The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on
October 7, 2014 at 9:00 a.m. by Mark Stead, the Conservation, Sanitation, and Zoning Committee Chairman
in the Grant County Conference Room 266, 111S Jefferson, Lancaster.
Board members present: Mark Stead, Lester Jantzen, Dale Hood, Dwight Nelson, Linda Ruchti, and Roger
Guthrie; Pat Schroeder was Excused. Others present: County Board Chairman Robert Keeney, Lynda
Schweikert, Annette Lolwing, Kevin Lange, Janet Graney, Lisa Zamzow, and Joe Schmelz-NRCS. Public
present: Greg Cerven, Gary Stelpflug, Marty Fleege, and Matt Deiter.
Certification of Open Meeting Law
Annette Lolwing sent the agenda to Karla Schwantes to post in the Administration Building and at the
Courthouse, also sent an agenda to Bob Middendorf, WGLR, and was posted in the front of the Ag Service
Center Building. Media notices were sent to Karla Schwantes, Herald Independent, Tri County Press,
Platteville Journal, and the Muscoda Progressive.
Approval of Agenda
Motion by Lester Jantzen, seconded by Dale Hood to approve the Agenda as printed. Motion carried.
Approval of the Minutes
Motion by Dwight Nelson, seconded by Lester Jantzen to approve the September 2, 2014 CSZC Minutes.
Motion carried.
Approval of the Bills

Public Hearing Rezone:
Chairman Stead opened the Public Hearing:
#495 – Phil Eckert in Millville Township rezoning 2.5 ac. from FLP to Residential R-3 for a single family
dwelling.
In Favor: Millville Township approve on July 14, 2014.

Mark Stead closed the public hearing.
Roger Guthrie made a motion to recommend approval to the full County Board, seconded by Lester Jantzen.

#496 – Joe & Vera Gingerich in Clifton Township rezoning 34 ac. from Light Industrial M-1 to Agricultural
A-1 for a single family dwelling.

#498 - Dupaco Community Credit Union in Potosi Township rezoning 4.5 ac. form Farmland Preservation to
Agricultural A-2 for a single family dwelling.
In Favor: Potosi Twn. approved September 8, 2014. Gary Stelpflug was present as the new buyer and spoke
in favor of the rezone.

Mark Stead closed the public hearing.

Public Hearing Conditional Use Permits:
CUP#14-13: Marty & Susan Fleege requesting a conditional use permit to sell 1.45 ac. with the house in the Farmland
Preservation district in Jamestown Township.
In favor: Jamestown Twn. approved September 9, 2014.
In Opposition: none
In Favor: none
Dale Hood made a motion to approve the Conditional Use Permit seconded by Dwight Nelson. Motion carried.
Sanitary Permit Summary
Lester Jantzen made a motion to accept the Sanitary Permit Summary, seconded by Linda Ruchti. Motion
carried.
Wisconsin Fund Report
Dwight Nelson made a motion to accept the Wisconsin Fund Report, seconded by Roger Guthrie. Motion
carried.
Citation Report
Lynda handed out a summary of the citations. 41 Citations were issued; 15 were dismissed due to becoming
into compliance, 23 were fined and a new citation will be issued, and 3 were extended due to efforts to
achieve compliance. Lester Jantzen made a motion to accept the Citation Report, seconded by Dwight
Nelson. Motion carried.
2015 Budget for Wildlife Damage Abatement Claims Program & Deer Donation Program: Greg
Cerven
Greg Cerven handed out the 2015 WDACP proposed budget. There is an increase of $302.00 in the County
Administration for a total of $1,702.00 and Greg’s salary will increase $500.00 to $12,000. The total budget
for 2015 is $23,802.00, an increase of $802.00 from 2014. Everything we expend, we are reimbursed by
DNR. Motion by Dale Hood, seconded by Lester Jantzen to approve the 2015 Grant County WDACP
Budget. Motion carried.
County Cost Sharing Requests
Lynda presented a county cost sharing cancellation request for Bode Brothers, Paris Twp., for a grade
stabilization structure, $550.00. Motion by Lester Jantzen, seconded by Dwight Nelson to approve Bode’s
cancellation request. Motion carried.
Lynda presented final approval request for county cost sharing of $500.00 on a well decommissioning for
Brian Roesch, Platteville Twp. Motion by Dale Hood, seconded by Dwight Nelson to approve payment.
Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried.
Lynda presented final approval request for county cost sharing of $3,500.00 on a waste facility closure for
Todd Wiest, Cassville Twp. Motion by Roger Guthrie, seconded by Lester Jantzen to approve payment.

Lynda presented final approval request for county cost sharing of $2,626.16 on a waste facility closure for
Tom Bennett, Little Grant Twp. Motion by Roger Guthrie, seconded by Dale Hood to approve payment.

Lynda presented tentative approval request for county cost sharing on 3 well decommissionings for Joe Ihm,
North Lancaster Twp., $325.00; Barbara Mezera, Mt. Ida Twp., $500.00; and Dustin Kopp, South Lancaster
Twp., $133.25. Motion by Dwight Nelson, seconded by Lester Jantzen to approve all 3 requests. Motion
carried.
SWRM Cost Sharing Requests
Lynda presented final approval request for 2013 DATCP cost sharing of $6,138.32 for a grade stabilization
structure for Bode Brothers, Paris Twp. Motion by Lester Jantzen, seconded by Linda Ruchti to approve
payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried.
Lynda presented tentative approval request for 2014 DATCP cost sharing on a grade stabilization structure
for Mark Hudson, North Potosi Twp., $7,000.00. Motion by Lester Jantzen, seconded by Dale Hood to
approve Mark’s request. Motion carried.
Lynda presented tentative approval request for 2014 DATCP cost sharing on a grade stabilization structure
for Steve Adrian, West Bloomington Twp., $7,500.00. Motion by Dwight Nelson, seconded by Roger
Guthrie to approve Steve’s request. Motion carried.
Lynda presented tentative approval request for 2014 DATCP cost sharing on rip rap for Doug Schauff,
Waterloo Twp., $2,987.00. Motion by Lester Jantzen, seconded by Roger Guthrie to approve Doug’s
request. Motion carried.
Lynda presented tentative approval request for 2014 DATCP cost sharing on rip rap for Ken Kunkel,
Jamestown Twp., $600.00. Motion by Lester Jantzen, seconded by Dale Hood to approve Ken’s request.
Motion carried.
Lynda presented tentative approval request for 2014 DATCP cost sharing on a crossing for Julie Mumm,
East Glen Haven Twp., $3,500.00. Motion by Roger Guthrie, seconded by Lester Jantzen to approve Julie’s
request. Motion carried.
Lynda presented tentative approval request for 2014 DATCP cost sharing on a crossing for Winch’s Pine
Grove, Fennimore Twp., $2,912.00. Motion by Dwight Nelson, seconded by Linda Ruchti to approve Peter
Winch’s request. Motion carried.
Animal Waste Storage Permit Approval
Lynda reported that Misty Morning Dairy, Randy Mouw, owner, has received both design approvals; one
from NRCS on September 15th and the other from DNR on September 19th. Because of the timing of the
construction, Lynda approved the construction permit on September 22. Motion by Roger Guthrie, seconded
by Lester Jantzen to concur with Lynda’s approval. Motion carried.
Lynda reported that Elvin Snyder, North Lancaster, has paid his $200.00 permit fee to construct an earthen
storage facility for dairy. Storage facility was designed by Ralph Hemling. Motion by Dale Hood, seconded
by Lester Jantzen to approve Elvin’s permit. Motion carried.
Lynda reported that 6 Springs Farms LLC, Muscoda Twp., has a concrete manure storage facility that he
applied for a permit to abandon. Landowner had paid his $50.00 permit fee for the closure of a manure
storage facility. Lynda approved the closure permit on September 29th. Motion by Lester Jantzen, seconded
by Roger Guthrie to concur with Lynda’s approval. Motion carried.
2015 Amended Budget Approval
Lynda reported that in September, the budget was approved by the committee. Lynda then sent the budget
on to Nancy Scott for her to review. Nancy recommended decreasing the Sanitary Permit revenue, due to the
fact that the revenue has been decreasing. The budget was set at $44,300, and had reduced it down to
$36,000. Lynda reduced the county cost sharing back to $20,000 to offset this decrease. Motion by Dwight
Nelson, seconded by Roger Guthrie to approve the amended budget with those 2 changes. Motion carried.
Approval to Purchase New Vehicle
Lynda handed out a listing of vehicle quotes from the Dealerships that have submitted bids for a full size
truck and for a compact SUV. Motion by Roger Guthrie, seconded by Lester Jantzen to approve Lynda to
purchase a 2015 Jeep Patriot 4WD from Les Mack for $19,721.00, price does not include license, title, and
document fees. Motion carried.
SWRM Staff and Support Reimbursement
Lynda reported that from January 1, 2014 through June 30, 2014 the department expended $140,464.09 in
staff and support for SWRM projects. Other costs incurred were $2,750.00 for Staff and LCC Training; and
$5,095.00 for Office Supplies, Maps, Plats, Printing, Postage, Educational Materials, Newsletters, and
Economic Hardship Costs. A total of $7,845.00 for all the additional costs. Total reimbursement request for
January 1 to June 30, 2014 is $148,309.09. The amount of grant money that DATCP had approved was
$104,378.00. So Lynda has requested the full grant of $104,378.00. Motion by Lester Jantzen, seconded by
Dwight Nelson to approve the reimbursement. Motion carried.
CSZD Administrator Report
Lynda gave an update on the Non-metallic mining that was discussed at the September meeting. She had
spoken with SWWRP and they stated that they will be on November’s agenda.
Lynda gave a Board of Adjustments report: Had 3 requests for variances.
Eric Van Natta, Ellenboro Twp., Side Lot Set Back Variance – Postponed another month. Having issues
with the bank loan.
Willie Driscoll, Liberty Twp., Highway Set Back Variance – Approved
Truss Property, Adjacent Sign Set Back Variance – Approved
Lynda reported that she has had 2 requests for letters’ of support. There is a grant process going through
NRCS - it is a Regional Conservation Partnership Program. DATCP has submitted a regional conservation
grant for the Upper Mississippi River Basin. The part in Wisconsin would include the Grant, Platte,
Sugar/Pecatonica watershed basins. Lynda sent a letter in support of in-kind match of $41,942.
The next letter of support is for Trout Unlimited, asking for $10,000 in-kind technical assistance.
The Southern Area Association has their fall meeting scheduled for October 22, 2014 at 9:30 a.m. at the
Fitchburg Public Library. Need to let Lynda know who plans to attend.
FPP Report: Kevin Lange
Kevin reported that he has 1 Notice of Voluntary Notice of NonCompliance for FPP for James and Janelle
Murray, South Lancaster Twp. Kevin also had a Notice of NonCompliance for Delbert Brehm, Harrison and
North Potosi, as a result that a landowner failed to permit a reasonable inspection. Motion by Dwight
Nelson, seconded by Lester Jantzen to approve the 2 Notices of NonCompliance. Motion carried.
Kevin mentioned that this is the earliest that we have ever finished the yearly spot checks.
Lynda mentioned that they are at the end of the 1st round of spot checks that were started in 2008. We had
until 2015 to have everyone in compliance. Our spot checks are now 100% complete. Those that were spot
checked this year will have 1 year to become in compliance.
Kevin reported that he has finished with the CREP re-enrollments. He and Annette are waiting for a couple
of correct signatures on one contract. He has checked out a couple of new CREP sites in the past week.
Kevin has also been going out in the field with Jeff and Dave to a couple of septic installations and zoning
questions.
Kevin reported that he and Eric will be going to Green County on October 14th to prejudge the soil pits for
the High School Land Judging contest. On October 16th will be the judging of the actual contest. There will
be 3 or 4 from our office going to Green County to help with the contest.
NRCS Report: Joe Schmelz
Joe Schmelz introduced his new NRCS staff member, Lisa Zamzow, the Soil Conservationist. Lisa is from
the Portage area. Lisa started with the NRCS in 2008 as a part-time OAC.
Joe reported that we are now in Fiscal Year 2015. The 2015 EQIP open sign up period closed on October
3rd. Had a strong sign up, about 55 applications. This year was the first year of the tri-county workgroup;
the new ranking process was done within the 3 counties. The plan for the next 12 months is to get everyone
that is going to be accepted for funding to start construction in the spring.
