HomeMy WebLinkAbout10 Highway Meeting Minutes-Oct 19HIGHWAY COMMITTEE MEETING October 19, 2023 The Highway Committee met on Thursday October 19, 2023 at 9:00 a.m. at the County Highway Department in Lancaster, the meeting was also available via Zoom. The meeting was called to order by Chair Donald Splinter. Roll call was taken, members present beside Donald Splinter were, Gary Northouse, and Roger Guthrie. Diane Nelson attended by Zoom, and Pat Schroeder was excused. Others present were Bob Keeney, Jon Knautz, Dan McLimans, Steve Morgan, Donna Bohnenkamp, and Travis Kramer. In attendance on Zoom were Tonya White, Garry Pluemer and Shane Drinkwater. Notice of the Highway meeting was sent to the Herald Independent, Administration Building, posted at the Highway Department and on the Grant County web site. Roger Guthrie, seconded by Gary Northouse, made a motion to approve the agenda as printed. Motion carried without a negative vote. Gary Northouse, seconded by Diane Nelson, made a motion to approve the September 2 1 a and October 3rd Highway meeting minutes. Motion carried without a negative vote. Roger Guthrie, seconded by Donald Splinter moved to approve the Accounts Payables as reported. Motion carried without a negative vote. Jon informed the committee the August Requisition was sent to the State for $205,979.40, over the average monthly estimate by $34,810.65. Through August, we are over our estimated yearly budgeted amount by $233,005.45. Other Counties are in the same situation as far as state funding goes. Jon informed the committee he had a call regarding the 2024 chassis we are expecting in December, saying they may not arrive until next year. Jon stated we may need to carry the costs for those two chassis into 2024. Dan McLimans informed the Committee a couple of employees went to Crawford County to assist them with concrete repair. Crews have also been doing concrete repair on Hwy 151 as well. The state is now mowing, and finished soon. Most of the State road construction projects are complete or being wrapped up. Steve Morgan reported mainline paving on CTH `T' is complete, with the second lift coming next year. Crews are now focused on the second lift on CTH "0". Mike Bartels reported the shop has been very busy prepping tractors/mowers for the state crews to use. The welder is prepping plows for winter use. Travis Kramer updated the committee on various funding sources, and new criteria that maybe coming for smaller bridge structures. Jon reported the Highway Department is fully staffed, but expects retirements in the near future. Jon has reached out to three different companies for a space needs study, Origin Design, Kraus -Anderson, and Barrientos Design & Consulting, they should have reports by next committee meeting. The 2024 Highway Resolutions were signed. Roger Guthrie, seconded by Gary Northouse, moved to adjourn to Thursday November 16, 2023. Motion Carried without a negative vote.
