HomeMy WebLinkAboutApproved 12-05-2017 CSZC MinutesGRANT COUNTY CONSERVATION, SANITATION, & ZONING COMMITTEE MEETING December 5, 2017 9:00 a.m. Grant County Conference Room (#266) Lancaster, Wisconsin The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on December 5, 2017 at 9:00 a.m. by Dwight Nelson, the Conservation, Sanitation, and Zoning Committee Chairman, in the Grant County Conference Room #266, 111 S. Jefferson St., Lancaster. Board members present: Dwight Nelson, Mark Stead, Lester Jantzen, Grant Loy, Dale Hood, and Roger Guthrie. Gabe Loeffelholz, Excused. Others present: Lynda Schweikert, Annette Lolwing, Kevin Lange, Nathalie Schattner, Joe Schmelz, Erik Heagle, Bob Keeney, Laura Lee, Kris Wubben, Chuck Horn, Dave and Donna Swanson, Brittany Herbers, Chrissy Shaw, and Mike Finlay. Certification of Open Meeting Law Annette Lolwing sent the agenda to Karla Schwantes and Linda Gebhard to post in the Administration Building and at the Courthouse, also sent an agenda to Bob Middendorf, WGLR, and was posted in the front of the Ag Service Center Building. Media notices were sent to Karla Schwantes, Linda Gebhard, Herald Independent, Tri County Press, Platteville Journal, Muscoda Progressive, and the Boscobel Dial. Approval of Agenda Motion by Lester Jantzen, seconded by Dale Hood to approve the December 5, 2017 agenda. Motion carried. Approval of the Minutes Motion by Grant Loy, seconded by Lester Jantzen to approve the November 7, 2017 minutes with a change in Rezone #17-20, Hudspeath Auto Parts LLC is in Paris Township, instead of Potosi Township. Motion carried. Review & Accept the Bills Motion by Roger Guthrie, seconded by Grant Loy to accept the bills. Motion carried. Zoning and Sanitation Report Lynda reported that all 19 previously zoned Townships have adopted the updated Comprehensive Zoning Ordinance. There were no new Townships that wished to adopt the updated Comprehensive Zoning Ordinance. Lynda reported that DNR, will be coming to Grant County December 20th to discuss Floodplain issues. This is for Lynda and Justin to review the Floodplain requirements. Lynda shared a letter that she had sent to ALL members of Town Boards of Grant County, Regarding Floodplain, Shoreland & Comprehensive Zoning Requirements. Trying to get the education out in the Townships. Lynda reported that the Board of Adjustments had met on November 16th. The request was a 2 foot setback from the rear lot line. The variance that was approved was for a 10 feet setback of the rear lot line. There are no BOA scheduled for December and January. Lynda reported that 106 citations have been issued for POWTS maintenance program. 32 citations have been cancelled. Monday, December 11th is the first court date for citations. Lynda reported on the Zoning/Sanitation Report to the end of November. Reviewing the overall dollar amount for 2016 was $124,660.79, and in 2017 it was $155,189.40. Rezones are down 13 from 30 rezones in 2016 and 17 in 2017. Sanitation permits were increased by 6 from 122 in 2016 and 128 in 2017. Zoning permits were increased by 34 from 109 in 2016 to 143 in 2017. Motion by Mark Stead, seconded by Roger Guthrie to accept the Zoning/Sanitation Report. Motion carried. Discussion on Groundwater Protection Ordinance – Kris Wubben Lynda reported that Kris Wubben stopped by her office to discuss issues with groundwater. Kris was wondering if an ordinance would be passed by Grant County, and where would she start? Lynda stated that the CSZC meeting would be a start. Kris Wubben, a resident of Grant County and has lived in the Fennimore area for about 5 years. Kris is looking to be proactive instead of reactive to protect the groundwater from CAFO farms. She is asking for 3 items: 1. Have a Moratorium on CAFO’s until more information is received. 2. Have an ordinance on aerial manure spreading application. 3. To require large CAFO’s to apply for a county permit for further rules and regulations to protect the citizens. Lynda feels that the rules we have in place are working in Grant County. Committee requested the Moritorium and CAFO Ordinance be put on the January agenda for further discussion and possible action. Forestry Update – Mike Finlay Mike introduced himself as the DNR forestry supervisor for Grant, Crawford, Vernon, Richland, Iowa and Sauk Counties. He has been a firefighter out of Boscobel, and a forester for 10 years out of Richland Center. He reported that there has been some changes in the DNR. Chrissy is the new forester for Grant County. She is located at the Boscobel office and will be working with landowners that are NOT in MFL. She will also work with landowners for a walk through of their woods, work with invasive species, and planting trees. Jason Sable will be working with the MFL landowners in Grant County. Jason Hill, forester, is working on public lands in Grant County. He is working on the timber harvesting on some Mount Hope property. More to come on the Wardens taking over the forestry office in our building. County Cost Sharing Starting balance is $1,512.79. No Extension or Cancellation Requests. Lynda presented final approval request for county cost sharing on a well decommissioning for the barn for Kenneth & Joyce Zenz, South Lancaster Twp., $111.91. Motion by Mark Stead, seconded by Lester Jantzn to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Lynda presented final approval request for county cost sharing on a well decommissioning for the house for Kenneth and Joyce Zenz, South Lancaster Twp., $174.56. Motion by Mark Stead, seconded by Grant Loy to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Lynda presented final approval request for county cost sharing on a well decommissioning for Glen and Betty McFall, Harrison Twp., $640.92. Motion by Mark Stead, seconded by Lester Jantzen to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Ending Balance: $1,945.40 SWRM Cost Sharing 2016 DATCP Cost Sharing – Beginning balance is $2,726.08 2017 DATCP Cost Sharing – Starting Balance: $25,318.45. Lynda presented final approval request for 2017 DATCP cost sharing on a waste storage facility for Greg VanNatta, Little Grant Twp., $10,000.00. Motion by Roger Guthrie, seconded by Grant Loy to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Lynda presented final approval request for 2017 DATCP cost sharing on waste storage closure for John and Lynn Batco Liberty Twp., $5,191.03. Motion by Mark Stead, seconded by Dale Hood to approve payment. Roll Call: 6 Yes, 0 No, 1 Excused. Motion carried. Lynda presented tentative approval request for 2017 DATCP cost sharing on a 2 grade stabilization structures for Carl Abing, Waterloo Twp., $408.97. Motion by Mark Stead, seconded by Roger Guthrie to approve Carl’s request. Motion carried. Ending Balance - $9,718.45 Storage Permit Approval None to report. Building Lease Approval Lynda has been working with Ben Wood on the language of the lease for the CSZD. Rent is $21.76 per sq.ft. X 1,461 sq.ft. Mr Bainbridge has signed the lease on November 27, 2017. Motion by Roger Guthrie, seconded by Lester Jantzen to approve the 10 year lease. Motion carried. CSZD Administrator Report Lynda has been looking into the Community Well Testing Program that is put on by UW Extension, and UW Stevens Point. Kevin Masarik is the coordinator of the program and is interested in working with Grant County. The 2018 list has filled up, as we are coming in at the tail end of 2017. We are put on a waiting list pending the lab. If things open up they will work with Grant County. They are working with Lafayette County and a possibility that we can piggy back with them. Our department would distribute the water bottles along with the instructions how to properly take the water sample. Lynda reported that she attended the County Conservationist meeting that was held on November 30th at Wisconsin Rapids. Lots of interesting topics coming up. Working on year end reports. Lean Update Lynda met with the Social Services Lean Project to analyze the data they are collecting so far. Lynda reported that the final presentation on the Stepping Up Lean Team is being presented. This is for the Unified, Law Enforcement, and Social Services. Trying to work on Mental Health diversion from the Law Enforcement and getting other services that they actually need. FPP Report Kevin reported that he has been getting some phone calls from tax preparers asking about Farmland Preservation Tax Credits.  Kevin reported that he laid out 100.0 acres of contour strips.  Kevin reported that he has the 2018 Tree Sale Order forms ready to send out. NRCS Report – Joe Schmelz Joe mentioned that NRCS works significantly with the DNR Forester. Grant County is one of the biggest CRP counties in the state with tree plantings, and tree maintenance. Also, with the EQIP program; with active woodland owner groups that are interested in Forest Stand Improvement, Forest Trails and Landings. We appreciate a forester to be stationed in Grant County.  Joe reported that the EQIP screening date was December 1, 2017. October 20th was the application deadline. Have October 20th to December 1st to get all the planning and surveys done, along with seeding plans and permits applied for. Had around 40 applications. Looked at between 80 to 100 sites throughout the year. As of now there are 34 applications that are a high priority, 4 applications at a medium priority, and 2 faded away. There will be another EQIP deadline on May 18, 2018.  Still processing the 3 EWP (Emergency Watershed Program) sites in Cassville.  They are processing CSP payments. They need to be done by December 15th. No word on an application deadline for CSP.  2018 is scheduled for a new Farm Bill.  NRCS is in the process of making an offer to a summer pathway student. The pathway student is a student working toward their internship. FSA Report Nathalie Schattner reported that they still have some various loans available to producers in the county. Marketing Assistance Loans are still going on. Rates for corn is $1.86, and $5.07 for soybeans. Still have the facility loans going on as well. Processing those facility applications for grain storage, and bunkers.  No more information on the National CRP cap that has been reached. They are still accepting CREP applications in the county.  Should be starting the ARC/PLC signup after January 15th.  The SED (State Executive Director), Sandy Chalmers, of Wisconsin has been named.  Nathalie introduced Brittany Herbers, a new compliance P.T. at the FSA office. RC&D & WI Land+Water Report – Dale Hood Dale reported that they had a Board of Directors meeting and we are losing our Executive Director, Jim VandenBrook due to retirement. Hope to have a new director on staff so they can be at the conference in March.  Land, Water and Food are meeting again in January. They want WLWCA and Land & Water Board to support them.
