HomeMy WebLinkAboutApproved 12-06-2016 CSZC MinutesGRANT COUNTY CONSERVATION, SANITATION, & ZONING COMMITTEE MEETING December 06, 2016 9:00 a.m. Grant County Conference Room (#266) Lancaster, Wisconsin The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on December 06, 2016 at 9:00 a.m. by Dwight Nelson, the Conservation, Sanitation, and Zoning Committee Chairman, in the Grant County Conference Room #266, 111 S. Jefferson St., Lancaster. Board members present: Dwight Nelson, Mark Stead, Lester Jantzen, Roger Guthrie, Grant Loy, and Gary Northouse. Dale Hood was Excused. Others present: Lynda Schweikert, Annette Lolwing, Kevin Lange, Joe Schmelz, Erik Heagle, Bob Keeney, Don Barrette, Greg Cerven, John Fecht, and Dawn Udelhofen. Certification of Open Meeting Law Annette Lolwing sent the agenda to Karla Schwantes and Linda Gebhard to post in the Administration Building and at the Courthouse, also sent an agenda to Bob Middendorf, WGLR, and was posted in the front of the Ag Service Center Building. Media notices were sent to Karla Schwantes, Linda Gebhard, Herald Independent, Tri County Press, Platteville Journal, and the Muscoda Progressive. Approval of Agenda Motion by Lester Jantzen, seconded by Grant Loy to approve the Agenda as written. Motion carried. Approval of the Minutes Motion by Mark Stead, seconded by Roger Guthrie to approve the November 1, 2016 Minutes. Motion carried. Approval of the Bills Motion by Grant Loy, seconded by Gary Northouse to approve the bills. Motion carried. Public Hearing for Rezones Chairman Nelson opened the Public Hearing: #16-36 Jacob Frazier is requesting to change the zoning classification on PIN: 060-00180-0010 of +/- 4.240 ac from FP to A2 to allow the use of a non-farm residence. In Favor: Watterstown Twp. approved on November 11, 2016. In Opposition: None In Interest: None Dwight Nelson closed the Public Hearing: Motion by Gary Northouse that the items are concurrent with all the conditions on the Farmland Preservation Worksheet and to recommend approval of the rezone to the full County Board, seconded by Grant Loy. Motion carried. (See Attachment A Worksheet) Chairman Nelson opened the Public Hearing: #16-39 John & Carol Fecht are requesting to change the zoning classification on PIN: 052-00417-0000 from FP to A2 of +/- 6.0 ac. to allow for a non-farm residence. In Favor: John Fecht, Dawn Udelhofen and Potosi Twp. approved on November 16, 2016. In Opposition: None In Interest: None Dwight Nelson closed the Public Hearing. Motion by Lester Jantzen that the items are concurrent with all the conditions on the Farmland Preservation Worksheet and to recommend approval of the rezone to the full County Board, seconded by Mark Stead. Motion carried. (See Attachment B Worksheet) Zoning and Sanitation Report Lynda reported that the maintenance fee numbers in 2015 were 2,400, and in 2016 there were 1,999, a 401 count difference. Lynda has been working with Corporate Counsel, the Clerk of Court and others on the Lean committee to better streamline the Sanitation Citation process. Once the process has been complete, the citations will be issued for 2016. Motion by Roger Guthrie, seconded by Gary Northouse to approve the Zoning and Sanitation Report. Motion carried. Set Commodity Prices for WDACP – Greg Cerven Greg Cerven provided the current commodity prices for Corn, Soybeans, Alfalfa Hay, Mix Hay, and Arborvitae Trees. In 2015, the price of Corn was $3.38/bu. Motion by Roger Guthrie, seconded by Gary Northouse to approve the 2016 current market price of $3.32/bu. Motion carried. Soybean price in 2015 was $8.35/bu. Motion by Lester Jantzen, seconded by Roger Guthrie to approve the 2016 current price of $9.21/bu. Motion carried. Alfalfa Hay price for 2015 was $112/ton. Motion by Gary Northouse, seconded by Grant Loy to approve the 2016 current price of $102/ton. Motion carried. Mix Hay price for 2015 was $67.00/ton. Motion by Roger Guthrie, seconded by Grant Loy to approve $67/ton for 2016. Arborvitae Nursery Tree prices for 2015 was $22/tree – Arborvitae 3’ to 4’. Motion by Lester Jantzen, seconded by Gary Northouse to approve the 2016 current market price of $22/tree; 3’ to 4’ in size. Motion carried. Set 80% Harvest Date for WDACP – Greg Cerven Greg Cerven asked the committee to set a date as to when they thought that 80% of the crops would be harvested by. Motion by Gary Northouse, seconded by Lester Jantzen to approve December 1, 2016 for the deadline date that 80% of the crops would be harvested. Motion carried. SW Badger RC&D – Don Barrette Don Barrette is the Aquatic Invasive Species specialist, and Robert Bauer is the Grazing specialist at the Southwest Badger RC&D. Don explained that they are working in the Pecatonica Watershed trying to control the Japanese Hops. It has been found in the Grant River in Grant County. Late June is the best time to apply herbicide or mow to get the best response to eradicate this invasive species. Don is out there trying to inform and offer assistance to the Townships and Highway Departments for smart mowing. He is also working with Nurseries to distinguish between invasive and native species. County Cost Sharing Lynda presented final approval request for county cost sharing on a well decommissioning for Mark and Tabatha Wetter, Harrison Twp., $239.63. Motion by Mark Stead, seconded by Lester Jantzen to approve payment. Roll Call: 6 Yes, 0 No, 1 Absent. Motion carried. Lynda presented final approval request for county cost sharing on a well decommissioning for Robert Hudson, East Cassville Twp., $218.75. Motion by Mark Stead, seconded by Lester Jantzen to approve payment. Roll Call: 6 Yes, 0 No, 1 Absent. Motion carried. Lynda presented tentative approval request for county cost sharing on a well decommissioning for Brenda Martin, Liberty Twp., $500.00. Motion by Mark Stead, seconded by Roger Guthrie to approve Brenda’s request. Motion carried. Cost Sharing 2015 DATCP Cost Sharing Lynda presented final approval request for 2015 DATCP cost sharing on the first waste facility closure project for Ryan and Jessica Wepking, Glen Haven Twp., $4,688.25. Motion by Roger Guthrie, seconded by Gary Northouse to approve payment. Roll Call: 6 Yes, 0 No, 1 Absent. Motion carried. Lynda presented final approval request for 2015 DATCP cost sharing on the 2nd waste facility closure project for Ryan and Jessica Wepking, Glen Haven Twp., $4,688.25. Motion by Gary Northouse, seconded by Grant Loy to approve payment. Roll Call: 6 Yes, 0 No, 1 Absent. Motion carried. Lynda mentioned that many of the 2015 DATCP contracts came in under cost and were paid the maximum of 70% cost sharing except for Bode Brothers, Paris Twp., on their animal trails project. There are unspent funds left in the 2015 cost sharing account that could be put toward this project. Lynda is requesting an additional $2,304.50 to be put toward Bodes’ project to bring it up to 70% cost sharing. Motion by Mark Stead, seconded by Lester Jantzen to approve the additional payment to Bode Brothers. Roll Call: 6 Yes, 0 No, 1 Absent. Motion carried. 2016 DATCP Cost Sharing Lynda presented final approval request for 2016 DATCP cost sharing on a streambank protection project for Tom Reynolds, North Potosi Twp., $8,841.36. Motion by Roger Guthrie, seconded by Lester Jantzen to approve payment. Roll Call: 6 Yes, 0 No, 1 Absent. Motion carried. Lynda presented final approval request for 2016 DATCP cost sharing on a grade stabilization structure for Richard and Kevin Junk, East Cassville, Twp., $4,410.53. Motion by Mark Stead, seconded by Grant Loy to approve payment. Roll Call: 6 Yes, 0 No, 1 Absent. Motion carried. Review Cost Share Rates/Well Decommissioning for 2017 Lynda and Erik gave an overview of the costs of the well decommissionings over the past 3 years. They recommended to leave the cost of the bentonite the same at $12.50 per bag, and have it changed to 50% up to a maximum of $1,000.00. Well Decommissioning is our #1 High Priority practice for cost sharing. Motion by Mark Stead, seconded by Gary Northouse to approve Lynda and Erik’s recommendation of changing the maximum cost sharing to $1,000.00. Motion carried. Storage Permit Approval Lynda reported that she has a permit approval for Menke Swiss Farm LLC to install an Earthen/Concrete with maintenance liner for a 240 head dairy storage facility. They have paid their $200.00 permit fee. Ralph Hemling has approved the plans. Motion by Roger Guthrie, seconded by Lester Jantzen to concur with Lynda’s permit approval. Motion carried. DATCP Staff & Support Reimbursement Lynda reported that the funding formula for the Staff and Support reimbursement from DATCP is 100% for the 1st position, 70% for the 2nd position, and 50% for the 3rd and subsequent positions. What we receive is 100% of the 1st staff position, and a portion of the 2nd staff position. The amount of reimbursement requested for staff from January until the end of November is $167,379.27. Eligible to be reimbursed for: is staff and LLC training - $12,568.00, and Office Supplies - $1,652.00 for a total of support items to $14,220.00. The total reimbursement request is $181,599.27. We were approved for staff and support reimbursement of $97,040.00. Motion by Lester Jantzen, seconded by Mark Stead to approve the request of $97,040.00. Motion carried. 2016 SWRM Cost Share Extension Lynda reported that there will be 5, 2016 DATCP cost sharing contracts that will be extended to 2017 for $39,343.70. Those landowners are: Doug Steinback, waiting for bills – rip rap; Dan Reynolds, starting construction – grade stabilization structure; Chris Neises, starting soon – rip rap; David Brandt, 2017 construction – 2 grade stabilization structures; Steve Adrian, 2017 construction – storage closure. Motion by Gary Northouse, seconded by Roger Guthrie to approve the 5, 1 year extensions. Motion carried. SAA Tour Planning Lynda has no updates. CSZD Administrator Report Lynda reported that she has been busy covering the Zoning department. The application deadline was December 2, 2016, to rehire a Zoning technician, this has now been extended for 2 weeks, to December 16, 2016. Lynda has extended the advertising to all the local papers, Telegraph Herald, Wis-Line Application service, Southwest Regional Planning, and WI Code Administrators. Lynda asked if anyone would be interested in participating on the interview panel, Mark volunteered. Lynda reported that the Animal Waste Storage and Nutrient Utilization Ordinance Amendment that was approved at the November meeting will be presented to the County Board on December 20, 2016. Lynda reported that she attended the Southwest Tech Advisory Committee on November 9, 2016. She is on the Ag Advisory committee and they work at setting up the programs for coming year. FSA also attends to add their input. Lynda reported that there is a Board of Adjustment scheduled for December 8, 2016, for Ken Kunkel regarding Hwy 151 setback. Lean Update Lynda reported that they held their 1st Citation Lean Meeting November 22nd. The 2nd meeting is scheduled for December 14th. Corporation Council and Clerk of Court were involved in the citation process. Lynda is a facilitator for the Unified’s Lean Project – Stepping Up, they will be holding their 1st planning meeting on December 22nd. FPP Report: Kevin Lange  Kevin reported that he has finished his FPP spot checks.  He and Brad had flagged out some CREP sites that were GPS’d last spring, but farmed this summer.  Will be working on new CREP sign up’s and 50 +/- CREP contracts that will be expiring this fall, September 30, 2017.  He and Lynda attended the Nutrient Planning Class at UWP. This was the 2nd class for the farmer training program. Ted Bay and Chris Baxter both teach this class so Lafayette and Grant County were combined together for this class. There was very good attendance. This class prepares them for the Snap+ training which will be held January 3rd, 4th, and 5th, 2017.  Kevin has been working on the 2017 Tree Sale list. There were no objections on the Tree Sale list. There are a couple of new trees: American Chestnut and Shagbark Hickory they are replacing the Apricot and Butternut. The Golden Currant shrub is being replaced by the Butterfly Bush. NRCS Report: Joe Schmelz  They had the screening last Friday, December 2nd for the current EQIP sign up. For all the counties in the local workgroup: Grant, Iowa, and Lafayette there were around 30 applications that are a high priority. To be a high priority they must be shovel ready to install the project. The ranking deadline for those 30 high priorities will by January 13, 2017.  Another batching date, or application deadline, will be March 3, 2017. This will be the 2nd application deadline for EQIP.  The CSP sign up is going on right now.  Joe mentioned the office reconstruction is done: carpeting, painting, and reorganized.
