COMMITTEE MEETING
January 03, 2013

Lancaster, Wisconsin
The meeting was called to order by Chairman Mark Stead at 9:00 a.m. Present in addition to Chairman
Stead were; Lester Jantzen, Roger Guthrie, Linda Ruchti, Dale Hood and Vince Loeffelholz. Others
present were, Larry Wolf, Rick Lange, Kevin Lange, Lynda Schweikert, Annette Lolwing, and Bob
Middendorf. Dwight Nelson, Excused.
Certification of Open Meeting Law: Annette Lolwing
Annette Lolwing sent the agenda to Karla Schwantes to post in the Administration Building and at the
Courthouse, also sent agenda to Bob Middendorf, WGLR, and was posted in the front of the Ag Service
Building. Media notices were sent to Karla Schwantes, Herald Independent, Tri County Press, and the
Platteville Journal.
Motion by Lester Jantzen, seconded by Dale Hood to approve the agenda as printed. Motion carried.
Motion by Vince Loeffelholz, seconded by Roger Guthrie to approve the amended changes of the
December 10, 2012 minutes. Changing the time that the meeting was called to order at 8:30 a.m., and
adding an i to “in” in the Certification of Open Meeting Law section, and to strike the words “this year” in
the Set Commodity Prices for WDACP section and replace with 2012. Motion carried.
Bills: Annette Lolwing
Motion by Roger Guthrie, seconded by Lester Jantzen to approve the bills with the amended deposit total.
Motion carried.
County Cost Sharing Requests: Lynda Schweikert
Lynda reported what cost sharing funds were spent in 2012, and what cost share funds we have for 2013.
For 2013, we have $38,327.43 for County Cost Share, and $60,242.00 for extending the 2012 SWRM
contracts.
Lynda presented final approval request for county cost sharing on a closure of waste impoundment for Earl
Jansen, Jamestown Twp., $2,117.50. Motion by Vince Loeffelholz, seconded by Lester Jantzen to approve
payment. Roll Call: 6 Yes, 0 No, 1 Absent. Motion carried.
Lynda presented final approval request for county cost sharing on a well decommissioning for Bernadean
DiVall, Liberty Twp., $292.00. Motion by Dale Hood, seconded by Lester Jantzen to approve payment.
Roll Call: 6 Yes, 0 No, 1 Absent. Motion carried.
Lynda presented tentative approval request for county cost sharing on a well decommissioning for Doug
Raisbeck, Hi View Shorthorns, South Lancaster Twp., $300.00. Motion by Dale Hood, seconded by Roger
Guthrie to approve Doug’s well decommissioning request. Motion carried.
WLWCA/SOC Dues: Lynda Schweikert
Lynda reported that the WLWCA sent a letter asking for our annual dues. The dues of $1,372.91 are the
same amount as last year. Motion by Lester Jantzen, seconded by Dale Hood to approve payment of the
dues. Motion carried.
The Standards Oversight Council is also requesting us to pay $350.00 in dues. Motion by Vince
Loeffelholz, seconded by Roger Guthrie to not pay the $350.00 SOC dues, due to the fact that they are fully
funded by other sources. Motion carried.
WLWCA Annual Conference Approval: Lynda Schweikert
Lynda reported that the WLWCA is having its annual conference from March 11-13, 2013, at the Chula
Vista Resort, Wisconsin Dells. Deadline to register is February 8th. Need to let Lynda know who all is
planning to attend. Those that voiced their interest in attending are: Kevin Lange, Annette Lolwing, Lynda
Schweikert, Mark Stead, Lester Jantzen, Vince Loeffelholz, and Dale Hood. Roger Guthrie will not be
attending and Dwight Nelson will let us know. Lynda asked if anyone has any suggestions of any
businesses that would be willing to donate any items to take for the WLWCA auction. Proceeds from the
auction support the education programs.
Land and Water Conservation Report: Lynda Schweikert
Lynda reported that we now have the wireless internet for the computer to operate Springbrook. It shows
up on our bills, but is being paid from an account through the IT Department.
FPP Report: Kevin Lange
Kevin reported that he has 1 Voluntary Notice of Noncompliance issued to David Kite, Clifton Twp.
Kevin also reported that he has 24 Notices of Noncompliance to be issued because landowners failed to
provide a Nutrient Management Plan within their schedule of compliance. There is one additional Notice
of Noncompliance, because they failed to maintain adequate sod along the stream where the cattle were
being fed. These 25 that have been spot checked in 2011 have been given a year to get their NMP’s
completed.
NRCS Report: Rick Lange, Acting DC
Rick reported that November 30th was the deadline to apply for the District Conservationist Position.
EQIP application continues with the sign up ending on January 18th.
There was to be funding allocations announced by December 20, 2012. At this time there has been
no local, area, or state funding allocations announced.
The DALSI (Driftless Area Landscape Initiative) sign up was to be announced on December 18,
2012 and we still have no word on this program.
There is no word on the CSP
Have heard no official word regarding the Farm Bill.
FSA Report: No Report
Lynda introduced Linda Ruchti, FSA committee representative at the LWCC meeting.
Motion by Lester Jantzen, seconded by Dale Hood to adjourn until February 5, 2013.
