HomeMy WebLinkAboutUnApproved MINUTES_April 2_Joint PZS_LWCC_2013GRANT COUNTY LAND & WATER CONSERVATION COMMITTEE MEETING April 2, 2013 11:00 a.m. County Board Room Grant County Administration Building Lancaster, Wisconsin The Joint Meeting between the Land & Water Conservation Committee and the Zoning and Sanitation Committee meeting was called to order at 11:00 a.m. by Chairman, Lester Jantzen, of the Planning, Zoning/Sanitation Department. Certification of Compliance with Open Meeting Law: Linda Gebhard posted the agenda in 2 public places. Approval of Agenda: Motion by Dwight Nelson, seconded by Patrick Schroeder to approve the agenda as printed. Motion carried. Roll Call was taken by Janet Graney for the Planning and Zoning Department; Present were: Lester Jantzen, Dwight Nelson, Robert Keeney, Patrick Schroeder, Grant Loy, Dale Hood, and Roger Guthrie. Mark Stead, Chairman of the Land and Water Conservation Committee called the meeting to order. Roll Call was taken by Annette Lolwing; Lester Jantzen, Dwight Nelson, Dale Hood, Roger Guthrie, and Vince Loeffelholz were present. Myron Tranel, Absent. Others attending were: Lynda Schweikert, Kevin Lange, Terry Loeffelholz, Todd Johnson, Ted Bay, Jeff Anderson, Larry Wolf, John Beinborn, Louise Ketterer, Joyce Roling, and David Timmerman. Discussion and possible action on vacancy of Zoning and Sanitation Administrator and/or combining Land and Water Conservation Department and Zoning and Sanitation Department. Joyce Roling, and Lynda Schweikert, put together a power point to review what it may look like if the 2 departments would merge together. Joyce Roling handed out a historical analysis of Sauk County. Also, had an appendix attached with Sauk County analysis/information packet of a survey of 22 other counties; asking how the Planning and Zoning and Land Conservation Departments are structured, and are they a stand alone or combined departments? Lynda asked Terry of what credentials are needed from the state for his position. He said soil test and POWTS inspection. Lynda is requesting that the office remain co-located with the Federal Offices. Todd Johnson mentioned that this would not be any cost savings. The efficiency of the department is where you save the money. Todd would be willing to research the public services each department does on a day-to-day basis. Dale Hood stated that we have a large county with a large amount of agriculture land which is a larger work load of conservation than other counties. Lynda mentioned that she and Jeff Anderson will need to be in contact with the NRCS IT department to see if the Planning, Zoning/Sanitation computer programs would be able to be installed on the Federal computer system. There may need to be some internet wiring done to the building if we need to maintain a separate county system. Grant Loy mentioned about reducing the county board members by combining the Planning and Zoning/Sanitation and the LWCD committee members together and have 1 joint meeting. This would be a cost savings to the county. Lester Jantzen mentioned that the 2 departments could finish out the rest of the year with 2 committees. Larry Wolf and Grant Loy were questioning the cross training of the LWCD technicians and the Planning, and Zoning/Sanitation technicians. The technicians in both departments are not the same. Joyce Roling stated that there will be a start up cost for the transition of having the technicians receiving cross training. Vince Loeffelholz mentioned that the LWCD receives grant money from the DATCP to help offset the costs of staff and support of 1 full time employee, and for partial funding of a second employee. Lynda would not be able to claim any staff time that was not spent on coservation, which may decrease the grant funding by about $9,000 to the LWCD. Louise Ketterer asked about her part-time Office Assistant, of where she fits into the combining of the departments. She shares her time with the Planning and Zoning/Sanitation Department along with the Treasurer’s Department. Joyce Roling mentioned that they will address that situation at a later time. Motion by Roger Guthrie, seconded by Grant Loy to recommend that the Department Heads and the Committee Chairman develop a report regarding the joining of the 2 departments. Motion by Grant Loy, seconded by Dwight Nelson to adjourn the Planning, and Zoning meeting. Motion carried.
