HomeMy WebLinkAbout09 Minutes-September 21 2023 HIGHWAY COMMITTEE MEETING September 21, 2023 The Highway Committee met on Thursday September 21, 2023 at 9:00 a.m. at the County Highway Department in Lancaster, the meeting was also available via Zoom. The meeting was called to order by Chair Donald Splinter. Roll call was taken, members present were: Gary Northouse, Diane Nelson, Pat Schroeder and Roger Guthrie. Others present were Bob Keeney, Jon Knautz, Dan McLimans, and Steve Morgan. Donna Bohnenkamp, Tonya White, and Garry Pluemer attended by Zoom. Amanda Degenhardt joined the meeting by zoom at 9:06 am. Representatives from Truck Country, Thompson Truck, Henderson Equipment, Burke Equipment, and Monroe Equipment were present for the bid openings. Notice of the Highway meeting was sent to the Herald Independent, Administration Building, posted at the Highway Department and on the Grant County web site. Pat Schroeder, seconded by Diane Nelson, made a motion to approve the agenda as printed. Motion carried without a negative vote. Roger Guthrie, seconded by Gary Northouse, made a motion to approve the August 10th and August 15th Highway meeting minutes. Motion carried without a negative vote. Gary Northouse, seconded by Diane Nelson moved to approve the Accounts Payables as reported. Motion carried without a negative vote. Jon informed the committee the July Requisition was sent to the State for $135,208.89, under the average monthly estimate by $27,904.86. Through July, we are over our estimated monthly budgeted amount by $188,194.80. Jon update the committee on the County construction projects and on the equipment budget. He said both County and State are in the process of filling the sheds with salt for winter. Dan McLimans informed the Committee the State crews have been working concrete repairs on Hwy 61 and on Hwy 151. They have sprayed weeds behind the guardrail and will start their fall mowing soon. Steve Morgan reported the county crews have been wedging, and have started paving on CTH “T” pulling asphalt from Prairie du Chien. With the late paving start, he informed the Committee there will probably be overtime. Shop Report-The men are very happy with the new excavator Jon has gotten several complements, such as the excellent visibility and range. Open bids for two tandem axle trucks and snow equipment which will be used on the County system. Tandem Axle Chassis Truck County—2025 Western Star 47X -$312,582 (2) Thompson Truck—2025 International HV513-$302,590(2) There was discussion on delivery dates for these trucks. For the Western Star it’s looking to be Fall of 2024. The International, sometime in 2025. Open bids for Snow Equipment (Box, Wing, Plow, Sander, Brine Tank, etc.) Burke Equipment—$161,475 ea Henderson Equipment—$169,606 ea Monroe Equipment—-$170,171 ea The bids will be reviewed by the shop foreman and a decision made at a later date. Commissioner reported the Highway Department is fully staffed. We just had one injury and the employee will be back to work next week. Jon requested the last two weeks of the 10 hour days be changed to 6:30 am to 4:30 pm. Pat Schroeder made a motion, seconded by Gary Northouse. Motion carried without a negative vote. Roger Guthrie, seconded by Gary Northouse, made a motion to reduce the speed through Cornelia. Three approved, Donnie Splinter abstained, Pat Schroder opposed. Motion Carried. Roger Guthrie, seconded by Pat Schroeder, made a motion to adjourn to Tuesday October 3, 2023, at 9:00 a.m. at the Administration Building in Lancaster. Motion carried without a negative vote.
