HomeMy WebLinkAbout01 Executive Minutes 2024 01 11Approved 02/13/2024 Page 1 of 3 EXECUTIVE COMMITTEE January 11, 2024 The Executive Committee of the Grant County Board of Supervisors met on Thursday, January 11, 2024 at 1:00 p.m. The meeting was held in Room 264 of the Administration building and via Zoom. Notice of the meeting was posted in the Grant County Herald Independent, Administration Building, Courthouse, and on the Grant County website. The meeting was called to order by Chair Gary Ranum. Other members present were Carol Beals, Donald Splinter, John Beinborn, Robert Keeney, Roger Guthrie (arrived at 1:20) and Steve (Porter) Wagner. A quorum was present. Carrie Eastlick, Joyce Roling, Shane Drinkwater, Carrie Kerstiens, Tonya White, Fred Naatz, Andrea Noethe, Tina McDonald, Nathan Dreckman, Garry Pluemer, and Lori Reid were also in attendance. John Beinborn, seconded by Porter Wagner, moved to approve the agenda. Motion carried without negative vote. John Beinborn, seconded by Donald Splinter, moved to approve the December 12, 2023 minutes, Motion carried without negative vote. Robert Keeney, seconded by Porter Wagner, moved to approve the minutes of December 19, 2023. Motion carried without negative vote. Carol Beals, seconded by Donald Splinter, moved to approve the County Administrator job description. Motion carried without negative vote. John Beinborn, seconded by Porter Wagner, moved to approve the PAA Consultant Contract. Motion carried without negative vote. John Beinborn, seconded by Porter Wagner, moved to postpone action on the Elected Official request for sick leave balance reinstatement until July 1, 2024 so more information can be presented. Motion carried without negative vote. Discussion occurred regarding compensation and benefits of Elected Officials. Finance Porter Wagner, seconded by Roger Guthrie, moved to approve the Treasurer’s Report. Motion carried without negative vote. Robert Keeney, seconded by Porter Wagner, moved to approve the Vouchers. Motion carried without negative vote. There was no Revenue / Expense Report. Approved 02/13/2024 Page 2 of 3 Information Technology System Downtimes 1. 12/21/23 Hello for Business the County was unable to use Hello for Business for 3 hours due to a web server configuration that was changed the day before. Once discovered the web site was reconfigured to allow the county’s network access to the needed certificates. 2. 12/28/23 City of Lancaster lost internet connectivity for 2 hours when the AD Cluster’s DVS (Distributed Virtual Switch) was misconfigured. IT reconfigured the AD Clusters DVS to fix the issue. Network review 1. IT has updated the network management for all of the county’s Wi-Fi systems 2. IT is updating and testing integration of the county’s new Aruba 615 access points with the current Aruba 315 Access Points. By testing the IT team will determine the best way to deploy the new access points. County Systems 1. IT has requested a new mail DNS record for the county. IT is waiting for the state to create this record. 2. The County’s new standard workstation OS and office suite will be Windows 11 Enterprise and Office 2021 Professional Plus. Windows 10 and Office 2016 will be EOL on October 14,2025. 3. The IT team has completed hybrid join for high percentage of the county’s computers. 4. Orchard Manors Door control system is now being installed and configured. IT is assisting in the configuration and management of the system. 5. IT is upgrading the County’s VDI (Virtual Desktop Infrastructure). This will provide many needed fixes and updates to the system. 6. IT is working with CSZD to determine when the county will migrate to the Catalyst cloud system. This migration will retire the current LandNav software we use today. 7. The IT team is currently testing FIDO2 (Fast Identity Online) Keys for multiuse workstations that need Microsoft Entra access. 8. IT is working with the Sheriff’s Office to a. Update the current 911 system to latest software versions. This includes the backup, virtual host and supporting infrastructure b. Change how the current 911 system interoperates with Lancaster and Platteville. Once the Platteville Police department has a loop router. The county can switch the connections from a T1 and VPN to the fiber optic loop. Public Safety Communications System/ Grant County Fiber optic loop 1. IT will need to replace the network switches at the Lancaster and Platteville sites. IT is looking for a suitable switch. 2. IT is getting ready to deploy a loop router to the Platteville Police department. 3. IT has resumed network design sessions with RACom for the Radio Network and Platteville Radio networks. Human Resources No staffing report submitted. Carol Beals, seconded by John Beinborn, moved to approve the Resolution in support of increasing number of Deputies for the Grant County Sheriff’s Office (to replace jailers through jailer attrition). Motion carried without negative vote. Roger Guthrie, seconded by Porter Wagner, moved to accept the Human Resources Director’s report. Motion carried without negative vote Donald Splinter, seconded by Porter Wagner, moved to go into Closed session per state statute19.85(1)(e) deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session as it relates to WPPA contract negotiations. Roll call vote reflected a carried motion.
