HomeMy WebLinkAboutExecutive Minutes 2016 10 13 approved1 EXECUTIVE COMMITTEE October 13, 2016 The Executive Committee of the Grant County Board of Supervisors met on Tuesday, October 13, 2016 at 9:00 a.m. in room 266 of the Administration Building, Lancaster, WI. The meeting was called to order by Chair John Patcle. Other members present were John Beinborn, Robert Keeney, Mike Lieurance, Gary Ranum, and Mark Stead. Donald Splinter asked to be excused. Therefore a quorum was present. Also in attendance were Nancy Scott, Louise Ketterer, Verda Nemo, Jeff Kindrai, Lori Reid, Carol Schwartz, Lynda Schweikert, Dave Lambert, and Tina McDonald. Notice of the meeting was sent to the media and the agenda was posted in the Administration Building, Courthouse, and on the Grant County website. Motion by Gary Ranum, seconded by John Beinborn, to approve the agenda as posted. Motion carried without negative vote. Motion by John Beinborn, seconded by Robert Keeney, to approve the minutes of the September 20, 2016 meeting and the September 20, 2016 joint meeting with the Administrative Committee as printed. Motion carried without negative vote. Finance Motion by Mark Stead, seconded by Gary Ranum, to accept the September Treasurer’s Report. Motion carried without negative vote. The Committee took no action on the bid received on tax deed parcel #151-00273-0000 as the property had already been re-advertised. Motion by Gary Ranum, seconded by Mark Stead, to use Wisconsin Surplus Online Auction for tax deed properties providing the county can place a reserve on the properties listed. Motion carried without negative vote. Motion by Mark Stead, seconded by Gary Ranum, to recommend approval to the County Board of the budget presented with the following changes: 1) Reduce tax exempt computer aid by $4,117 2) Allocate the annual Facility Dude software subscription to the following departments in the amount of $1,592 each in their building maintenance budget: a. County Clerk b. Law Enforcement c. Youth & Ag d. Orchard Manor e. Highway 3) Increase Highway General Transportation Aids by $1,393 Motion carried without negative vote. Motion by John Beinborn, seconded by Gary Ranum, to recommend to the County Board approval of the requests to carryover funds from 2016 to 2017. Motion carried without negative vote. 2 Motion by Mark Stead, seconded by Gary Ranum, to accept the September Revenue/Expenditure Report. Motion carried without negative vote. Motion by Gary Ranum, seconded by Mike Lieurance, to accept the Finance Director’s report. Motion carried without negative vote. Employee Relations Gary Ranum, seconded by Mike Lieurance, moved to recommend to the County Board approval of payout of 50% of sick leave upon retirement to eligible non-represented employees hired prior to June 29, 2011 effective January 1, 2017. Motion carried without negative vote. Mark Stead, seconded by John Beinborn, moved to adjourn to November 8, 2016, at 9:00 a.m. Motion carried unanimously.
