April 18, 2024
The Highway Committee met on Thursday April 18, 2024 at 9:00 a.m. at the County
Highway Department in Lancaster, the meeting was also available via Zoom.
The meeting was called to order by Chair Gary Northouse. Other members present were,
Lester Jantzen, Diane Nelson Pat Schroeder and Roger Guthrie. Others present were Bob
Keeney, Steve Morgan, Donna Bohnenkamp, Dan McLimans, Travis Kramer, and Mark
Fassbinder. Jonny Friar, Tonya White and Garry Pluemer joined by zoom.
Notice of the meeting was sent to the Herald Independent, Administration Building, posted
at the Highway Department and on the Grant County web site.
Lester Jantzen, seconded by Pat Schroeder, moved to approve the agenda as printed.
Motion carried without a negative vote.
Pat Schroeder, seconded by Diane Nelson, moved to approve the March 14th Highway
meeting minutes. Motion carried without a negative vote.
Diane Nelson, seconded by Roger Guthrie moved to approve the Accounts Payables as
reported. Motion carried without a negative vote.
The February Requisition has been sent to the State DOT for $106,414.95, As of February,
we are over our estimated budget by $33,703.39.
The December County accounts were also reviewed.
State crews have been cutting brush, patching holes and washing bridges. They have also
been prepping to clean the Dubuque-Wisconsin Bridge.
County crews have been washing bridges, crackfilling on CTH “U”, and prepping for the
upcoming auction.
The shop has been prepping the Quads, rollers and other equipment for the construction
season. The welder has been busy transforming a used pickup into the new guardrail
repair truck. We are looking into purchasing and modifying a used ambulance to replace
our old shop truck.
Jon and Travis informed the committee the CTH “H” Frontage Road funding has been
approved. Travis gave an update on the CTH “A” Union project, indicating we have begun
working with MSA Engineering on the project.
Jon gave an update on the equipment. Jon is able to obtain Three tandem axle Western
Stars from I States Truck Center in Madison, delivered in 2024. Pat Schroeder, seconded
by Diane Nelson moved to proceed with the purchase. Motion Carried
Jon and Mark Fassbinder with Origin Design discussed the option of the Black Sand
Granary building in Patch Grove for a future site of the Grant County Bloomington Shop.
Tabled until further information.
Diane Nelson, seconded by Roger Guthrie, moved to adjourn to Thursday May 16, 2024.
Motion Carried without a negative vote.
