HomeMy WebLinkAboutApproved 11-01-2016 CSZC MinutesGRANT COUNTY CONSERVATION, SANITATION, & ZONING COMMITTEE MEETING November 01, 2016 9:00 a.m. Grant County Board Room (#264) Lancaster, Wisconsin The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on November 01, 2016 at 9:00 a.m. by Dwight Nelson, the Conservation, Sanitation, and Zoning Committee Chairman, in the Grant County Board Room #264, 111 S. Jefferson St., Lancaster. Board members present: Dwight Nelson, Mark Stead, Lester Jantzen, Roger Guthrie, Grant Loy, and Dale Hood. Gary Northouse was Excused. Others present: Lynda Schweikert, Annette Lolwing, Kevin Lange, Joe Schmelz, Erik Heagle, Bob Keeney, and Dennis Biddick. Tom Weigel and Keith Schaefer arrived after the rezones were presented. Certification of Open Meeting Law Annette Lolwing sent the agenda to Karla Schwantes and Linda Gebhard to post in the Administration Building and at the Courthouse, also sent an agenda to Bob Middendorf, WGLR, and was posted in the front of the Ag Service Center Building. Media notices were sent to Karla Schwantes, Linda Gebhard, Herald Independent, Tri County Press, Platteville Journal, and the Muscoda Progressive. Approval of Agenda Motion by Mark Stead, seconded by Dale Hood to approve the Agenda as written. Motion carried. Approval of the Minutes Motion by Roger Guthrie, seconded by Grant Loy to approve the October 4, 2016 Minutes. Motion carried. Approval of the Bills Motion by Roger Guthrie, seconded by Lester Jantzen to approve the bills. Motion carried. Public Hearing for Rezones Chairman Nelson opened the Public Hearing: #16-35 Denise Vacha and Scott McCabe are requesting to change the zoning classification on PIN: 012- 00473-0000 of +/- 1 ac. from FP to A2 to allow the use of a non-farm residence. In Favor: Clifton Twp. approved on October 12, 2016. In Opposition: None In Interest: None Dwight Nelson closed the Public Hearing: Motion by Grant Loy that the items are concurrent with all the conditions on the Farmland Preservation Worksheet and to recommend approval of the rezone to the full County Board, seconded by Mark Stead. Motion carried. (See Attachment A Worksheet) #16-36 Jacob Frazer has not been heard before the Watterstown Town Board. Requesting postponement until the December 6th CSZC meeting. #16-37 Keith Schaefer is requesting to change the zoning classification on PIN: 050-00550-0040 from FP to A2 of +/- 4.770 ac. to allow for a non-farm residence. In Favor: Platteville Twp. approved on October 27, 2016. In Opposition: None In Interest: None Dwight Nelson closed the Public Hearing. Motion by Dale Hood that the items are concurrent with all the conditions on the Farmland Preservation Worksheet and to recommend approval of the rezone to the full County Board, seconded by Lester Jantzen. Motion carried. (See Attachment B Worksheet) Stating this is consistent with their Comprehensive Plan. Chairman Nelson opened the Public Hearing. #16-38 David Bryhan is requesting to change the zoning classification on PIN: 052-00046-0000 from M1 to A2 of +/- 5.55 ac. to allow for the existing use of a non-farm residence - to build a garage. In Favor: Potosi Twp. approved on October 10, 2016. In Opposition: None In Interest: None Dwight Nelson closed the Public Hearing. Motion by Lester Jantzen to recommend approval of the rezone to the full County Board, seconded by Dale Hood. Motion carried. Public Hearing for Conditional Use Permits Chairman Nelson opened the Public Hearing: #CUP 16-012 City of Fennimore – Waste Treatment Plant is requesting a Conditional Use Permit on PIN: 016-00700-0000, of +/- 7.37 ac. to allow the use of a Waste Treatment Plant for the City of Fennimore per Section #3.045 (d) (6) of the Grant County Comprehensive Zoning Ordinance. This is zoned as Farmland Preservation, however it needs to go one step further to a conditional use for governmental use in Farmland Preservation. This would allow the City to upgrade their existing Waste Water Treatment Plant; to replace failing equipment and to ensure a positive environmental impact in the future. The DNR is also requesting them to reduce phosphorus emissions. In Favor: Fennimore Twp. approved on October 13, 2016. In Opposition: None In Interest: None Dwight Nelson closed the Public Hearing: Motion by Mark Stead, seconded by Grant Loy to approve the Conditional Use Permit to upgrade the existing Waste Water Treatment Plant. Motion carried. (See Attachment C Worksheet) Zoning Technician Retirement/Rehire Approval Lynda reported that Jeff Krueger retired October 31, 2016. Lynda stated the Sanitation Technician has a large workload and her recommendation is to hire a separate Zoning Technician. Motion by Roger Guthrie, seconded by Lester Jantzen to approve Lynda’s recommendation of hiring a Zoning Technician. Motion carried. Zoning and Sanitation Report Lynda reported that last month it was discussed of redoing the Zoning Ordinance. Have had some issues with set-backs, and business signs. Lynda is planning on having a county wide meeting, especially with the zoned Townships, then eventually bring in the unzoned Townships. Hoping to start the meeting process with the Townships in December, and hoping the new Zoning Technician will be hired by then. The Sanitation report showed the maintenance fee numbers in 2015 was 1,981, and 2,400 in 2016. Annette Lolwing reported that there were 17 eligible applicants for the WI Funds, requesting $62,432.00. Received notice that we are receiving $33,989.57. Motion by Dale Hood, seconded by Lester Jantzen to accept the Zoning/Sanitation Report. Motion carried. County Cost Sharing Lynda presented final approval request for county cost sharing on a well decommissioning for Jim Walsh, Jamestown Twp., $500.00. Motion by Mark Stead, seconded by Dale Hood to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Lynda presented final approval request for county cost sharing on a well decommissioning for Rhonda Cooley, East Beetown Twp., $357.37. Motion by Mark Stead, seconded by Grant Loy to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Lynda presented final approval request for county cost sharing on a waste facility closure for Roger and Janis Oyen, East Beetown Twp., $2,026.64. Motion by Roger Guthrie, seconded by Grant Loy to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Lynda presented 5 final approval requests for county cost sharing on 1st year rye cover crop for Rick Clark Mt. Hope Twp., $357.75., 1st year rye cover crop for Twin Springs Family Farm LLC, Little Grant Twp., $252.53., 3rd year rye cover crop for Tim Walz, Bloomington Twp., $486.25., 1st year rye cover crop for Jon Ragatz, East Beetown Twp., $583.00., and 2nd year rye cover crop for Dan Hershberger, Fennimore Twp., $345.00. Motion by Dale Hood, seconded by Mark Stead to approve all 5 payments. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Cost Sharing 2015 DATCP Cost Sharing Lynda presented final approval request for 2015 DATCP cost sharing on a streambank protection project for John Kohout III, Castle Rock Twp., $4,811.88. Motion by Lester Jantzen, seconded by Roger Guthrie to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Lynda presented final approval request for 2015 DATCP cost sharing on a grade stabilization structure for Mark Hudson, Ellenboro Twp., $5,445.87. Motion by Mark Stead, seconded by Dale Hood to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Lynda presented final approval request for 2015 DATCP cost sharing on a streambank protection project for Tom and Sandy DeMuth, Hazel Green Twp., $2,491.97. Motion by Mark Stead, seconded by Lester Jantzen to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. 2016 DATCP Cost Sharing Lynda presented final approval request for 2016 DATCP cost sharing on a streambank protection project for Larry and Donna Haines, Ellenboro Twp., $7,000.00. Motion by Lester Jantzen, seconded by Dale Hood to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Storage Permit Approval None to Report. NMFE Extension Approval Lynda is asking for approval to extend the $8,000 for NMFE (Nutrient Management Farmer Education) classes to 2017. Motion by Mark Stead, seconded by Roger Guthrie to approve the extension. Motion carried. NACD Dues Approval Lynda reported for the budget year 2016 we budgeted for $775 for NACD dues. Previously we ordered the stewardship materials (church litanies, and activity books for schools) from NACD. They discontinued that service. They provided digital copies for us to utilize, however we had to have the materials printed locally. In 2015 we spent $448.00 in publications, and in 2016 we spent $557.81, a difference of $109.81. Since we expended more for 2016 on printing cost it was proposed to reduce the NACD annual dues by the $109.81 to $665.19. Motion by Mark Stead, seconded by Grant Loy to pay the $665.19 as presented. Motion carried. Animal Waste Storage & Nutrient Utilization Ordinance Amendment Lynda asked Erik Heagle, our Soil Conservation Technician, to speak about the loop hole in the Animal Waste Storage Ordinance. Not changing the size, just the verbage clarification in the storage ordinance. It is to prevent multiple small storage facilities equaling the 7000 cuft on one operation. The ordinance will now read: This Ordinance applies to all facilities on one operation that stores a cumulative amount of animal waste volume 7000 cubic feet or more. (Approx. 24’ x 24’ x12’). Will need to apply for a permit for a cumulative amount of 7000 cuft. Motion by Lester Jantzen, seconded by Dale Hood to approve the changes in the ordinance. Motion carried. SAA Tour Planning Lynda reported that last month we tentatively looked at a route. Lynda contacted Rural Route 1 Popcorn, they stated that their processing plant is too small for large tours. Suggested to go to Biddick’s as they grow their popcorn and is willing to give tour of Ag portion of the operation. Have set the SAA tour for August 30, 2017. CSZD Administrator Report Lynda reported that the SAA Fall meeting was held on October 25th at the Fitchburg Library. Those that attended were: Lynda, Annette, Kevin, Dale, and Dwight. Had much discussion of what information needs to go to DATCP for their Annual Report. Discussed the DATCP underspending of cost sharing funds. Lynda reported that there is a BOA meeting scheduled for November 17, 2016 for the City of Fennimore, Waste Treatment Plant. They are expanding on a small parcel, they are asking for a variance from the highway setback to install a new facility, as well as the shoreland zoning, called a special exemption permit, which they are in the shoreland boundary. The driveway on the south end is within the 75 feet, but are asking for a special exemption to repair what is currently within the shoreland boundary. Lean Update Lynda reported that they will be working on the citation process. She will be having a facilitators meeting on November 2nd for streamlining the citation process. FPP Report: Kevin Lange  Kevin reported that they held the Land Judging Contest on October 13th at the Jeff and Sue Funk’s farm in Liberty Township. He announced the appreciation of the CSZD & NRCS staff, and the area soil scientist, Jeff Deniger, that came down. It was well attended by the workers in our county and went very smooth. Also acknowledged Dickeyville Feed for donating a bag of pasture mix for seeding down the disturbed areas. There were 10 schools, with just shy of 200 students that participated. It was very well attended.  Working on FPP spot checks.  Have some contour strips to install. NRCS Report: Joe Schmelz  Since the first of October he approved payment on 17 different projects. Between the end of October until the first part of November there have been many management and structural projects being installed. Approximately 9 projects still need to be installed yet this fall.  Screening deadline for 2017 funds is December 2nd. Ranking deadline will be January 13, 2017. Will hopefully know in February of the ranking so they can start contracting in March for the 2017 projects.  No official announcement when the CSP application period will be. Will be very different from the last 4-5 years. NRCS has 5 renewal contracts that will start January 1, 2017.  CRP has been quiet since the first part of October. FSA still has many applications in their office. National Office is giving them 2 different options: 1. Try to get them accepted and get them seeded this spring. These applications will be sent to Washington to batch them to see who gets funded. 2. Or they can wait and say when they want their contract to start: October 1st, November 1st. etc. National Office waived the 6 month sign up period. Rental rates may be adjusted at some point this next year.  Had an agreement with the US Fish and Wildlife to supply an additional mix (Monarch Mix Seeding) to their original mix. There were 21/22 landowners that incorporated the Monarch Mix to their original seed mix. It exhausted the US Fish and Wildlife’s budget for the seed. They are in search of more money to be able to fund all the requests for the additional seed mix.  NRCS hired a new Farm Bill Biologist, Erin Holmes left the agency. NRCS has a cooperators agreement with Pheasants Forever to hire a new Farm Bill Biologist; he is from Colorado and will be stationed in Dodgeville.  The Trout Unlimited Tour was held October 8th. There were many local staff that attended along with 40 to 50 peers observing your projects. Northeast Iowa had about a dozen people attend the tour. They typically don’t do stream and rip rap projects like we do, but are getting more interested in our projects. FSA Report: Tammy Eibey Tammy turned in a report for Dwight to present to the committee. Lynda mentioned that 2 of the FSA ladies retired: Colleen Landon and Virginia Peake. See Attached Report. RC&D/WLWCA/LWCB Report: Dale Hood Dale reported on the quarterly WLWCA meeting, they are redoing the strategic plan Biennial Budget - hoping for status Quo. They are going to be redoing Bills 151, 150, ATCP 50. Hoping to expand the Nitrate Management Project, as approximately 200 municipal wells are approaching high levels of nitrates. The County Conservationist meeting will be held on December 1st and 2nd. The WLWCA Conference will be held on March 15 – 17, 2017. In 2016 they had 8-9 new schools participate in the Envirothon. There were 32 schools that participated in 2016. Dale reported that Wendy Warren, RC&D, handed out an Annual Report mentioning the many things that they have helped out with over this past year.  Technical assistance for 4 grazing operations totaling 418 ac.  Offered assistance for 1 mentor and 5 beginning livestock farmers.  On August 9th, they offered a workshop for frost seeding of clover.  On January 26th, they offered a grazing workshop.  On February 29th, they offered a grass fed beef workshop.  On June 3rd, they offered a beginning livestock and grazing workshop for woman.  Worked with the City of Lancaster with Emerald Ashbore Management.  Worked with Landowners on Oak Tree Management with Oak Blight mainly on White Oak.  Worked with DNR with the Aquatic Invasive Species at boat landings.  Working on a program for Veterans and Beginning Farmers. Poster Contest: Annette Lolwing Annette reported that the theme for the poster contest is “Healthy Soils Full of Life”. The deadline for the posters to be turned in to the office is December 16th. The Local Judging will be done at the January CSZC meeting. Platteville High School has requested information regarding the poster contest. This is a new school that will be sending in some posters this year. Motion by Lester Jantzen, seconded by Mark Stead to adjourn until December 6, 2016 at 9:00 a.m. Motion carried.
