The meeting was called to order by Chairman Mark Stead at 9:00 a.m. Present in addition to Chairman
Stead were; Dwight Nelson, Lester Jantzen, and Vince Loeffelholz. Others present were, Larry Wolf,
Kevin Lange, Lynda Schweikert, and Annette Lolwing. Myron Tranel, Absent. Roger Guthrie & Dale
Hood, Excused.
Certification of Open Meeting Law: Annette Lolwing
Annette Lolwing sent the agenda to Karla Schwantes to post in the Administration Building and at the
Courthouse, also sent an agenda to Bob Middendorf, WGLR, and was posted in the front of the Ag
Service Building. Media notices were sent to Karla Schwantes, Herald Independent, Tri County Press,
Platteville Journal, and the Muscoda Progressive.
Motion by Vince Loeffelholz, seconded by Lester Jantzen to approve the agenda as printed. Lynda
stated there will be no NRCS or FSA report given. Motion carried.
Motion by Dwight Nelson, seconded by Vince Loeffelholz to approve the September 3, 2013 minutes
Motion carried.
Bills: Annette Lolwing
Motion by Dwight Nelson, seconded by Vince Loeffelholz to approve the bills. Motion carried.
Cost Share Policy Amendment: Lynda Schweikert
Lynda reported that the current county cost share policy for DATCP Cost Sharing is: Manure Storage –
70% up to $10,000 and all other DATCP practices – 70% up to $7,500. Some of the 2012 DATCP
projects have come in under budget and has increased the amount of underspending. We need to spend
this money or transfer it to another 2012 open contract that has been extended. Lynda is asking for a
one time change to eliminate the maximum cost share amount for the 2012 contracts. She is asking to
cost share up to the 70%, eliminating the $10,000 maximum for the Manure Storage and the $7,500 for
all other practices. Motion by Lester Jantzen, second by Dwight Nelson to approve a one time exception
of DATCP Cost Share Funds for the 2012 Contracts. Motion carried.
County Cost Sharing Requests: Lynda Schweikert
Lynda presented 2 cancellation requests: Irvin Muller Sons, Paris Twp., on a grade stabilization
structure. They were tentatively approved for $3,500 county cost sharing and are requesting to cancel
the full amount. Also, David Brandt, Jamestown Twp., on a grade stabilization structure. David was
tentatively approved for $1,940 county cost sharing and is requesting to cancel his full amount. Motion
by Vince Loeffelholz, seconded by Lester Jantzen to approve both cancellations. Motion carried.
Lynda presented final approval request for county cost sharing of $960.89 on 3 grade stabilization
structures for Tom Majerus, Paris Twp. Motion by Vince Loeffelholz, seconded by Lester Jantzen to
approve payment. Roll Call: 4 Yes, 0 No, 3 Absent. Motion carried.
Lynda presented final approval request for county cost sharing of $2,020.75 and 2013 DATCP cost
sharing of $7,500.00 on 3 grade stabilization structures for Neil Seng, Waterloo Twp. Motion by Vince
Loeffelholz, seconded by Lester Jantzen to approve payment. Roll Call: 4 Yes, 0 No, 3 Absent. Motion
carried.
Lynda presented final approval request for county cost sharing of $633.14 and 2012 DATCP cost
sharing of $8,863.91 on 2 grade stabilization structures for Joe Weber, Jamestown Twp. Motion by
Lester Jantzen, seconded by Dwight Nelson to approve payment. Roll Call: 4 Yes, 0 No, 3 Absent.
Motion carried.
SWRM Cost Sharing
Lynda reported a cancellation request for Joseph Uppena, Cassville Twp., on a grade stabilization
structure. Joseph was tentatively approved for $5,793.10, 2012 DATCP cost sharing and is requesting
to cancel the full amount. Motion by Lester Jantzen, seconded by Vince Loeffelholz. Motion carried.
Lynda presented final approval request for 2012 DATCP cost sharing of $965.32 on a grade stabilization
structure for Irvin Muller Sons, Paris Twp. Motion by Vince Loeffelholz, seconded by Lester Jantzen to
approve payment. Roll Call: 4 Yes, 0 No, 3 Absent. Motion carried.
Lynda presented final approval request for 2013 DATCP cost sharing of $6,984.67 on 2 grade
stabilization structures for David Brandt, Jamestown Twp. Motion by Lester Jantzen, seconded by
Dwight Nelson to approve payment. Roll Call: 4 Yes, 0 No, 3 Absent. Motion carried.
Lynda presented a cancellation request for Patrick Kroll, Wingville Twp. on his nutrient management
plan. Patrick was tentatively approved for 2013 DATCP cost sharing of $2,632.00 and is requesting to
cancel the full amount. Patrick does not want to be tied to the continuing compliance. Motion by Vince
Loeffelholz, seconded by Lester Jantzen to approve the cancellation request. Motion carried.
Lynda reported that she has sent out approximately 30 information letters to those landowners that were
spot checked for FPP that need a nutrient management plan and that this DATCP cost sharing is
available to them.
Animal Waste Storage Permit Approvals
Lynda reported that Steve Zimmerman, Lima Twp., applied for a permit to construct a concrete manure
storage facility for 62 head of Holstein dairy cows. Larry Austin designed the manure storage facility.
Lynda approved the permit on September 12, 2013. Motion by Lester Jantzen, seconded by Vince
Loeffelholz to concur with Lynda’s permit approval. Motion carried.
Budget Update and Approval
Lynda reported that one of her technicians will be retiring in 2014. The updated budget reflects this
change in regards to sick leave buyout and the contingency of hiring another technician to replace him.
With the changes that were made to the revised 2014 budget it will be an increase of 2%. The final
budget will be approved in November. Motion by Dwight Nelson, seconded by Vince Loeffelholz to
approved the changed 2014 budget. Motion carried.
Land & Water Conservation Report
Lynda reported that as of 9:00 a.m. today, October 1, 2013, the NRCS and FSA will be on Government
shutdown indefinitely.
Lynda mentioned that the Summer SAA Tour has been announced. We need to know by today as to
who will be attending. The tour will be held in Dane County on October 10th. The office staff will not
be attending the tour this year as they are hosting the Southwest WI Land Judging this year and will be
busy getting ready for it. Vince and Dwight are interested in attending.
Lynda reported that Kevin and herself helped host the Soil Sampling Seminar which is the first class of
the farmer written nutrient management plans. They had 9 people attend the soils training on September
18, 2013.
Lynda reported on the ATCP 50 update. They did make changes to the pasture requirements. If you
have cattle on the pasture you will need a NMP on the pasture unless the stocking rate is less than 1
animal unit per acre. Also, you will need a NMP if you mechanically apply nutrients to the pasture.
There will be a no till stipulation of 5 feet along all streams and rivers. They were also making changes
as to how the technicians could certify projects.
Lynda reported that she will be retaking the soil tester exam, and Dave Reuter will be taking the
POWTS test on October 15th.
FPP Report: Kevin Lange
Kevin presented 7 Voluntary Notices of Noncompliance for FPP: Robert Collins, Mt Ida Twp., Audrey
Karasek, Fennimore Twp., Fred Brechler and DuWayne Brechler Family, Fennimore Twp., Philip
Christiansen, Wingville Twp., Larry Leffler, Mt. Ida Twp., David Steinbach, Lima Twp., Harriet Deiter,
Ellenboro Twp. Motion by Dwight Nelson, seconded by Lester Jantzen to approve the 7 Voluntary
Notices of Noncompliance. Motion carried.
Kevin reported that he has completed the last CREP contracts that rolled over from the general CRP.
Still have 4 landowners to come in and sign their CREP papers. Kevin looked at 43 sites. He will be
starting to look at the new CREP applications.
The Southwest WI Land Judging will be on October 11, 2013.
Will be working on his assigned FPP status reviews
Working with Lynda on the Farmer Written Nutrient Management Plans.
