Robert Keeney, Chair called the meeting to order and the Pledge of Allegiance was recited. Verification of compliance with the open meeting law was a notice in the Herald Independent stating the date, time and place of the County Board Meeting and posted in two public posting locations and the county website verified by Linda K. Gebhard, County Clerk. Carol Beals had asked to be excused. Therefore a quorum was present. Agenda: John Patcle, seconded by John Beinborn, made a motion to approve the agenda. Motion carried. Minutes: Pat Schroeder, seconded by Dwight Nelson, made a motion to approve the minutes of October 7, 2014 with one change. Page 13 under Courthouse Renovation Update, change the word water testing to water proofing. Motion carried with changes. Appointment: None Employee Recognitions: None Communications: Robert Keeney, Chair reminded the board members to submit their applications if they are interested in applying to be part of the County Ambassador Program through the Wisconsin Counties Association. Applications must be sent to the WCA office by Wednesday, December 3, 2014. 2 Grants: Lori Reid, ADRC Director asked for approval for a grant application from MIPPA, a three year grant ending in 2017 for $27,966.00, ($9,322.00 per year). The grant will be used for clerical duties, publication of MIPPA articles in the newsletter and support the Elder Benefits Specialist duties. This is a Federal funded grant at no match to the county. Larry Wolf, seconded by Lester Jantzen made a motion to approve this grant for ADRC. Motion carried. Revolving Loan Application: Ron Brisbois, Economic Development presented the following Revolving Loan application to the County Board. This application has been recommended for passage by the Economic, Tourism and Resource Committee. Gile Chiropractic & Wellness Clinic. Loan amount $20,000 at a rate of 2.5% for ten years. Two full time jobs will be created. Collateral will be mortgage lien on the building. They will use the Revolving Loan to acquire a building located in Hazel Green and towards equipment to open their practice. They have been displaces by a fire for the last three years. The total Project cost for Gile Chiropractic will be $200,000. John Beinborn, seconded by Don Splinter made a motion to approve the Revolving Loan application for Gile Chiropractic & Wellness Clinic. Motion carried. Resolution: Broadband Internet Access in Grant County: Todd Johnson presented the following draft resolution to the County Board recommended for passage by the Administrative Committee. This is a non-binding resolution to raise awareness for this needed service in our area which states Grant County supports this need. Todd stated this is the first step to raise attention to providers that improvements are needed in this service in our area. RESOLUTION # 10-14 Support Improved Broadband Internet Access in Grant County WHEREAS, improved high speed (broadband) access is an essential infrastructure for Grant County and its citizens to remain competitive in the areas of economic development, education, healthcare, public safety, communication, entertainment, and other future uses; and WHEREAS, significant portions of Grant County are below average in Internet speed, adoption and capacity compared to the rest of the state, nation and worldwide competitors; and WHEREAS, Grant County, working in partnership with private providers, can serve as a catalyst for supporting improvements in broadband access in the County; and WHEREAS, the cooperation among county, town and city government with providers will be necessary to ensure success; and WHEREAS, both public and private involvement is essential in the development of a broadband improvement plan. NOW, THEREFORE, BE IT RESOLVED, that the Grant County Board of Supervisors hereby endorses and establishes as a goal that Grant County will pursue the best possible broadband access in terms of speed, adoption rate and data capacity for all of its businesses and citizens. Amended Ordinance #61 Supervisory Districts: Due to the Annexation for the City of Platteville and Township of Platteville the Grant County Ordinance 61 must be amended to reflect changes made in District 11 and District 12. AMENDMENT TO GRANT COUNTY ORDINANCE #61 SUPERVISORY DISTRICTS (Amended November 12, 2014) AN ORDINANCE TO REPEAL AND RECREATE SECTION A320-1. Municipalities and/or wards OF THE CODE OF ORDINANCES OF GRANT COUNTY, WISCONSIN, RELATING TO THE SUPERVISORY DISTRICTS. Gebhard, County Clerk Mark Stead, seconded by Patrick Schroeder, made a motion to approve the amendments made in Ordinance 61 Supervisor Districts for Grant County, recommended for passage by the Administrative Committee. Motion carried with one nay, Dale Hood. WPPA Deputy Union Tentative Agreement: Joyce Roling, Personnel Director presented the tentative agreement that was reached between Grant County and Wisconsin Professional Police Association Law Enforcement Employee Relations Division (WPPA Deputy Union). The agreement will affect 19 employees at Grant County Law Enforcement. The agreement will be a three year contract at 1½% wage increase per year effective January 1. 2015. This agreement was recommended for passage by the Executive Committee by the Board of Supervisors. John Beinborn, seconded by Larry Wolf, made a motion to approve the passage of the agreement between Grant County and Law Enforcement. Motion carried. John Beinborn extended a Thank you to all the parties who were involved in this negotiation. He felt the process went very smoothly and it was handled in a professional manner. Chapter 180 Non Metallic Mining Ordinance: Lynda Schweikert, Conservation, Sanitation and Zoning Director presented the changes to the Ordinance. The changes were minor and did not require a public hearing. The changes are as follows: 1. Updated name of new combined department. 2. Eliminated all references of Northern Environmental, our previous contracted business and changed it to a representative of Grant County CSZD. 3. Removed the Fee Schedule from the ordinance, so that changes to the fees can be made by committee as opposed to ordinance amendments. 4. Remove inactive mine fee. Since inactive mines also need to be spot checked, the same amount of administrative time is spent on inactive mines as there is on active mines. 5. On the fee schedule, changed the acreage to eliminate rounding errors. On November 4, 2014 the Conservation, Sanitation and Zoning Committee recommended referring this amended ordinance to the Grant County Board of Supervisor for passage. Lester Jantzen, seconded by Mark Stead, made a motion to approve the changes in the Grant County Ordinance 180 Non Metallic Mining. Jefferson Street, Lancaster, WI 53813, office hours are 8:00 a.m. to 4:30 p.m. Convene to Public Hearing: Vern Lewison, seconded by Roger Guthrie made a motion to adjourn the County Board of Supervisor meeting to go into the Committee as a Whole. Motion carried. 6 Nancy Scott, Finance Director presented the 2015 proposed budget to the Board of Supervisors recommended for passage by the Executive Committee. Reconvene to County Board: Roger Guthrie, seconded by John Beinborn made a motion to reconvene into the Grant County Board of Supervisor meeting. Motion carried. Adoption of Budget: Patrick Schroeder, seconded by John Beinborn, made a motion to approve the proposed 2015 Budget; roll call vote was called for. Resolution: Regarding General Tax Levy: RESOLUTION # 11-14 GENERAL TAX LEVY BE IT RESOLVED, by the Board of Supervisors of Grant County, Wisconsin, that the following sums of money be raised for the ensuing year: STATE TAXES $ 491,168.42 COUNTY TAXES State Charitable and Penal Charges $ 0.00 Library System $ 409,886.00 All Other County Taxes $10,772,132.00 GRAND TOTAL OF ALL TAXES $11,673,186.42 BE IT FURTHER RESOLVED, by the Board of Supervisors of Grant County, Wisconsin, that there is hereby levied on all taxable property of Grant County, in order to meet the correct budget requirements of the ensuing year the sum of $10,772,132.00; and 7 BE IT FURTHER RESOLVED, that the County Clerk shall apportion the sum of $491,168.42 for state taxes and charges levied on all taxable property in the county, according and in proportion to the valuation thereof as determined by the Wisconsin Department of Revenue. BE IT FURTHER RESOLVED, that the sum of $409,886.00, the amount approved for the budget of the Library System, be and hereby is levied against all taxable property in the county, excluding the Villages of Bloomington, Cassville, Dickeyville, Hazel Green, Livingston, Montfort, and Muscoda, and excluding the Cities of Boscobel, Cuba City, Fennimore, Lancaster, and Platteville. . BE IT FURTHER RESOLVED, that the County Clerk be authorized and instructed to charge back to the proper districts of the said County the amounts due from each miscalculated personal property taxes, illegal real estate taxes, special assessments tax certificates, sundry items due from the districts and any items on the ledger as due from the districts. BE IT FURTHER RESOLVED, that the County Clerk shall, pursuant to Section 70.63, of the Wisconsin Statutes, determine and apportion the tax levy set forth for the respective municipalities, according and in proportion to the valuations for the towns, villages, and cities as submitted by the Wisconsin Department of Revenue. Motion carried. 36 Livestock Claim: John Patcle made a motion seconded by Roger Guthrie to approve the Dog Claim for the Lancaster Vet Clinic for the amount of $690.00. Motion carried. Update/Concerns on Courthouse Renovation Project: Robert Keeney, Chair introduced Chris Oddo to give the Board an update on the Courthouse Renovation. He stated the County had approved an amended contract that will extend the work into 2015 based on only time and materials at the last Public Property/Technology meeting. He stated that the project was going well in spite of the delays that have occurred because of the stone. The underground work of water proofing will continue in the Spring of 2015. They are trying to complete a majority of the installation of the stone if the weather permits on the face of the courthouse leaving the corner sections for next year. This will allow them to only install scaffolding on the corners sections instead of the entire building. They will winterize the courthouse has best as they can and the fences around the courthouse will remain throughout the winter to secure the work area. Strategic Planning Update: Todd Johnson, Extension Comm. Resource Development Agent updated the Board stating that the Administrative Committee was moving ahead to the final quarter identifying a future plan for the County. The survey the Board Members and Department Heads filled out to identify what they felt the important issues to address in the County has been used and has proven to be very effective and helpful to the committee. The Administrative Committee will continue the discussion in the next meeting on November 13th.. Committee Reports: Administrative Committee, Robert Keeney—stated that Todd Johnson gave the update regarding the Strategic Plan and the next meeting will be Nov. 13 th to continue. Extension/Fair, John Patcle—They are working with Lafayette County to share a Livestock Specialist on a 40/60 basis, and they will be looking into replacing Todd Johnson’s position. Conservation, Sanitation, and Zoning and Unified, Mark Stead —Dealt with the amending of the Non Metallic Mining Ordinance most important change was removing the fee from the ordinanc e and adjusting rounding of acres. They had a presentation from Southwest Regional Planning on options to assess FA. Law Enforcement, Patrick Schroeder—No meeting this month, no problems reported. Orchard Manor, Patrick Schroeder—Carol Schwartz is now officially the new Orchard Manor Director, she has passed her test. Rail Road, Robert Scallon—is booming, discussed issues regarding a bridge in Walworth County. Hidden Valley, Robert Scallon—meeting in Richland County Nov 19, had a won derful year with their books, received a grant for $2000.00. Sent a new contract out but have not heard back. Veterans, Robert Scallon—Service officer doing a great job. No meeting. Library, Grant Loy—looking over all the budgets from all the counties, all look good, will be a meeting tonight. 37 ContinuUs, Gary Ranum—No meeting. ADRC Regional Board, Larry Wolf—Elder Fest has held over 400 attending, starting to work with the elderly on their Medicare supplement programs. Health, Dwight Nelson—next meeting December 2nd, new public health aid in November and a new public health nurse will be starting in December. Executive Committee, John Beinborn—approved the budget; all other business was addressed in the County Board meeting. Economic, Tourism and Resource, John Beinborn—December 3rd end of year meeting in Potosi Brewery, Power Plant bid in Cassville was awarded to Beloit, they addressed the Chair position, he resigned as Chair, Carol Beals will take over the Chair and John was elected as Vice Chair, Dan Timmerman will be Secretary, so the issue has been corrected . Highway, Don Splinter—they have a new secretary, Shelly Reuter, gave the Highway road update. Public Comments: Dale Hood, Supervisor stated that he and his wife had attended the 4-H Association Banquet and he was the only Board Member in attendance to the event. He felt it was sad that more of the board members were not in attendance. This event is a very important function in Grant County and he felt that at least the Fair Committee members should have been there. Lester Jantzen thanked the Grant County Board of Supervisors for postponing the county board meeting until the day after Tuesday, November 11, Veterans Day so that day could be observed by the members. (Tuesday, November 11th would have been the day the County Board of Supervisors would have been held.)
