HomeMy WebLinkAbout08 August 11 2022 minutes HIGHWAY COMMITTEE MEETING August 11, 2022 The Highway Committee met on Thursday August 11, 2022, at 9:00 a.m. in the County Board Room of the Administration Building in Lancaster, the meeting was also available via Zoom. The meeting was called to order by Chair Donald Splinter. Roll call was taken. Members present: Roger Guthrie, Diane Nelson, Gary Northouse, Pat Schroeder, and Donald Splinter. County employees in attendance were Bob Keeney, Jon Knautz, Dan McLimans, Steve Morgan, Mike Bartels, Sue Mumm, Travis Kramer, Shane Drinkwater, Joyce Roling, and Amanda Degenhardt (via Zoom). Also attending: Jeff Gilmore, Mark McCulloh (via Zoom), Ben Meier, and Jeff Smith. Notice of the meeting was sent to the Herald Independent, Administration Building, posted at the Highway Department and on the Grant County web site. Roger Guthrie, seconded by Gary Northouse, made a motion to approve the agenda. Motion carried without a negative vote. Diane Nelson, seconded by Roger Guthrie, made a motion to approve the July 14, 2022 Highway meeting minutes. Motion carried without a negative vote. Pat Schroeder, seconded by Gary Northouse moved to approve the July Accounts Payable report as reviewed. Motion carried without a negative vote. Quotes were received from Aring, MidStates Equip., and Sherwin Ind. for a new Tar Kettle. After discussion, Pat, seconded by Gary, made a motion to purchase the Craftco tar kettle for $122,973. Motion carried without a negative vote. Sherwin will give us $9,000 for trade, we will try to sell on our own for more first. Quotes were received for 2 new trucks, a single and a tandem, from Thompson Truck and Truck Country. After discussion, Donald, seconded by Gary, made a motion to purchase the Single Axle from Thompson Truck for $116,300 and the Tandem Freightliner from Truck Country for $134,820. Motion carried without a negative vote. Quotes were received from Burke Equipment and Henderson for snow equipment. After discussion, Gary, seconded by Roger, made a motion to purchase the equipment from Burke Equipment in the amount of $247,430. Motion carried without a negative vote. The June Requisition was sent to the State for $116,692.22; $4606.98 over our yearly state budgeted amount. County has spent 64% of the yearly budget as of June 30. Donna is still off, looking at a return date of mid-September. Sue continues to fill in and has been working some overtime. State crews have been working major accident repairs, spraying weeds, two days of storm damage repair and cement repair. County crews have been working on mowing, paving on CTH O, shoulders on CTH B, CTH B bridge. Trucks ordered last year are being built, we have updated the order on the single axle to lengthen the frame. A pre-wet system added to this truck would cost about $7,500. Pat motioned, seconded by Gary to get a pre-wet system added to this truck. Motion carried without a negative vote. Travis Kramer gave an update on road project funding. The open state patrol position was filled by Jasen French. Brian Reuter’s last day will be 8/19. A job opening will be posted for his position. The Hwy shop is getting set up with a video conference device, the next meeting will probably be held there. Pat Schroeder would like to move the Hwy committee meetings to a different day. He has other obligations on the second Thursday of the month and would have to leave the committee if the date stays the same. There was discussion. Bob Keeney will see if a move would need the full board approval. Roger, seconded by Gary moved to adjourn to September 15, 2022, at 9:00 a.m. at the Highway Dept. main shop.
