HomeMy WebLinkAboutCty Bd Aug 19 20141 Grant County Board of Supervisors August 19, 2014 The Grant County Board of Supervisors met on Tuesday, August 19, 2014 at 6:00 p.m. in Room 264 on second floor of the Administration Building, Lancaster, WI pursuant to the adjournment of the July 15, 2014 meeting. Robert Keeney, Chair called the meeting to order and the Pledge of Allegiance was recited. Verification of compliance with the open meeting law was a notice in the Herald Independent stating the date, time and place of the County Board Meeting and posted in two public posting locations and the county website verified by Linda K. Gebhard, County Clerk. Vern Lewison had asked to be excused. Therefore a quorum was present. Agenda: Larry Wolf, seconded by John Beinborn, made a motion to approve the agenda. Motion carried. Minutes: Pat Schroeder, seconded by Grant Loy, made a motion to approve the minutes of July 15, 2014. Motion carried. Appointment: Robert Keeney, Chair asked that the County Board of Supervisors appoint Mark Hoehne to represent Grant County on the Housing Authority Committee through the Community Development Alternative, Inc. Prairie du Chien, Dale Klemme, Director. Mark Hoehne will be replacing Hans Kostrau who had previously represented Grant County on this committee. John Patcle, seconded by Roger Guthrie made a motion to approve the appointment of Mark Hoehne on the Housing Authority Committee. Motion carried. Employee Recognitions: Robert Keeney, Chair presented the following employees with certificates for their years of service to Grant County. 2 Jerry Richards for his 31 years of service for the Grant County Highway Department. Donna Haines for her 38 years of service for Orchard Manor, serving many of those years as the Director of Orchard Manor. Mary Rasmussen for her 35 years of service for the Grant County Health Department serving many of those years as the Director of Nursing. Communications: Robert Keeney, Chair shared the following email with the Board of Supervisors sent from Dave Fritz, TRICOR. Dear Bob, Following is an email I receive from Marilyn Althoff, Executive Director for Hills & Dales in Dubuque, Iowa. Hills & Dales is a not-for-profit group providing services to children and young adults with severe and profound mental and physical disabilities. They also serve the autistic community and individuals with brain injuries. I am a member of the Hills & Dales Foundation Board and have been involved with Hills & Dales for as long as I can remember. This act of kindness is greatly appreciated. The fair board and individuals who made this happen should be commended. I did not have all the email addresses so please make sure this gets shared. Please tell them to keep up the good work. From: Holli Cannon I just wanted to share with you that today we had a group of about 10 clients with 5 staff go to the Grant County Fair in Lancaster, WI. When they returned they shared that they had the best time. They were not charged admission fees, they were given bottles of water for free, allowed to ride the rides at no cost, and when they were preparing to leave for the day one of the local food vendors, the Grandstand food stand operated that evening by St Clements School, sent home enough hamburgers/hotdogs for the clients to have for supper. We will be sending a thank you letter to the fair board early next week but it was a great day! Robert Keeney, Chair invited Board members to attend an informational meeting sponsored by the Grant, Iowa and Lafayette County Farm Bureaus related to Wisconsin Act 377 and how it will affect agriculture in our area. The meeting is on August 25th at 8:00 p.m. Issues discussed will be clearer definition of what qualifies as an Implement of Husbandry (IOH), new definition for Agricultural Commercial Motor Vehicle (Ag-CMV), Act 377 establishes height, length, weight and width parameters of modern machinery, a no- fee permitting system has been put in place to address both our farmer’s need to get their machinery from farm to field and local officials’ responsibility to protect the taxpayer investment put into our roads and bridges. Presentation: Kathy Marty, Health Department and Ross Johnson, Intern, gave a presentation regarding coalition projects including Heroin Prevention Panels, Suicide prevention grant, muti-school internship programs and the Summer 2014 AHEC Internship Projects. Grants: None Livestock at Large Ordinance: Nate Dreckman, Grant County Sheriff, presented the following Ordinance Amendment to the Board. ORDINANCE NO: Chapter 22 of the Grant County Ordinances 3 AN ORDINANCE TO AMEND SECTION 206 OF THE GRANT COUNTY CODE RELATING TO LIVESTOCK AT LARGE. NOW, THEREFORE, the Board of Supervisors of Grant County, Wisconsin, do ordain as follows: Section I: Section 206 of the Grant County Code shall be and hereby is amended to add § 206- 15.1 as follows: Section 206-15.1 Livestock at Large 1. Intent. The Board of Supervisors, Grant County, adopts the following with the intent to prohibit livestock from running at large and posing a threat to the safety of people as listed in paragraph number 3. 2. Statutory Authority. This is created as authorized by § 59.54(22), Wis. Stats. 3. § 206-15.1 Livestock at large. A. No owner of livestock may negligently, or otherwise, permit the livestock to run at large. B. Livestock shall be defined as cattle, bison, horses, swine, sheep, goats, farm-raised deer, poultry, llamas or alpaca. C. Livestock is considered to be running at large if it is off the premises of its owner and not under the control of the owner or some other person. Livestock is considered to be running at large if it is not properly detained in a fence or some structure. D. An officer may attempt to capture and restrain any livestock running at large. “Officer” means a peace officer, full-time health officer, humane officer, warden, or an employee designated by the governing body of the county, city, village or town. E. The owner of livestock that is at large and/or captured under this section must pay, in addition to all penalties assessed under § 206-17, all veterinarian fees, including but not limited to, fees for shots, licensing and room and board. F. This section does not apply in any town having its own livestock-at-large ordinance. Section II: This ordinance shall take effect upon its passage and publication or posting as required by law. Zoning Amendments: Lynda Schweikert, Conservation, Sanitation and Zoning Director presented the amendments to the Board. John Patcle seconded by Lester Jantzen, made a motion to dispense of the reading of the amendments. Motion carried. 492nd AMENDMENT TO THE GRANT COUNTY ZONING ORDINANCE August 5, 2014 Roghers, Richard & Delores WHEREAS, a petition for map amendment was filed and a public hearing was held by the Grant County Conservation, Sanitation and Zoning Committee, meeting the requirements of Chapter 59.69. WHEREAS, a proof of publication and giving notice to Fennimore Township Clerk of such hearing is attached to this document. WHEREAS, the Conservation, Sanitation and Zoning Committee now recommends to the Board of Supervisors of Grant County the adoption of this map amendment. THEREFORE, the Grant County Board of Supervisors does ordain as follows. WHEREAS, the Conservation, Sanitation & Zoning Committee now recommends to the Board of Supervisors of Grant County the adoption of this map amendment. THEREFORE, the Grant County Board of Supervisors does ordain as follows. That the Zoning District Map for the Township of Jamestown will be amended to include the following described land as 40ac. more or less to Agricultural A-2 The Northeast quarter (NE ¼) of the Southeast quarter (SE ¼) of Section 17 T1N R2W of the 4th P.M. in Grant County, Wisconsin. Livestock Claims: John Patcle made a motion seconded by Roger Guthrie to approve the Dog Claim for the Lancaster Vet Clinic for the amount of $259.40. Motion carried. Update/Concerns on Courthouse Renovation Project: More directional signage has been placed out to make the access to the Courthouse by the general public clearer. The color for the mortar, patchwork material and brick has been approved. Dust and noise issues should be coming to an end; most of the removal of stone is complete. Two loads of resurfaced stone have been received back from Chicago, four have been shipped out. The scope of adjustments may have to be addressed regarding some issues that have come up and the completion date extended. Committee Reports: Extension/Fair, John Patcle—Fair was successful and the weather was great, John thanked all who helped during the fair. Conservation, Sanitation, and Zoning and Unified, Mark Stead—Nothing to report at this time. Law Enforcement, Patrick Schroeder—Congratulations to Nate Dreckman for winning the Sheriff Race. The committee had been working on the Livestock at Large Ordinance which got passed tonight. Orchard Manor, Patrick Schroeder—a new Finance Director has been hired doing well. Hidden Valley, Robert Scallon—will meet the next day, no report at this time. Veterans, Robert Scallon—Grant County Historical Society will hold a dedication for a new exhibit honoring Veterans on Oct 5, 2014 at the Youth and Ag Building, recognition will go to veterans missing in 7 action one being David Kies, a Platteville native. John Murkowski will be holding a presentation on Agent Orange October 23, 2014 at American Legion Post in Richland Center, WI. Parks, Robert Keeney—He and Ben Wood, Corp Counsel meet with the Boscobel City Counsel and their city attorney to discuss a joint enforcement at the Boscobel Boat Landing. The removal of cans has been working well, the landing was dredged; City of Boscobel will discuss the possibility of purchasing the land from the County. Pat Schroeder brought up the question do other townships want to own their own landings. John Beinborn stated that Economic is looking into this issue with the Grant County Boat Landings. Railroad, Gary Ranum—Plans are going forward to build a 1.3 million dollar structure for loading the cars on the railroad and looking in to welded rails to increase the speed. Other projects are being looked at in the Janesville area. ContinuUs, Gary Ranum—A four hour meeting was held at which it was decided to continue functioning on a deficit to use up the access revenue of 1.5 million hoping to receive better rates for next year’s budget. Grant and Dane counties does not have a managed care organization; Rock County will be looking into organizing a managed care organization with ContinuUs throwing their hat in the ring which should improve the care throughout the whole organization scope. They are also looking into training to improve leadership and improve care management. ADRC Regional Board, Larry Wolf—A Dementia Care Specialist will be hired to work with the families and community awareness for this illness. With Eckstein money they will be hiring a consultant to do a study on the meal sites in Grant County so they will be used more efficiently. Health, Dwight Nelson—The Health Department has surpassed the National Bench Mark in Home Health, Hospice Care and Public Health programs and received a Patient Satisfaction Recognition for their excellent work. Social Service, Carol Beals—discussed wage schedule, looked at Public Property/Technology 2015 requests, authorized replacement for the Office Assistance Manager position. Economic, Resource and Tourism, John Beinborn—Approved a Block Grant for Hazel Green, next meeting will be held in Muscoda. Public Property/Technology, John Beinborn--discussed Administration Building new signage. Highway, Don Splinter—Gave updates on road construction. Public Comment: None Adjournment: Robert Keeney, Chair informed the Board on the upcoming dates for the Board of Supervisors meetings. In September typically there is no meeting held, October the meeting will be held on the first Tuesday of the month and in November the meeting should be held on the second Tuesday but that will fall on Veterans Day. So the November meeting will be moved to the day after which will be November 12th.
