HomeMy WebLinkAboutLWC MINUTES NOVEMBER2009GRANT COUNTY LAND & WATER CONSERVATION COMMITTEE MEETING November 3, 2009 9:00 a.m. Ag Services Building Lancaster, Wisconsin The meeting was called to order by Chairman Paul Landon at 9:00 a.m. Present in addition to Chairman Landon were Don Splinter, William Biefer, Steve Adrian, Vince Loeffelholz, David Klar, Marvin Kettler, and Dwight Nelson. Others present were, Karyl Fritsche, Lynda Schweikert, Jared Reuter, Ted Bay, John Patcle, Kevin Lange, and Annette Lolwing. Joyce Roling arrived for the closed session. Motion by Don Splinter, seconded by Dwight Nelson that the Committee was in compliance with the Open Meeting Law. Motion carried. Motion by Vince Loeffelholz, seconded by Marvin Kettler to approve the minutes from the October 6, 2009 meeting. Motion carried. Motion by Dwight Nelson, seconded by William Biefer to approve the agenda as written. Motion carried. Bills: Annette Lolwing Motion by Steve Adrian, seconded by William Biefer to approve the bills. Motion carried. County Board Chairman: John Patcle John reported that they had a mid-term report from the UW Platteville students that are working on the County Highway Department Building. There will be a meeting on December 3, 2009 for the UW Platteville students to present a final report on the location, design and dollar figures of the project. Next semester the students will look into another project for the county. Cost Sharing: Lynda Schweikert Lynda reported a cancellation request of county cost sharing for Bollant Farms, Wingville Twp., $1,000.00 for the (1st year) of rye cover crop. Motion by Don Splinter, seconded by Steve Adrian to cancel the cost sharing request because the rye was not planted by October 1, 2009 and bills were not handed in the week prior to the LWCC as agreed to in the plan. Lynda’s conversation with Ted Bay stated that the rye would not grow if planted now. Motion carried. Lynda presented final approval request for county cost sharing on a well decommissioning project for Carl Uppena, Cassville Twp., $301.80. Motion by Don Splinter, seconded by Vince Loeffelholz to approve payment. Roll Call: 8 Yes, 0 No, 0 Absent. Motion carried. Lynda presented final approval request for county cost sharing on a (1st year) rye cover crop project for Tom Kunkel, Hazel Green Twp., $365.63. Motion by William Biefer, seconded by SteveAdrian to approve payment. Roll Call: 8 Yes, 0 No, 0 Absent. Motion carried. Lynda presented final approval request for county cost sharing on a (2nd year) rye cover crop project for Patrick Yelinek, Clifton Twp., $146.00. Motion by William Biefer, seconded by Marvin Kettler to approve payment with the exception of seeding date based on late harvest of silage and with consultation with Ted Bay. Roll Call: 8 Yes, 0 No, 0 Absent. Motion carried. Lynda presented final approval request for county cost sharing on a (2nd year) rye cover crop project for Lloyd Yelinek, Clifton Twp., $140.16. Motion by William Biefer, seconded by Marvin Kettler to approve payment with the exception of seeding date based on late harvest of silage and with consultation with Ted Bay. Roll Call: 8 Yes, 0 No, 0 Absent. Motion carried. Lynda presented final approval request for county cost sharing on 2 grade stabilization structures for Donald Brandt, Jamestown Twp., of $2,034.39, and DATCP cost sharing of $4,410.00 for a total of $6,444.40. Motion by Don Splinter, seconded by William Biefer to approve payments. Roll Call: 8 Yes, 0 No, 0 Absent. Motion carried. Lynda presented tentative approval request for county cost sharing on a streambank protection project for Al Neises, Patch Grove Twp., $3,500.00. Motion by Vince Loeffelholz, seconded by Steve Adrian to approve Al’s request. Motion carried. SWRM Cost-Sharing Requests Lynda presented tentative approval request for DATCP cost sharing on a grade stabilization structure for Steve Roling, Paris Twp., $918.75. Motion by Vince Loeffelholz, seconded by Marvin Kettler to approve Steve’s request. Motion carried. Lynda presented final approval request for DATCP cost sharing on an underground outlet project for Al Neises, Patch Grove Twp., $4,131.25. Motion by William Biefer, seconded by Dave Klar to approve payment. Roll Call: 8 Yes, 0 No, 0 Absent. Motion carried. Purchase of LWCC Vehicle Lynda asked committee to purchase a Dodge Grand Caravan from Les Mack as they were the low quote. Motion by William Biefer, seconded by Steve Adrian to purchase the low quote vehicle of $19,995.00 for a Dodge Grand Caravan from Les Mack. Roll Call: 8 Yes, 0 No, 0 Absent. Motion carried. Downsizing of LWCC Lynda handed out a statewide survey of each county and how many supervisors, FSA members, members at large and alternates are on the Land & Water Conservation Committees. Steve requested more information regarding how many farms and acres the other counties had. Lynda provided him with that information. Motion by Paul Landon, seconded by Don Splinter to recommend to the County Board to reduce the LWCC from 7 County Board Supervisors down to 6, plus 1 FSA member to make a total of 7. LWCC members voted: 8 Yes, 0 No. Motion carried. John Patcle took a copy of the motion so it could be added to the next County Board agenda to be presented at the next County Board meeting. Within the discussion of downsizing the LWCC, it was mentioned that the County board would be voting on combining the LWCC with the Planning and Zoning Committee. Motion by Don Splinter, seconded by Marvin Kettler to recommend to the County Board that the Land and Water Conservation Comittee remain as a stand alone committee. Roll Call: 5 Yes, 3 No, 0 Absent. Motion carried. John Patcle took a copy of the motion so it could be added to the next County Board agenda to be presented at the next County Board meeting. Hail Damage Claim Lynda reported that Linda Gebhard received the insurance estimate to fix the vehicles of $8,399.30, less the cost for labor, is the actual cash value (ACV) of $4,664.78 for the LWCC vehicles that were damaged by hail. Motion by Don Splinter, seconded by William Biefer to accept the ACV from the insurance claim on the LWCC vehicles. Motion carried. Negotiating of LWCC Lease Lynda reported that the LWCD will need to advertise and negotiate for the new lease of a building. Motion by Dwight Nelson, seconded by Steve Adrian to allow Lynda to advertise along with FSA for a new lease to a building. Motion carried. Manure Storage Abandonment Permit Application Lynda reported that Becwar Fairview Farms has a concrete manure storage facility under a hog building that he is abandoning. Cost estimate to abandon is $3,500.00; he has paid his $3.50 permit fee. Motion by Steve Adrian, seconded by Marvin Kettler to approve the manure storage abandonment permit application. Motion carried. Manure Storage Construction Permit Application Lynda reported that Dan Pagenkopf is constructing an earthen manure storage facility. Earthen facility was designed by Ralph Hemling, and Al Neises is the on site technician. Cost estimate of the facility is $100,000; he has paid his $100.00 permit fee. Motion by William Biefer, seconded by Dave Klar to approve the manure storage construction permit application. Motion carried. WLWCA Lynda reported that the WLWCA conference will be held in LaCrosse on December 9th and 10th. Lynda asked how many LWCC members wished to attend. Don Splinter, Vince Loeffelholz, Bill Biefer and Lynda Schweikert plan to attend. The LWCC members were asked to solicit items to donate to the WLWCA auction from local vendors. Money raised goes toward educational events; Environthon, Poster Contest and Conservation Camp. Donations are to be called in to us or dropped off by December 4th. Fairboard will donate a 154th Grant County Fair commemorative tractor; an Allis Chalmers “G” with plow. Southern Area Association Report Lynda reported that Don Splinter, Dwight Nelson, Annette Lolwing and herself attended the SAA meeting. Grant County had a good showing in the poster contest. Grant County won 1st place in 6 of the 7 grade categories. Don Splinter reported that Pecatonica River has been selected for a watershed study. FPP Report: Kevin Lange Kevin reported that he has completed 1 CREP contract and is working on another. Kevin has laid out contour strips on expired CRP ground. Kevin mentioned that he has been working on FPP compliance and old FPP contracts that have expired. Kevin reported that he has been working on the 2010 tree sale list. FSA Report: Jared Reuter Jared reported that on Friday November 6, 2009 FSA will be hosting a Credit Market meeting to review Loan Briefings for Dairy producers along with all other producers at 9:00 a.m. at Doolittle’s in Lancaster. Jared reported that those interested in 2010 DCP and the ACRE program need to come in and sign up. Jared reported that the majority of payments for DCP and CRP are sent out. Jared mentioned that the September milk rate is $1.24. The Dairy Supplemental Program money of $290,000,000 is to be paid directly to struggling dairy farmers. This will include the pounds of milk produced in February 2009 through July 2009. There is a limit of 6 million pounds of milk to be accepted. There is not a technical sign up and everyone can sign up. Those who did not sign up for the Milk Loss Program will need to sign up to get all the pounds of milk entered into the computer system. The Congressional Dairy Farmer Caucus is pushing Secretary, Tom Vilsack to release the 290,000,000 as quickly as possible, so the checks would be in farmers’ hands by the end of the year. Jared gave a report of the building. The drywall has been replaced in the vestibule, the AC has been looked at, the carpets will be cleaned over the weekend, and the odor in the ladies restroom needs to be looked at by a plumber. The leasing issue came up and as of October 1st LWCD will not be on the lease unless NRCS steps up to pay the rent and LWCD reimburses NRCS. It is the National office that is the push for the LWCD’s not to be on the lease. FSA will provide Lynda with information and what channels do we need to get in place. Other Business: Ted Bay reported that 2009 was the slowest growing season in Wisconsin. Ted reported that 31 – 39 % yields were good. Ted will be having a meeting on Friday, November 6, 2009 from 8:00 a.m. to 10:00 a.m. at the Youth and Ag Building to discuss the feeding and harvesting of the moldy corn. Ted will be out collecting 100 samples of 5 ears of corn from fields around the county. If Ted is able to get the 100 samples to the plant pathology lab by tomorrow the y will test them for free. The lab will be testing what kind of mold is on the corn and what danger if any for feeding livestock. Call for Agenda Items for Next Months Meeting 1. Motion by Steve Adrian, seconded by David Klar that the Committee shall reconvene in open session for the purpose of taking up remaining agenda items. Motion carried.
