 10 2022 minutesHIGHWAY COMMITTEE MEETING February 10, 2022 The Highway Committee of the Grant County Board of Supervisors met on Thursday, February 10, 2022 at 9:00 A.M. in the County Board Room of the Administration Building in Lancaster, Wisconsin and via Zoom. Attending the meeting were Donald Splinter, John Patcle, Mark Stead, Lester Jantzen, Dwight Nelson, Highway Commissioner Jon Knautz, Robert Keeney, Joyce Roling, Dan.McLimans, Mike Bartels, and Shane Drinkwater. Travis Kramer joined the meeting at 9:03 A.M.. Notice of the meeting was sent to the media and the agenda was posted at the Administration Building and Highway Office. Motion by Lester Jantzen, seconded by Dwight Nelson, to approve the agenda as printed. Motion carried. Motion by Dwight Nelson, seconded by John Patcle, to approve the minutes of the January 13, 2022 meeting as printed. Motion carried. Motion by Lester Jantzen, seconded by Donald Splinter, to accept the January Highway Accounts Payable Report as reviewed by the Committee. Motion carried. A total of $2,267,886.45 was spent maintaining the State Highway System in Grant County in 2021. The State has reimbursed the County for over $47,000.00 of guard rail repairs due to.accidents and for over $305,000.00 in the form of special contracts-PBMs, LFAs, TMAs. The County exceeded its RMA budget with the State in 2021 by $137,786.45, however, Grant County will be reimbursed for the overage. The largest out of budget expense the WisDOT funds is the annual salt purchase. The WisDOT provides the County with nearly $500,000.00 worth of salt annually to be used on the State System in Grant County. County crews have used 1316 ton of salt as of January 20, 2022. This calculates to 2.1 ton per lane mile. Grant County has had a total of 10 snowstorms with a total of 15 inches of snow as of Janaury 20, 2022. State crews have used 2950 ton of salt for an average of 4.6 ton per lane mile. Travis gave an update on the 2022 Federal Aid Secondary Highway Account. He proposed delaying the CTH "A" east project for 1 or 2 years. This project is a 50/50 cost share with the State.. There is going to be a large sum of money that will become available through the Federal Infrastucture Bill. However, to get those cost share funds, the County has to come up with matching funds. By freeing up the funds that would be used on CTH "A", that money could be used to obtain additional funding for projects that would of otherwise been funded 100% by Grant County. The Committee took no action on the proposal. Motion by Mark Stead, seconded by Dwight Nelson, to go out for bids for two trailers suitable for hauling skid steer loaders and for one bush hog type mower. Motion carried. Mike informed the Committee that he feels that a John Deere 700L or Caterpillar D4 is the size of dozer the Highway Department needs in its fleet. Motion by Lester Jantzen, seconded by Dwight Nelson, to go out for bids for a new Dozer. Motion carried. County Patrol Superintendent Larry Kirschbaum has given notice he is retiring. Signing Technician Assistant Bruce Clauer is also retiring. Some of Bruce's duties will be assigned to others and the current job description will be changed for the position. Motion by Donald Splinter, seconded by Lester Jantzen, to approve the replacing of the County Patrol Superintendent. Motion carried.
