EXECUTIVE COMMITTEE
August 9, 2022
The Executive Committee of the Grant County Board of Supervisors met on Tuesday,
August 9, 2022 at 9:00 a.m. The meeting was held in the County Board Room of the
Administration building and via Zoom.
The meeting was called to order by Vice Chair Carol Beals. Other members present were Gary
Ranum, Donald Splinter, John Beinborn, Roger Guthrie, Robert Keeney, and Steve (Porter)
Wagner. A quorum was present. Shane Drinkwater, Carrie Eastlick, Amanda Degenhardt,
Joyce Roling, Andrea Noethe, Jeff Kindrai, Garry Pluemer, Nate Dreckman, Jon Knautz, Tonya
White, Lori Reid, Angela Nielsen, Jodi Bartels, Tina McDonalds, Carrie Kerstiens, Amy Olson,
and the Grant County Herald Independent were also in attendance.
Notice of the meeting was posted in the Grant County Herald Independent, Administration
Building, Courthouse, and on the Grant County website.
John Beinborn, seconded by Donald Splinter, moved to approve the agenda. Motion carried
without negative vote.
Roger Guthrie, seconded by John Beinborn, moved to approve the minutes of July 12, 2022.
Motion carried without negative vote.
Robert Keeney, seconded by Gary Ranum, moved to recommend for approval from the County
Board the request for out of budget spending of $28,800 for the roll call system and up to
$10,000 for tablets and control logistics to come from ARPA Funds. Motion carried without
negative vote.
Finance
Porter Wagner, seconded by Donald Splinter, moved to approve the Treasurer’s Report. Motion
carried without negative vote.
Amanda Degenhardt gave an update on the process and progress of the 2023 budget.
Robert Keeney, seconded by Donald Splinter, move to approve the vouchers. Motion carried
without negative vote.
John Beinborn, seconded by Porter Wagner, moved to accept the Revenue and Expense Reports.
Motion carried without negative vote.
Donald Splinter, seconded by Porter Wagner, moved to accept the Finance Director’s report.
Motion carried without negative vote.
Information Technology
Network review
1. IT has been upgrading all of the County’s core network switches due to a sample flow
bug.

2. IT moved and upgraded a Point to Point link at the fairgrounds. The move was prompted
by poor performance due to an aerial high voltage line.
County Systems
1. IT has configured and tested Active Directory Federated Services with Azure.
2. IT is working with Citrix on migration of VDI (Virtual Desktop Infrastructure) to the
cloud.
3. IT is working with Maintenance on new door controls for Orchard Manor.
4. IT is new working on MFA (Multi Factor Authentication) for the county.
5. IT is now supporting Unified Services PC support and Network infrastructure
a. This is an increase of support for 60 users to the IT department
b. IT has been creating a migration plans to
i. Connect Unified network to the county’s networks.
ii. Migrate Unified’s users to the county’s active directory
iii. Uplift Active Directory structure and GPOs (Group Policy Object).
iv. Consolidate IT resources like servers and email to county systems
v. Reconcile licensing between Unified and the county
vi. Extend Azure and MFA resources to Unified.
6. IT has been working on the 2023 budget.
Public Safety Communications System/ Grant County Fiber optic loop
1. The County is reviewing the correct fiber optic paths for the 2022 towers.
2. Fiber is being run at Platteville and Cassville.
3. IT is working with Platteville (PCAN) (Platteville Community Area Network) on 911 and
LDP (Local Police Department) connections using the Lancaster – Platteville fiber optics.
The Sheriff’s Office has decided to start working on the Platteville 911 connection this
fall.
The motion was made to accept the IT Director’s report by Porter Wagner, Seconded by Roger
Guthrie. Motion carried without negative vote.
Employee Relations
Staffing Update: Current staffing numbers as of July 30, 2022, are as follows:

Roger Guthrie, seconded by John Beinborn, moved to approve the District Attorney’s request to
refill the Legal Assistant position. Motion carried without negative vote.
Donald Splinter, seconded by Roger Guthrie, moved to approve the Personnel Director’s report.

Roger Guthrie, seconded by Porter Wagner, moved to go into closed session per state statute
19.85(1)(e) deliberating or negotiating the purchasing of public properties, the investing of
public funds, or conducting other specified public business, whenever competitive or bargaining
reasons require a closed session as it relates to WPPA contract negotiations.
Roll call vote resulted in a carried motion.
Roger Guthrie, seconded by Porter Wagner, moved to return to open Session. Motion carried without negative vote.
Roger Guthrie, seconded by John Beinborn, moved to adjourn to September 13, 2022, at 9:00
a.m. Motion carried without negative vote.
