HomeMy WebLinkAbout11 Executive Minutes 2023 11 14Approved 12/12/2023 Page 1 of 3 EXECUTIVE COMMITTEE November 14, 2023 The Executive Committee of the Grant County Board of Supervisors met on Tuesday, November 14, 2023 at 8:00 a.m. The meeting was held in Room 264 of the Administration building and via Zoom. Notice of the meeting was posted in the Grant County Herald Independent, Administration Building, Courthouse, and on the Grant County website. The meeting was called to order by Chair Gary Ranum. Other members present were Carol Beals, Donald Splinter, John Beinborn, Robert Keeney, Roger Guthrie (arrived at 9:00) and Steve (Porter) Wagner. A quorum was present. Carrie Eastlick, Joyce Roling, Amanda Degenhardt, Shane Drinkwater, Alecia Erdenberger, Carrie Kerstiens, Erik Heagle, Tina McDonald, Tonya White, and Andrea Noethe were also in attendance. John Beinborn, seconded by Donald Splinter, moved to approve the agenda. Motion carried without negative vote. Porter Wagner, seconded by Donald Splinter, moved to approve the minutes of October 17, 2023. Motion carried without negative vote. Carol Beals, seconded by John Beinborn, moved to approve the October 24, 2023 minutes with stated correction. Motion carried without negative vote. Finance Porter Wagner, seconded by John Beinborn, moved to approve the Treasurer’s Report. Motion carried without negative vote. Donald Splinter, seconded by John Beinborn, moved to approve the Resolution Regarding County Orders. Motion carried without negative vote. Porter Wagner, seconded by Donald Splinter, moved to approve the Resolution Authorizing the County Treasurer to Settle in Full for General Taxes for the Tax Roll Year 2023 – Collected in 2024. Motion carried without negative vote. Porter Wagner, seconded by Donald Splinter, moved to approve the Resolution Regarding the investment of County Funds. Motion carried without negative vote. Robert Keeney, seconded by Porter Wagner, moved to approve the Initial Resolution Authorizing Tax Anticipation Note in the Amount of $1,350,000. Motion carried without negative vote. Donald Splinter, seconded by Robert Keeney, moved to approve the Resolution Regarding General Tax Levy. Motion carried without negative vote. Robert Keeney, seconded by John Beinborn, moved to approve the Resolution Establishing Non- Represented Wages for 2024. Motion carried without negative vote. Motion carried with Robert Keeney abstaining. Robert Keeney, seconded by Porter Wagner, moved to approve the 2024 Budget. Motion carried without negative vote. Motion carried without negative vote. Donald Splinter, seconded by Porter Wagner, moved to accept the Finance Director’s report. Motion carried without negative vote. Information Technology Network review 1. IT has been addressing a large number of CVEs (Common Vulnerabilities and Exposures). 2. IT is reviewing issues that have been reported on the Dodgeville VPN (Virtual Private Network). More to come as logging has been turned up and is being reviewed. County Systems 1. The IT team is connecting Entra (formally Azure) to the following cloud applications a. Prepare 911 b. Adobe Acrobat c. Code Red 2. The IT team has finished the department head PC list for Employee Access. The IT team is now converting the County’s PCs to Hybrid-joined department by department. 3. IT working with the maintenance department has migrated the CSB Buildings door control system to a virtual server. This will allow expansion of the system and better redundancy for the door control system. 4. IT has been working with Tyler Munis and the HR on a. Tyler Munis preparations for Go Live b. Go Live c. End user support d. MFA for Employee portal e. Tyler Munis SaaS system issues 5. IT has been storing critical VMs (virtual machines) on a “Air gapped” hard disk. This is a once a year task and is a fail safe if the backup system is compromised. 6. IT has started the process of upgrading the County’s VDI (Virtual Desktop Infrastructure). This will provide many needed fixes and updates to the system. Approved 12/12/2023 Page 3 of 3 Public Safety Communications System/ Grant County Fiber optic loop 1. IT is currently working with RACom on installation of the following equipment at the tower sites. a. Wi-Fi access point for watch guard and public access b. Video camera for surveillance of the area c. Temp and Humidity sensors for monitoring of environment in the shelter d. Router for fiber optics and network traffic management 2. IT has resumed network design sessions with RACom for the Radio Network and Platteville Radio networks. 3. The county is currently working with the village of Potosi to determine design specifications for a Wi-Fi system located by the brewery. 4. Muscoda has reached out to the county for a Wi-Fi project in the village. John Beinborn, seconded by Carol Beals, moved to approve the IT Director’s report. Motion carried without negative vote. Employee Relations Staffing Update: Joyce Roling reported that starting this month, the staffing totals will include Unified Community Services and full time elected officials. Current staffing numbers as of November 4, 2023, are as follows: Full time Benefit 320 Regular Part time Benefit 27 Part time 79 Limited term and seasonal 77 TOTAL 503 Porter Wagner, seconded by Donald Splinter, moved to accept the Human Resources Director’s report. Motion carried without negative vote Carol Beals, seconded by John Beinborn, moved to adjourn to 9:00 a.m. on December 12, 2023. Motion carried without negative vote.
