HomeMy WebLinkAboutCty Bd October 2 2012 Grant County Board of Supervisors October 2, 2012 The Grant County Board of Supervisors met on Tuesday, October 2, 2012 at 6:00 p.m. in Room 264 on seconded floor of the Administration Building, Lancaster, WI pursuant to the adjournment of the September 18, 2012 meeting. Chair Larry Wolf called the meeting to order and the Pledge of Allegiance was recited. Verification of compliance with the open meeting law was a notice in the Herald Independent stating the date, time and place of the County Board Meeting and posted in two public posting locations and the county website verified by Karla K. Mark Stead X 17. Larry Wolf X The Clerk took the roll call resulting in 15 present and 2 absent, therefore a quorum was present. Agenda: Dwight Nelson, seconded by Vincent Loeffelholz, made a motion to approve the agenda. Motion carried. Minutes: Corrections to the September 18, 2012 minutes; Roll call should be for “September 18, 2012” and under communications “The Eckstein Family had previously donated $20,000.00 to the Meal Site Program at ADRC;”total contribution of $30,000.00. Motion to approve the amended minutes of September 18, 2012 made by John Beinborn, seconded by Lester Jantzen. Motion carried. Communication: None Appointments: None Recognitions: None Grants: None 2013 Budget: Nancy Scott, Finance Director presented the 2013 budget to the board for their review. Question raised as to the responsibility placed on the Personnel Department since the unions are currently non-existent. Nancy stated this would be an issue for the Executive Committee, department has currently been work on wage study. Motion made by John Patcle, seconded by Don Splinter to return the presented budget back to the executive committee for further review to be presented next month for adoption at a public hearing. Livestock Claim: John Patcle submitted a dog claim from Lancaster Veterinary Clinic for $215.70. The claim was approved by the Ag and Extension committee. John Patcle made a motion to approve this claim seconded by Pat Schroeder. Motion carried. Committee Reports: Economic Development, John Beinborn—Ron Brisbois, Economic Development Director, has a meeting set at the end of the month with Burlington Northern to possibly set a site in Grant County. New Health Clinic has opened in Muscoda. Meeting will be held there this month on the 24th. Land and Water Conservation, Mark Stead—Animal storage closure permit approved for B & E Farms. New computers are up and running. Contribution agreement applied for last month has been received for $12,904.00. Conservation reserve enhancement program contract we have with the state expired on September 30th probably will not be renewed until the farm bill is past, not expected to be past by election. Law Enforcement Robert Scallon--Letter received from Joyce Roling initial proposal between Grant County and Sheriff Department Association meeting Thursday, October 11th Adm Bldg Room 266. Parks Committee-Letter received from a gentleman from Appleton , Fox Heritage Parkway to possibly include the Wisconsin River boat landings on a map for a water trail from Appleton area to the Mississippi. Health Department Dwight Nelson—Changes to policy the state supply of vaccine has caused confusion. Public flu shot clinics has been posted on web site. Resolution promoting County employee wellness is being drafted for consideration. Agreement between Health department and Sheriff to provide jail health services has been formalized and signed no major changes expected. 2013 Budget passed. Planning & Zoning, Lester Jantzen—Information received on application for new sanitation systems; 95 applications in 2011 brought in $171,184 and 123 applications in 2012 bring in $228,677 so far. Public Property, Vince Loeffelholz—Maintenance Courthouse and Administration Building going fine. Self-funded collision falling behind at $173,000.would like to see county put an additional $10,000 in every year; may be up to the Sheriff Department & Highway Department because they use the most of it. Totally we spend 6.3 million on insurance. Will be staying self funded at this time. Brent Straka put out some requests for health insurance bids to additional providers companies not interested at this time. Public Comments: Larry allowed John Dalsing and Pete Rinehart, Jamestown Township Board to present continuing issues with the Sandy Bottoms Campground. No action will be taken from the County Board. Next Month’s Meeting: Pat Schroeder, seconded by Carol Beals made a motion to hold November’s meeting a 6:00 p.m. just for next month. Discussion ensued as to the date to hold meeting due to the budget needing to be filed with the state by November 15th. A few board members have their township meetings on November 13th, but will change them so they can be in attendance at the County meeting. Motion carried. Adjournment: Vince Loeffelholz, seconded by Mark Stead made a motion to adjourn the meeting pursuant to the next meeting of November 13, 2012 at 6:00 p.m. Motion carried.
