HomeMy WebLinkAboutApproved 9-02-2014 CSZC MinutesGRANT COUNTY CONSERVATION, SANITATION, & ZONING COMMITTEE MEETING September 2, 2014 9:00 a.m. Grant County Ag Services Center Conference Room Lancaster, Wisconsin The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on September 2, 2014 at 9:00 a.m. by Mark Stead, the Conservation, Sanitation, and Zoning Committee Chairman in the Grant County Ag Services Center Conference Room, 150 W. Alona Lane, Lancaster. Board members present: Mark Stead, Lester Jantzen, Dale Hood, Dwight Nelson, Myron Tranel, Roger Guthrie, and Pat Schroeder. Others present: County Board Chairman Robert Keeney, Todd Johnson-UW Extension, Lynda Schweikert, Annette Lolwing, Kevin Lange, and Joe Schmelz-NRCS. Public present: Ben Schroeder, Mary Penn-SWWRPC, Troy Maggied-SWWRPC, Mike Yager, and Bruce Vesperman. Certification of Open Meeting Law Annette Lolwing sent the agenda to Karla Schwantes to post in the Administration Building and at the Courthouse, also sent an agenda to Bob Middendorf, WGLR, and was posted in the front of the Ag Service Center Building. Media notices were sent to Karla Schwantes, Herald Independent, Tri County Press, Platteville Journal, and the Muscoda Progressive. Approval of Agenda Motion by Dwight Nelson, seconded by Roger Guthrie to approve the Agenda with the addition of adding Discussion on the Ashton Quarry Reclamation Plan. Motion carried. Approval of the Minutes Motion by Pat Schroeder, seconded by Myron Tranel to approve the August 5, 2014 CSZC Minutes. Motion carried. Approval of the Bills Motion by Roger Guthrie, seconded by Dwight Nelson to approve the bills. Motion carried. Public Hearing Rezone: Chairman Stead opened the Public Hearing: #494 – Josh Fortney in Jamestown Township rezoning 4.0 ac. from FLP to A-2 for a single family dwelling. In Favor: Jamestown Township approved it on August 5, 2014. In Opposition: None In Interest: None Mark Stead closed the public hearing. Pat Schroeder made a motion to recommend approval to the County Board with the contingent upon the driveway approved by township, seconded by Dale Hood. Motion carried. Discussion on Ashton Quarry Reclamation Plan Bard has acquired a lease for this 40.0 acre quarry in South Lancaster on Airport Road. Their reclamation plan specifies that they will stockpile the topsoil on site. Mike Yager asked the question: who keeps track of the reclamation plan? Ben Schroeder, employee of Bard, was in attendance to answer any questions regarding the quarry. Mary Penn, SWWRPC, and the Grant County CSZD monitors the reclamation plan. Once the quarry has been determined to be abandoned the County has 1 year to reclaim the quarry. Non-Metallic Mining Mary Penn and Troy Maggied spoke of the proposed changes to the Ordinance: 1. Taking the fees out of the ordinance and creating a fee schedule maintained by the Department. 2. Changing the wording to $5.99 to $10.99. 3. Idle facilities - inactive vs. active – the administration is still the same. Use the same fee for both. Pat Schroeder in favor of making the changes. Mary Penn and Troy Maggied also spoke of the proposed changes to the Financial Assurance: Financial Assurance is a bond that a quarry must carry in case their operation defaults or goes bankrupt and is then left up to the County to follow through with the reclamation plan. They will be working on a 2014 Financial Assurance Bond that would be fair to the County and to the Quarry Operator. Will be checking on the prices of using the construction price index costs, and what it would cost if the Grant County Highway Department would charge to do a reclamation plan. Mary and Troy will work on it further and come back with a report to the October 7th CSZC meeting. Sanitary Permit Summary Dwight Nelson made a motion to accept the Sanitary Permit summary, seconded by Lester Jantzen. Motion carried. Wisconsin Fund Report Pat Schroeder made a motion to accept the Wisconsin Fund Report, seconded by Myron Tranel. Motion carried. Citation Report Lynda reported that there were 42 citations issued. The first 12 citations went to court on August 25, 2014. 4 were dismissed as they had become in compliance. 8 were fined at Monday’s hearing and will be issued a $200.50 citation in the mail. If the septic is not brought into compliance they will be issued another citation for $263.00. They will continue to increase the fines until compliance is achieved. Animal Waste Storage Permit Approval Lynda reported that Misty Morning Dairy, Randy Mouw, Fennimore Twp., is constructing a manure storage facility. He has paid his $200.00 permit fee. Motion by Pat Schroeder, seconded by Myron Tranel to not approve his permit until DNR and NRCS’s approval. Motion carried. Lynda reported that Tom Bennett, Little Grant Twp. has applied for a manure storage closure permit on August 3, 2014 on a concrete hog facility. Permit fee of $50.00 was paid on August 4, 2014. Lynda also approved the permit on August 4, 2014. Motion by Roger Guthrie, seconded by Dale Hood to concur with Lynda’s approval. Motion carried. Lynda reported that Elvin Snyder, North Lancaster Twp. has applied for a manure storage closure permit. He has paid his permit fee of $50.00. Motion by Pat Schroeder, seconded by Dwight Nelson to approve the permit. Motion carried. County Cost Sharing Requests Lynda presented 2 county cost sharing extension requests to December 1, 2014 for Dave Vosberg, Jamestown Twp., for a waste storage closure, $3,500.00; and Todd Fischer, Marion Twp., to construct a manure storage facility, $3,500.00. Motion by Dale Hood, seconded by Lester Jantzen to approve both extensions to December 1, 2014. Motion carried. Lynda reported that she has 2 county cost sharing cancellations: David Brandt, Jamestown Twp., for a grade stabilization structure, $900.00; and Neises Rental LLC, Patch Grove Twp., to construct rip rap, $644.00. Both cancellations were due to the fact that they received more than 75% EQIP cost sharing. Motion by Lester Jantzen, seconded by Dwight Nelson to approve both cancellations. Motion carried. Lynda presented final approval request for county cost sharing of $297.25 on a well decommissioning for N&R Management LLC, C/O Roger Krantz, North Lancaster Twp. Motion by Dwight Nelson, seconded by Pat Schroeder to approve payment. Roll Call: 7 Yes, 0 No, 0 Excused. Motion carried. Lynda presented final approval request for county cost sharing of $68.75 on a well decommissioning for John Bomkamp, Muscoda Twp. Motion by Pat Schroeder, seconded by Myron Tranel to approve payment. Roll Call: 7 Yes, 0 No, 0 Excused. Motion carried. Lynda presented final approval request for county cost sharing of $371.49 on a well decommissioning for Ray Bruner, Hickory Grove Twp. Motion by Dwight Nelson, seconded by Roger Guthrie to approve payment. Roll Call: 7 Yes, 0 No, 0 Excused. Motion carried. Lynda presented tentative approval request for county cost sharing on a well decommissioning for Steve Adrian, West Bloomington Twp., $500.00. Motion by Dwight Nelson, seconded by Pat Schroeder to approve Steve’s request. Motion carried. SWRM Cost Sharing Requests Lynda presented final approval request for DATCP cost sharing of $3,502.55 on a rip rap site for Burr Oak Farms, C/O Ivan Bendorf, Liberty Twp. Motion by Pat Schroeder, seconded by Roger Guthrie to approve payment. Roll Call: 7 Yes, 0 No, 0 Excused. Motion carried. Lynda presented 3 tentative approval requests for DATCP cost sharing on a grade stabilization structure for Bruce Wagner, Paris Twp., $4,250.00; a rip rap project for Allen Biggs, Patch Grove Twp., $7,500.00; and Terry Peterson, South Lancaster Twp., $4,706.89. Motion by Dale Hood, seconded by Dwight Nelson to approve all 3 cost sharing requests. Motion carried. GCS Updates and Maintenance Approval Lynda presented the 2015 GCS maintenance fee for the IT Budget. The cost is $3,490.00. Motion by Lester Jantzen, seconded by Dwight Nelson to approve the request. Motion carried. Budget Approval Lynda passed out a listing of all the accounts in the budget. She went through each account individually stating if the account stayed the same, increased, or decreased. Lynda came up with a decrease of .03% from 2013. Motion by Myron Tranel, seconded by Lester Jantzen to approve the budget as presented. Motion carried. CSZD Administrator Report Lynda had sent out information for a bid on a new truck, it has since been brought up to possibly expand the bids to include an SUV to compare mileage and prices. The deadline to submit bids for the Truck and SUV is September 26th. Lynda introduced Erik Heagle as our new technician. He attended school at Fox Valley Technical College in Appleton. Has worked in Calumet County and Outagamie County. Lynda stated that since the merge, there are several changes taking place in the zoning and sanitation. If landowners are asking questions about the ordinance and/or sanitation direct them to her. Do not make decisions on your own. FPP Report: Kevin Lange Kevin reported that he completed a certificate of compliance for Dennis Zlabeck, South Potosi Twp. Kevin reported that he is down to the last couple of Continuous CRP contracts rolling over into CREP. He is starting to work on a few new CREP contracts. Kevin reported that he, Dave Reuter and Jeff Krueger attended a wetland training in DeForest. They walked into a swarm of bees and all got stung. Lynda and Kevin attended a Nutrient Management meeting in Richland Center. NRCS Report: Joe Schmelz Joe Schmelz reported that the new NRCS employee, Lisa, will have start on September 22nd. Joe reported that NRCS has been busy with CRP: General Sign up, HELI, and Continuous CRP. Joe reported that the EQIP sign up ends October 3rd. There are Priority pools this sign up: Those practices that are designed, and permitted and ready for construction are a HIGH priority. There is no EQIP cookbook out yet. Joe reported that September is the last month of the fiscal year, and the end of the 1st year of the new Farm Bill. The first year of a new Farm Bill is always a challenge. FSA Report: Jared Reuter Jared is on Administrative Leave. Motion by Dale Hood, seconded by Lester Jantzen to adjourn until October 7, 2014 at 9:00 a.m. Motion carried.
