HomeMy WebLinkAboutCSZC Approved 04-05-2016 MinutesGRANT COUNTY CONSERVATION, SANITATION, & ZONING COMMITTEE MEETING April 5, 2016 9:00 a.m. Grant County Conference Room (#266) Lancaster, Wisconsin The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on April 5, 2016 at 9:00 a.m. by Mark Stead, the Conservation, Sanitation, and Zoning Committee Chairman in the Grant County Conference Room #266, 111 S. Jefferson St., Lancaster. Board members present: Mark Stead, Lester Jantzen, Dwight Nelson, Gary Northouse, Roger Guthrie, and Pat Schroeder. Dale Hood was excused. Others present: Lynda Schweikert, Annette Lolwing, Kevin Lange, Josh Bushee, Bob Keeney, Lilian VanNatta, Tom Majerus, Tammy Schaefer, Terry Millin, Sandra Wilkinson, Judith and Maynard Behnke. Certification of Open Meeting Law Annette Lolwing sent the agenda to Karla Schwantes and Linda Gebhard to post in the Administration Building and at the Courthouse, also sent an agenda to Bob Middendorf, WGLR, and was posted in the front of the Ag Service Center Building. Media notices were sent to Karla Schwantes, Linda Gebhard, Herald Independent, Tri County Press, Platteville Journal, and the Muscoda Progressive. Approval of Agenda Motion by Pat Schroeder, seconded by Dwight Nelson to approve the Agenda as written. Motion carried. Approval of the Minutes Motion by Dwight Nelson, seconded by Gary Northouse to approve the March 1, 2016 Minutes. Motion carried. Approval of the Bills Motion by Roger Guthrie, seconded by Lester Jantzen to approve the bills. Motion carried. Public Comment – None Public Hearing for Comprehensive Plan Change Chairman Stead opened the Public Hearing: #16-08 Terry Millin and Tammy Schaefer are requesting a Comprehensive Plan Change for .3 ac. of PIN: 052-01200-0000 FP to R2 Zoning to allow a non-farm residence. In Favor: Terry Millin, Tammy Schaefer and Potosi Twp. approved on March 7, 2016. In Opposition: None In Interest: None Mark Stead closed the Public Hearing Motion by Lester Jantzen, to recommend approval to the County Board, seconded by Roger Guthrie. Motion carried. Public Hearing for Rezones Chairman Stead opened the Public Hearing: #16-08 Terry Millin and Tammy Schaefer are requesting to change the zoning classification on PIN: 0052-01200-0000 from FP to R2 of .3 ac. to allow a non-farm residence. In Favor: Terry Millin, Tammy Schaefer, Sandra Wilkinson and Potosi Twp. approved on March 7, 2016. In Opposition: None In Interest: None Mark Stead closed the Public Hearing. Motion by Lester Jantzen that the items are concurrent with all the conditions on the Farmland Preservation worksheet and to recommend approval of the rezone to the full County Board, seconded by Dwight Nelson. Motion carried. (See Attachment A Worksheet) Chairman Stead opened the Public Hearing: #16-09 Lillian C. VanNatta is requesting to change the zoning classification on PIN: 028-00647-0010 from FP to A2 of 5.0 ac. a land division for a non-farm residence. In Favor: Lillian C. VanNatta and Liberty Twp. approved on March 7, 2016. In Opposition: None In Interest: Maynard and Judith Behncke Mark Stead closed the Public Hearing. Motion by Pat Schroeder that the items are concurrent with all the conditions on the Farmland Preservation worksheet and to recommend approval of the rezone to the full County Board, seconded by Dwight Nelson. Motion carried. (See Attachment B Worksheet) Zoning and Sanitation Report Lynda presented the Zoning and Sanitation report. During the months of January 1, 2015 – April 1, 2015, compared to January 1, 2016 – April 1, 2016. We are $4,000.00 ahead of 2015. Motion by Pat Schroeder, seconded by Gary Northouse to accept the sanitation and zoning report. Motion carried. 2016 CREP Amendment Lynda reported that she received a letter from DATCP that they will be revising the state’s Conservation Reserve Enhancement Program (CREP) spending authority for the counties. They will be increasing the incentive payment from 1.5 to 1.9 times the rental rate for a one time up-front incentive payment. DATCP is increasing our spending authority by $130,000. Storage Abandonment Permit Approval Lynda reported that Pat Bausch, Cassville Twp., has 3 hog storage facilities that are under the building that he would like to abandon. He has already paid his permit fee of $50.00 per facility. He has received an abandonment construction plan from our office. Motion by Pat Schroeder, seconded by Roger Guthrie to approve the abandonment permits for Pat. Motion carried. County Cost Sharing Lynda presented an extension request for county cost sharing on a Stream Crossing for Myron Tranel, Platteville Twp., for $3,175.00. Plans to install the crossing in the fall of 2016. Motion by Lester Jantzen, seconded by Dwight Nelson to approve the extension to November 2016. Motion carried. Lynda presented tentative approval and final approval request for county cost sharing on an emergency well decommissioning for Eldon Bartels, Hickory Grove Twp., for $500.00. Motion by Dwight Nelson, seconded by Lester Jantzen to approve his tentative approval request for cost sharing and the final approval request for payment of $500.00. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Lynda presented tentative approval request for county cost sharing on 2 well decommissioning’s for John and Jena Barr, East Beetown Twp., $336.00 for well #1 and $416.00 for well #2. Motion by Roger Guthrie, seconded by Lester Jantzen to approve both wells for John and Jena’s request. Motion carried. Lynda presented tentative approval request for county cost sharing on a well decommissioning for Scott Crapp, South Lancaster Twp., $340.00. Motion by Pat Schroeder, seconded by Dwight Nelson to approve Scott’s request. Motion carried. Lynda presented tentative approval request for county cost sharing on 3 manure storage abandonments for Pat Bausch, Cassville Twp.; abandonment #1, $2,250.00, abandonment #2, $2,250.00, and abandonment #3, $2,250.00. Motion by Roger Guthrie, seconded by Gary Northouse to approve Pat’s request. Motion carried. SWRM Cost Sharing 2015 DATCP Cost Sharing – None to Report 2016 DATCP Cost Sharing Lynda presented tentative approval request for 2016 DATCP cost sharing on a streambank protection project for Doug Steinback, Harrison Twp., $8,400.00. Motion by Lester Jantzen, seconded by Dwight Nelson to approve Doug’s request. Motion carried. CSZD Administrator Report Lynda reported that Helmuth Krause has retained Eileen Brownlee as his attorney. From now on, any correspondences between the Helmuth Krause situation will be referred to Ben Wood, Corporate Council. Lynda reported on the Misty Morning Dairy manure spill. Lynda met with DNR last month on the farm and completed a whole farm walkover. Went over and addressed every issue that is in their permit. We have received no information from the DNR at this time on any violations that were issued. Lynda will keep us updated. Lynda handed out a report of what we donated to the WLWCA auction and how much money was brought in from those items to put toward the Educational programs. Lynda reported that the SAA Summer Tour will be held on June 22nd in Iowa County. No agenda has been set. The SAA Spring Meeting will be held on Wednesday, May 4th at 10:00 a.m. in Fitchburg. Lynda reported that the SnapPlus Updates are done. There were 2 sessions held at the UW-Platteville. The class was well attended: 36 landowners; 9 in the morning class and 9 in the afternoon class each day. Chris Baxter and his Nutrient Management Plan students also helped out with the class. Lynda reported that there will be a Board of Adjustment meeting planned for May. Kraemer’s came in the CSZD for a zoning permit, unable to issue a permit, the house is in the town road right of way. Kraemer appealed for rejection of permit in town road setback. Ben Wood will be present at this BOA meeting. FPP Report: Kevin Lange Kevin reported that he has a Notice of Noncompliance for Barbara Stofflet, Hickory Grove Twp. Barbara no longer wants to participate in FPP. Motion by Dwight Nelson, seconded by Lester Jantzen to approve the Notice of Noncompliance. Motion carried. Kevin reported that he also has a cancellation of a Notice of Noncompliance for FPP for Bruce Adrian, Potosi Twp. Motion by Lester Jantzen, seconded by Roger Guthrie to approve the cancellation of Notice of Noncompliance. Kevin reported that the tree sale will be going on next week. He and Annette will be traveling to Plainfield, WI to pick up about ± half the trees, the other ± half the trees are coming from Lake Heron, Minnesota to be delivered at the livestock pavilion barn. Kevin reported that in the next week he will be delivering the arbor-day trees to 17 schools, activity booklets to 11 schools that had requested them, as well as delivering the church litanies. In the past we have ordered our copies right from the NACD’s web-site this year we received notice that they went paperless. We received some bids to have the activity booklets and church litanies printed and Grantland Graphics won the bid. The cost of these items came to $200.00 over budget. Kevin reported that he has been working on CREP contracts and will probably be working on the CREP contracts the rest of the summer. There will be 60 – 70 CREP contracts expiring in September, landowners will probably come in to see about re-enrolling the land for an additional 15 years. Kevin reported that Lynda had sent out the FPP spot check list to the staff for crop season 2016. This way they can get started checking their Farmland Preservation spot checks with the landowners once the crops get planted and are growing. Kevin reported that he has been laying out a fair number of acres of Contour Strips and Buffer Strips. NRCS Report: Josh Bushee  Josh reported that the deadline for the 2nd batching date for FY16 EQIP was March 4, 2016. Received funds for this batching period last week. Only have 4 or 5 funded applications in Grant County. No Forestry applications projects were funded, only one farmstead application was funded, one cropland application, and a couple of pasture applications were funded.  Application deadline date for CSP is May 31, 2016. Have 37 applications on file at this time.  We are just short of 5,000 acres in CRP at this time. The general CRP ranking results have not been released as of yet. FSA Report: Tammy Eibey Tammy turned in a report for Mark to present to the committee. Mark read the report to the committee. See Attached Report. RC&D/WLWCA/LWCB Report: Dale Hood No Report. Annette asked for volunteers from the committee to have pictures taken with the poster winners. 2 students at S.S. Took a 5 Minute Recess before going into closed session. Motion by Pat Schroeder, seconded by Dwight Nelson to go into closed session at 10:02 a.m. Roll Call vote was taken to go into closed session. 6 Yes, Dale Hood: Excused. Motion carried. Motion by Dwight Nelson, seconded by Lester Jantzen to come out of Closed session at 10:20 a.m. Motion carried. Results of the performance evaluation for Lynda Schweikert, was a Satisfactory Evaluation.
