November 16, 2023
The Highway Committee met on Thursday November 16, 2023 at 9:00 a.m. at the County
Highway Department in Lancaster, the meeting was also available via Zoom.
The meeting was called to order by Chair Donald Splinter. Roll call was taken, members
present beside Donald Splinter were, Gary Northouse, Diane Nelson and Roger Guthrie.
Pat Schroeder was excused. Others present were Bob Keeney, Jon Knautz, Dan McLimans,
Steve Morgan, Donna Bohnenkamp, Gary Pluemer, Mike Jansen, Leah Rhodes, Josh
Seveno, Lauren Ray, Mark Fassbinder, and Mike Jansen.
Notice of the Highway meeting was sent to the Herald Independent, Administration
Building, posted at the Highway Department and on the Grant County web site.
Diane Nelson, seconded by Gary Northouse, made a motion to approve the agenda as
printed. Motion carried without a negative vote.
Roger Guthrie, seconded by Diane Nelson, made a motion to approve the October 19th
Highway meeting minutes. Motion carried without a negative vote.
Gary Northouse, seconded by Roger Guthrie moved to approve the Accounts Payables as
reported. Motion carried without a negative vote.
The September Requisition has been sent to the State DOT for $66,102.65, this was under
the September five-year monthly average by $60,316.10. Through September, we are over
our estimated monthly budget by $162,689.35. The October County accounts were also
reviewed.
State crews have finished mowing and are mounting the snow equipment on their trucks.
The sanders have been calibrated per the State Winter Readiness program.
County crews have finished paving CTH T, and have paved more than half of CTH O. They
are hauling salt to Municipalities and prepping the County trucks for winter.
Mechanics have also been busy prepping equipment for winter. The 2024 Freightliner
tandem -axle chassis has been delivered to Truck Country of Shullsburg and should go to
Burke soon.
MSA and Strand Associates spoke to the committee in regards to the availability of their
firms for the recent solicitation of interest for the upcoming bridge design selections.
Jon reported the Highway Department is fully staffed, but expects retirements in the near
future. We have been taking steps to assure we have snow routes filled by others in the
department.
Two facility space need quotes have been received, Origin Design and Barrientos Design.
We are awaiting one from Krause -Anderson. Lauren Ray, with Origin Design spoke to the
committee regarding what they can do for us in regards to this study. The committee
wanted to keep the process moving; Diane Nelson, seconded by Gary Northouse moved to
go with Origin Design for a space needs study. Motion Carried without negative vote.
Roger Guthrie, seconded by Gary Northouse, moved to adjourn to Thursday December 21,
2023. Motion Carried without a negative vote.
