September 19, 2024
The Highway Committee met on Thursday September 19 2024 at 9:00 am, at the County
Highway Department in Lancaster, the meeting was also available via Zoom.
The meeting was called to order by Chair Gary Northouse. Other members present were,
Lester Jantzen, and Pat Schroeder. Diane Nelson and Roger Guthrie asked to be excused.
Others present were Bob Keeney, Jon Knautz, Nate Dreckman, Steve Morgan, Dan
McLimans, Donna Bohnenkamp, Jason Kieler, and Garry Pluemer. Travis Kramer joined
the meeting at 9:45 am. Tonya White joined by zoom.
Notice of the meeting was sent to the Herald Independent, Administration Building, posted
at the Highway Department and on the Grant County web site.
Pat Schroeder, seconded by Lester Jantzen, moved to approve the agenda with
modifications. Motion carried without a negative vote.
Pat Schroeder, seconded by Gary Northouse, moved to approve the August 8th Highway
meeting minutes. Motion carried without a negative vote.
Pat Schroeder, seconded by Gary Northouse moved to approve the Accounts Payables as
reported. Motion carried without a negative vote.
Sister Quincey with the Sinsinawa Dominican Sisters, asked if the speed limit on CTH “Z”
around the mound could be lowered to 25 MPH, and additional Stop Signs could be added
because of changes to their main driveway. Pat Schroeder, seconded by Lester Jantzen
moved to make the changes to CTH “Z”. Motion Carried without negative vote.
The July Requisition has been sent to the State DOT for $131,995.09. As of June, we are
under our yearly estimated budgeted amount by $17,558.81.
The County Accounts were reviewed as of the end of August.
State crews have been doing cement repairs for the City of Lancaster, built a cover for the
brine tank in Patch Grove, and they are working on the DOT bridge list.
The County crews are worked on the bridge near CTH “A” stock yards and have finished up
mowing. The County salt has been ordered and will come arrive in roughly a month.
Jason gave an update on the arrival of the chassis and snow equipment that were ordered.
He also informed the Committee one of the old quads has a broken frame and an old shop
pickup is disabled.
Garry Pluemer presented estimates he had received to fix the leaking shop roof. Lester
Jantzen, seconded by Pat Schroeder moved to accept the estimate from Geise Roofing.
Pat Schroeder, seconded by Lester Jantzen moved to award the Design Contract for CTH
“D” to TEAM Professionals. Motion carried without a negative vote.
Lester Jantzen, seconded by Gary Northouse moved to award the Design Contract for CTH
“O” Platt River Bridge to MSA Engineering. Motion carried without a negative vote.
The City of Lancaster has approached the Highway Department on a cost share for a
portion of CTH “A” (West of Lancaster). Lester Jantzen, seconded by Pat Schroeder moved
to go forward with the Highway Department’s portion of CTH “A” project. Motion Carried
Jon informed the Committee Bloomington Township offered $55,000 for the old
Bloomington Highway Shop. Gary Northouse seconded by Lester Jantzen moved to accept
the offer from Bloomington Township. Motion carried without negative vote. The
committee informed Jon to proceed with the sale.
The Highway Department’s initial 2025 Budget was discussed. Jon informed the
Committee funds were transferred from the Road Construction Account to the Equipment
Account to purchase new Quad Axles. Pat Schroeder, seconded by Gary Northouse moved
to transfer the funds back to the Road Construction account, and add the additional money
to the equipment account. Motion Carried without negative vote.
Convene to closed session pursuant to Wis. Stat. sec 19.85(1)(c) considering employment,
promotion, compensation or performance evaluation data of any public employee over
which the governmental body has jurisdiction or exercises responsibility as it relates to the
State Supervisor position: Lester Jantzen, seconded by Pat Schroeder moved to convene to
close session. A roll call vote was taken with three (3) in favor of convening to closed
session. Motion carried without negative vote.
Return to Open Session: Gary Northouse, seconded by Lester Jantzen moved to return to
open session. Motion carried with voice vote.
Lester Jantzen, seconded by Pat Schroeder, moved to adjourn to Thursday October 17,
2024, at 9:00 am. Motion Carried without a negative vote.
