COMMITTEE MEETING
February 16, 2011 WDACP Meeting
9:00 a.m.
Ag Services Building
Lancaster, Wisconsin
The meeting was called to order by Chairman Vince Loeffelholz at 9:00 a.m. Present in addition to
Chairman Vince Loeffelholz were, Donald Splinter, Lester Jantzen, Steve Adrian, Mark Stead,
Marvin Kettler, and Grant Loy. Others present were, Greg Cerven, Dan Goltz, Lynda Schweikert,
and Annette Lolwing.
The Committee was in compliance with the Open Meeting Law with Annette posting the Agenda in
the Administration Building, County Courthouse, and the Ag Service Center Building.
Lynda reported that Arnold Cuchna and Lynn Kirschbaum will be appealing the decision of finding
them out of compliance of not getting their 80% deer quota shot by the September 15th, deadline.
The additional landowners; Darrel Henry, Gary Klein, and Ted Krause have chosen not to contest
their denial letter. More information came in for Steve Adrian, a missing tag, which shows that he
is in compliance. Steve does not need to appeal, committee just needs to approve his claim.
Lynda handed out a packet with Arnold and Lynn’s previous shooting history from 2007, 2008,
2009, 2010, and maps of the property.
Went around the room and gave Arnold and Mary Cuchna an introduction of those who were in
attendance at the meeting. Arnold was required to get 4 deer shot by September 15; only 1 deer was
shot by September 15, according to Greg Cerven’s records. Arnold did not provide any type of
hunting log. Arnold turned down a hunter that had asked to hunt on his land. Arnold mentioned
that he called Bruce Finn and a couple of other people on the list, and was unable to get any hunters
out there. Arnold had a lack of hunters to achieve his deer shooting quota. Arnold commented that
he will not shoot a pregnant deer. Hunters complained that it was too hot to hunt.
Lynda informed Arnold & Mary that they will go into closed session for deliberation and that they
will be getting a letter from us stating if his WDACP waiver has been approved or denied.
Lynn Kirschbaum, his son, Tyler and brother, Gene came to appeal Lynn’s waiver. Had a round
table introduction of those that were in attendance at the meeting. Records indicate that Lynn did
not have his 16 deer shot for his 80% objective by September 15. He was required to shoot 16 deer
by September 15, but only shot 12. Lynn provided a log book of the hunters that had signed in that
were out there hunting. Past records show Lynn has had no problem meeting his quota and getting
the deer shot. This is the first year that Lynn has been in violation. There has been lots of shooting
on his farm and the deer are not coming out of the surrounding properties. When the weather
warms up, the deer were not there during the daylight. This year the tags were sent out to the
landowners by February 5. Kirschbaums have 14 deer shot already for 2011. Lynn has a history of
harvesting many deer each year, and has worked diligently to try to get the deer harvested each
year. Lynn shared his concern of the registration stations closing early, and not available to register
the deer in the later evening hours. Lynn did contact Greg Cerven when he realized that he was not
going to meet his quota. The Kirschbaums do a good job with managing the deer hunting on their
farm.
Lynda explained to the Kirschbaums that the committee will go into closed session for deliberation
of the information that was provided. Kirschbaum’s will be getting a letter stating if there waiver
has been approved or not approved.
Motion by Don Splinter, seconded by Grant Loy to go into closed session pursuant to s. 19.85 (1)
(a), WI statutes, for the purpose of deliberating the Wildlife Damage Abatement and Claims waiver.
Roll Call vote 7 Yes, 0 No, 0 Absent.
Motion by Mark Stead, seconded by Lester Jantzen to resume open session. Motion carried.
Motion by Mark Stead, seconded by Lester Jantzen to approve Lynn Kirschbaums WDACP waiver.
Motion carried. Steve Adrian Abstains.
Motion by Don Splinter, seconded by Marvin Kettler to deny Arnold Chuchna’s WDACP waiver.
Motion carried. Steve Adrian Abstains.
Motion by Don Splinter, seconded by Grant Loy to approve Steve Adrian’s claim. Motion carried.
Motion by Mark Stead, seconded by Lester Jantzen to adjourn. Motion carried.
