EXECUTIVE COMMITTEE
May 9, 2023
The Executive Committee of the Grant County Board of Supervisors met on Tuesday May 9, 2023, at
9:00 a.m. The meeting was held in Room 264 of the Administration building and via Zoom.
The meeting was called to order by Chair Gary Ranum. Other members present were Carol Beals (arrived
at 9:04), Donald Splinter, John Beinborn, Robert Keeney, Roger Guthrie, and Steve (Porter) Wagner. A
quorum was present. Carrie Eastlick, Joyce Roling, Amanda Degenhardt, Carrie Kerstiens, Jeff Kindrai,
Garry Pluemer, Jon Knautz, Andrea Noethe, Darla Adams, Megan Kase, and Tonya White were also in
attendance.
Notice of the meeting was posted in the Grant County Herald Independent, Administration Building,
Courthouse, and on the Grant County website.
Don Splinter, seconded by Roger Guthrie, moved to approve the agenda. Motion carried without negative
vote.
John Beinborn, seconded by Porter Wagner, moved to approve the minutes of April 11, 2023. Motion
carried without negative vote.
Don Splinter, seconded by Roger Guthrie, moved to approve the minutes of April 18, 2023. Motion
carried without negative vote.
Finance
Porter Wagner, seconded by Don Splinter, moved to approve the Treasurer’s Report. Motion carried
without negative vote.
Roger Guthrie, seconded by Porter Wagner, moved to approve the vouchers. Motion carried without
negative vote.
Don Splinter, seconded by Robert Keeney, moved to accept the Revenue and Expense Reports. Motion
carried without negative vote.
Porter Wagner, seconded by Donald Splinter, moved to accept the Finance Director’s report. Motion
carried without negative vote.
Information Technology
There was no IT report.
Employee Relations
Staffing Update: Current staffing numbers as of May 8, 2023, are as follows:

Carol Beals, seconded by Roger Guthrie, moved to recommend for approval to the county board the
revision to the Vacation policy. Motion carried without negative vote.
Carol Beals, seconded by Roger Guthrie, moved to approve the Orchard Manor request to restructure the
Records Management Coordinator position to a Health Information Manager and HIPAA Compliance
Officer at a pay grade I with a fiscal impact of 2023: $2,403 and 2024: $3,490, contingent upon Orchard
Manor approval. Motion carried without negative vote.
The committee discussed the employee wages and what, if anything, the county can do right now to
address market issues and filling positions. The Personnel Director will meet with the Health Officer and
Orchard Manor Administrator to bring a plan forward to address the Nursing shortage after talking to a
consultant and costs.
Porter Wagner, seconded by Roger Guthrie, moved to accept the Personnel Director’s report. Motion
carried without negative vote.
Roger Guthrie, seconded by John Beinborn, moved to adjourn to June 13, 2023 at 9:00 a.m. Motion
carried without negative vote.
