COMMITTEE MEETING
January 3, 2012

Lancaster, Wisconsin
The meeting was called to order by Chairman Vince Loeffelholz at 9:00 a.m. Present in addition to the
Chairman were, Steve Adrian, Mark Stead, Grant Loy, Lester Jantzen, Marvin Kettler and Don Splinter.
Others present were, Melissa Bartz, Lynda Schweikert, Kevin Lange, and Annette Lolwing. John Patcle
arrived at 9:25 am.
Certification of Open Meeting Law: Annette Lolwing
Annette Lolwing posted the agenda at the Ag Service Center and was sent to WGLR radio. Media notices
and agendas were sent to Karla Schwantes to post in the Administration Building and Courthouse. Media
notices were sent to the Herald Independent, Tri County Press, and Platteville Journal.
Motion by Grant Loy, seconded by Don Splinter to approve the December 6, 2011 minutes. Motion carried.
Motion by Don Splinter, seconded by Lester Jantzen to approve the Agenda with the change of moving the
closed session to the time that Joyce Roling and John Patcle are in attendance. Motion carried.
Bills: Annette Lolwing
Motion by Don Splinter, seconded by Grant Loy to approve the December bills. Motion carried.
County and SWRM Cost Sharing Approval: Lynda Schweikert
Lynda reported that she has 1 extension request for John Shea, Lima Twp., a manure storage facility,
$3,500.00. Motion by Mark Stead, seconded by Marvin Kettler to approve the extension to March 1, 2012.
Motion carried.
Lynda presented final approval request for county cost sharing of $223.50 on a well decommissioning
project for Norbert & Agnes Fritz, North Potosi Twp. Motion by Mark Stead, seconded by Lester Jantzen to
approve payment. Roll Call: 6 Yes, 0 No, 0 Absent. Vince Loeffelholz Abstained. Motion carried.
Lynda presented tentative approval request for county cost sharing on a well decommissioning project for
Mark Drew, Mt. Hope Twp., $500.00. Motion by Don Splinter, seconded by Marvin Kettler to approve
Mark’s request. Motion carried.
Lynda reported that the county cost share carryover from 2011 is $41,290.32 which is still available to be
allocated. Take the $41,290.32 plus the $34,220.00 that is budgeted for 2012; is $75,510.32 to allocate for
county cost sharing in 2012. The $32,617.40 DATCP cost sharing is extended into 2012. The $60,931.00 is
what is tentatively approved for 2012 DATCP cost sharing. Will not allocate the DATCP cost share money
until there is an agreement in hand with the LWCD and the DATCP.
Tree Planter Agreement: Lynda Schweikert
Lynda reported that she has developed her 2nd DRAFT of the Grant County LWCD Lease Agreement for the
Lawther Split Axle Tree Planter, and Magnetic Towing Head and Tail Lights. Lease agreement was sent to
Todd Infield for review. He had some suggestions which Lynda has already made the changes. Lynda read
through the DRAFT agreement with the committee. Todd Infield will be contacted to have his input of
wording that the LWCD is not charging the DNR a fee; DNR will be charging the fees. The lease term will
be on an annual basis and no fee required. Motion by Mark Stead, seconded by Lester Jantzen to approve
whatever the necessary wording is that there would be no charge required. Motion carried.
Land and Water Conservation Department Report: Lynda Schweikert
Lynda reported that they got the 2012 Green Dodge truck last Thursday. Randy is in the process of moving
his supplies and license plates from his Ford Ranger over to his new truck.
Lynda reported that the Nutrient Management Farmer Education Training continues tomorrow. January 4th
and 5th they will be working on snap plus at the UW Platteville campus. There are 9 students attending and
hope to have 9 Nutrient Management Plans completed by the end of the day on Thursday.
Lynda reported that Don, Vince, Grant, Mark and herself attended the WLWCA Conference that was held on
December 8-9, 2011, at the Chula Vista Resort, Wisconsin Dells. All the resolutions passed. The WLWCA
side of the WALCE/WLWCA merger passed. The John Deere 1/16 scale grain drill brought $20.00, the
1/16 scale Allis Chalmers “G” Tractor with Plow brought in $26.00, and the 1/16 scale Oliver Tractor
brought in $24.00; totaling $70.00 for the WLWCA Youth & Education Fund.
Lynda thanked the committee for their support on the resolution with the Grant County Board of Supervisors
and conservation funding issues. Lynda sent it to the Governor, Senator, and Representative. Lynda also
called the Senator and Representative and did not get in contact with them, only got to speak with one of
their support staff. Lynda informed them to support our DATCP lapse suggestion. Senator Schultz is one of
the key players in this.
FPP Report: Kevin Lange
Kevin reported that he has 9 Notices of NonCompliance resulting from not receiving a Nutrient Management
Plan by the end of 2011. Those individuals include: Carolyn White, Mt Hope Twp.; Wayne and Jacqueline
Dieter, Platteville Twp.; Gregory and Marjorie Adkins, Mt. Ida Twp.; Steve and Dale Harris, Hick ory Grove
Twp.; Gerald and Ruth Colson, Hickory Grove Twp.; John and Joann Wiederholt, Fennimore and
Jamestown Twps.; Micheal and Nancy Porter, Fennimore Twp.; Larry and Diane Alderson, Mt Ida and
Fennimore Twps.; and David J. and Peggy Cauffman, Mt Ida Twp. Motion by Lester Jantzen, seconded by
Marvin Kettler to accept the NonCompliance Notices. Motion carried.
Kevin reported that he has been working on CREP contracts. Has had 1 signed and approved the 1st of
December and he is working on a couple of other ones.
Kevin reported that he has been working on updating conservation plans for those individuals that will be
attending the Farmer Written Nutrient Management Plan classes.
Kevin mentioned that we are getting some tree orders in. Deadline is February 17, 2012.
NRCS Report: Melissa Bartz
Melissa reported that she has also has been working on updating conservation plans.
- CSP (Conservation Stewardship Plan) sign up is going on until January 13, 2012.
- Has been making CSP payments. Has been meeting with landowners and has 6 out of 52 participants
that she still needs to meet with.
- Melissa and Marlene will be helping Lynda and Kevin with the NMP class the next 2 days.
- Melissa mentioned that she will be sending out reminder letters to people that have NMP’s that need
to be completed.
- The EQIP sign up deadline is February 3rd. Technicians have been busy doing the site visits for
EQIP. The EQIP cookbook came out with all the payment rates. Rip Rap took a hit on the payment
rates.
- Randy and our Area Engineer, Lexie Straka, have been doing some farm walkovers for manure
storage for 4-5 people.
- Mike Long is our current work study student from UW Platteville, he will be ending his job with
NRCS and will be leaving at the end of the month. Melissa is working on getting another
engineering student as a replacement.
FSA Report: Jared Reuter
Jared Reuter was not in attendance, but he provided a written report to share with the committee.
County Board Chairman Report: John Patcle
John Patcle arrived at 9:30 am. He reported that he had a telephone conference call with Andy Phillips
regarding the WPDA.
Closed Session
Motion by Mark Stead, seconded by Steve Adrian to go into closed session pursuant to s. 19.85 (1) (c) WI
statutes, for the purpose of employee evaluation. Roll Call: 7 Yes, 0 No, 0 Absent. Motion carried.
Motion by Lester Jantzen, seconded by Grant Loy to reconvene in open session for the purpose of taking up
remaining agenda items. Motion carried.
Motion by Mark Stead, seconded by Steve Adrian to adjourn until February 7, 2012. Before vote was taken,
Steve Adrian brought up discussion of the Wildlife Damage Abatement Claims Program crop prices.
Motion carried.
