The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on
August 2, 2018 at 9:00 a.m. by Dwight Nelson, the Conservation, Sanitation, and Zoning Committee Chairman,
in the Grant County Board Room #264, 111 S. Jefferson St., Lancaster.
Board members present: Dwight Nelson, Lester Jantzen, Gabe Loeffelholz, Mike Lieurance, and Gary
Northouse. Others present: Lynda Schweikert, Kevin Lange, Annette Lolwing, Justin Johnson, and Bob
Keeney.
Certification of Open Meeting Law
Annette Lolwing posted the agenda in the front of the Ag Service Center Building. Media notices were sent to
Karla Schwantes, Linda Gebhard, Herald Independent, Tri County Press, Platteville Journal, Muscoda
Progressive, and the Boscobel Dial. There was an oversight that the agenda was not sent to the Administration
Building, or the Courthouse. In conversation with Ben Wood, Dwight Nelson, and Bob Keeney the decision
was made to move forward with the August 2, 2018 CSZC meeting as it was posted in one place; notice sent to
the papers.
Approval of Agenda
Motion by Lester Jantzen, seconded by Mike Lieurance to approve the August 2, 2018, agenda. Motion carried.
Approval of the Minutes
Motion by Mike Lieurance, seconded by Gabe Loeffelholz to approve the July 5, 2018 minutes with changes.
Change “the meeting to adjourn from July 5th” to August 2nd. Also, on the 3rd page, paragraph 3 add that
Dwight Nelson asked... “if there will be any additional building construction?” Motion carried.
Review & Accept the Bills
Motion by Mike Lieurance, seconded by Lester Jantzen to accept the bills. Motion carried.
Public Hearing for Conditional Use Permit
Chairman Nelson opened the Public Hearing:
CUP #18-015 Linda and Robert Melssen, Paris Twp. are requesting a Conditional Use Permit on
PIN: 046-00637-0000 +/- 1.0 ac. To allow for the use of a single-family dwelling on a separate lot within one
mile of an existing public water supply or sewage collection system, under Chapter 3.07 (2) (g) of the Grant
County Comprehensive Zoning Ordinance.
In Favor: Paris Twp. approved on May 8, 2018. Applicant was not in attendance. Justin read through the
Findings of Fact sheet which relates to Act 67.
In Opposition: None
In Interest: None
Committee Discussion: Lester asked about the access to the property if there will be a new driveway or if both
homes will be using the same driveway. Both homes will all be using the existing driveway.
Dwight Nelson closed the Public Hearing
Motion by Lester Jantzen, seconded by Mike Lieurance to approve the Conditional Use Permit to allow for the
use of a single-family dwelling on a separate lot within one mile of an existing public water supply or sewage
collection system, under Chapter 3.07 (2) (g) of the Grant County Comprehensive Zoning Ordinance. Motion
carried.
Zoning and Sanitation Report
Lynda presented the Zoning and Sanitation report. There are 196 more maintenance fees turned in this year
than this time as last year. There were about 300 more maintenance forms sent out than last year. They have
been trying to make efforts for people to get their maintenance done on their septic system on time. There was
a news article published in the local papers in July. This year our department sent each of the pumpers and
plumbers a list of landowners that were up for their 3-year maintenance, so they can contact their customers to
start scheduling them. August 31st is the deadline date for the 3-year maintenance forms. Since April, we have
had 1,318 maintenance forms turned in, there are still 1,381 left to be turned in. The 2017 fees totaled
$62,474.56, compared to the 2018 total fees of $78,174.90, an increase of $15,700.24 from 2017. The rezones
have increased by 29 applications from 2017. The sanitary permits are about the same. There are 9 remaining
violations from the 2017 maintenance cycle.
Lynda reported that we have 3 trucks for the technicians to use. The jeep was for the zoning and sanitation
technicians, and the van was used mainly for meetings. The van will now be the main vehicle for the zoning
technician. New brakes were installed on the van and the jeep.
Lynda reported that we have received the ordinance from Clifton Twp. allowing a cemetery less than 20 acres.
Lynda reported that WI ACT 184 has been passed, indicating that the county is responsible for the placement of
a “Sexually Violent Person” if released by a judge under a supervised released order. This involves the zoning
department to determine the setbacks from certain uses.
Lynda reported Levi Fisher is the only pending court case. He has been given to October 1, 2018 to rectify his
situation. Levi received his zoning permit but built his livestock building too close to the property line.
There is no BOA scheduled at this time.
County Cost Sharing – Starting Balance is $8,541.20/Ending Balance $7,535.25.
There were no Cancellation requests.
Lynda presented an extension request from Kevin Hahn, Castle Rock Twp., $240.00 to December 6, 2018 for
their well decommissioning project. Motion by Gary Northouse, seconded by Gabe Loeffelholz to approve the
extension request to December 6, 2018`. Motion carried.
Lynda presented a final approval request for county cost sharing on a closure of a waste facility #1, $1,535.72,
and a closure of waste facility #2, $1,535.73, for Allan Theill, Jamestown Twp. Motion by Mike Lieurance,
seconded by Gabe Loeffelholz to approve payment. Roll Call: 5 Yes, 0 No, 0 Absent. Motion carried.
Lynda presented a final approval request for county cost sharing on a closure of waste facility for Robert
Steiger, Bloomington Twp., $1,561.87. Motion by Gabe Loeffelholz, seconded by Gary Northouse to approve
payment. Roll Call: 5 Yes, 0 No, 0 Absent. Motion carried.
Lynda presented tentative approval request for county cost sharing on a 1st year rye cover crop for David
Gehrke, Fennimore Twp., $1,000.00; 1st year rye cover crop for Travis Wagner, Potosi Twp., $432.18; 1st year
rye cover crop for A&R Farms, Potosi Twp., $406.70; 1st year rye cover crop for Chad Bahr, Lima Twp.,
$687.75; 2nd year rye cover crop for Eli Borntrager, Clifton Twp., $300.00; and 2nd year rye cover crop for Josh
Peer, Marion Twp., $126.00. Motion by Mike Lieurance, seconded by Lester Jantzen to approve all 6 rye cover
crop requests. Motion carried.
Lynda presented tentative approval request for count y cost sharing on a well decommissioning project for Larry
Stuckey, Ellenboro Twp., $920.00. Motion by Gary Northouse, second by Gabe Loeffelholz to approve Larry’s
request. Motion carried.
SWRM Cost Sharing
2017 DATCP Cost Sharing – Beginning Balance $9,718.45 /Ending Balance $9,137.95
Lynda presented final approval request for 2017 DATCP cost sharing on a well decommissioning for Ron
Bomkamp, Muscoda Twp., $580.50. Motion by Gabe Loeffelholz, seconded by Lester Jantzen to approve
payment. Roll Call: 5 Yes, 0 No, 0 Absent. Motion carried.
2018 DATCP Cost Sharing – Beginning/Ending Balance is $0.00.
Lynda presented final approval request for 2018 DATCP cost sharing on a grade stabilization structure for
Riverview Aspin Wall LLC, Watterstown Twp., $1,787.00. Motion by Mike Lieurance, seconded by Lester
Jantzen to approve payment. Roll Call: 5 Yes, 0 No, 0 Absent. Motion carried.
Storage Permit Approval
Lynda reported that permit #198 for Jason Sensenig, Ellenboro Twp., is applying for a manure storage permit to
construct a 70 Holstein cow dairy facility. Design was completed by Larry Austin, reviewed by Dave Russell,
DATCP engineer. Lynda approved the permit on July 12, 2018. They have paid their permit fee of $200.00.
Motion by Mike Lieurance, seconded by Gabe Loeffelholz to concur with Lynda’s permit approval. Motion
carried.
Lynda reported that permit #199 for Jason Sensenig, Ellenboro Twp., is applying for a manure storage
abandonment permit for an earthen facility. Designed by Larry Austin, reviewed by Dave Russell, DATCP
engineer. Lynda approved the abandonment permit on July 12, 2018. They have paid their permit fee of
$50.00. Motion by Lester Jantzen, seconded by Mike Lieurance to concur with Lynda’s permit approval.
Motion carried.
Lynda reported that permit #215 for Ron Digman, Paris Twp., is applying for an earthen manure storage facility
permit to construct a 180-dairy cow facility. Design was completed by Larry Austin, approved by Dave
Russell, DATCP engineer. They have paid their permit fee of $200.00. Lynda approved the construction
permit on July 25, 2018. Motion by Gabe Loeffelholz, seconded by Gary Northouse to concur with Lynda’s
permit approval. Motion carried.
Lynda reported that permit #216 for North Side Genetics LLC, is applying for a permit to construct a concrete
feed storage containment unit for 875 milking and dry cows; and 60 dairy and beef calves. Design was done by
MSA/Matt Rockweiller, and was approved by the WI DNR/Terry Donavon. They have paid their $200.00
permit fee. Lynda approved the construction permit on July 17, 2018. Motion by Mike Lieurance, seconded by
Gabe Loeffelholz to concur with Lynda’s permit approval. Motion carried.
Discussion & Possible Action on SW WI Groundwater Study Proposal
Lynda handed out a proposal of the SW WI Groundwater Study. This will be a tri-county study with Grant,
Iowa and Lafayette. If we know if and where the contamination may be occurring, it would be a good start to
figure out how to prevent it. The 1st year will involve random samples taken in the Fall and Spring. They
would be testing the wells in the spring and in the fall. If any of those samples are contaminated with bacteria,
or nitrogen those wells will be tested for a pathogen to see if it is bovine, swine, or human. Time line could
start as early as September. There will be no cost to the landowner. Sample kits will be mailed to the randomly
selected landowners in October and will then be collected and taken to Stevens Point lab. The contaminated
sites will be tested in the spring, summer, winter, and fall. The estimated cost for the tri-county groundwater
study is $170,893. With Grant County being a large county, the cost is prorated by the population within the
county, could leave Grant County responsible for 56% of the funds to be put toward the study, this comes up to
roughly $90,000. Motion by Gary Northouse, seconded by Mike Lieurance to proceed with the SW WI
Groundwater Study. Motion carried.
Approval of Carryover Expenditure for Groundwater Study
Lynda reported that we have a NRCS Tech Pro carry over account that she would like to put toward the
groundwater study. Motion by Mike Lieurance, seconded by Lester Jantzen to offer a recommendation to
approve the $51,793, and to dedicate this to the groundwater study in 2018 and in 2019.
Budget Update
Lynda presented the preliminary budget for 2019. At this time it shows a 10% increase over the 2018 budget.
Lynda will present the final budget to the committee in September for approval.
CSZD Administrator Report
Lynda mentioned that the SAA tour was held on August 1, 2018 in Dodge County. Comments from those that
attended were very positive. The people were able to go inside one of those large wind towers. They are 260’
tall, with the blades at 130’. We stopped at the Fish and Wildlife Service on the North end of Waupun at the
Horicon Marsh. Looked at bedrock formation on the northeast part of the county and how it will affect the
NR151. We stopped by the Jung’s seed company. The last thing we watched was the rainfall simulator. It was
a good tour with good food.
Lynda attended the local Workgroup meeting on August 1, 2018 at the Belmont Community Building from 9:00
to 11:00 am. Gary and Gabe also attended the local workgroup meeting. Gary said that it was a fast but
interesting meeting. This meeting is about EQIP and how they are going to administer the funds.
Lean Update
Lynda reported that the staff has been working on the Continuity of Work project.
FPP Report
Kevin reported that he has been working on spot checks for the Farmland Preservation Program.
Kevin reported that he has a voluntary Notice of Noncompliance with Farmland Preservation for Roberta Galer,
Mt. Ida Twp. She chose to not have a DATCP approved NMP by the end of the year. Motion by Lester
Jantzen, seconded by Mike Lieurance to approve the Notice of Noncompliance. Motion carried.
Kevin reported that he assisted the Shullsburg Ag teacher, Jennifer Russell, with a high school land judging
contest. Shullsburg won 1st place, Potosi won 2nd place, and Lancaster won 3rd place. These 3 teams get to go
to Oklahoma next spring.
Kevin mentioned that he will be starting to work on CREP reenrolls.
NRCS Report – Joe Schmelz
Joe reported that all the High priority applications were funded through EQIP this year. October 19th is the
application deadline of those landowners that want a conservation practice done in FY 19. NRCS will be doing
a couple of press releases to promote the EQIP program.
Joe reported that NRCS is usually working on funding the contracts in late January to early March. The funding
for these contracts may be delayed a little bit this year.
Joe looked at the 4-year history of how much EQIP money Grant, Iowa, and Lafayette had received. They have
received between 1.4 to 1.5 million dollars. With the 4-year average for Grant County, we received $750,000 to
$900,000.
Joe reported that all the CSP FY18 applications have been funded and are being contracted. They are working
to certify all those that have existing CSP contracts, approximately 40 contracts that need to be completed by
the mid part of September.
Joe reported that they are still working on the CSP 19-1 renewals. There are 7 to 8 contracts that will be
expiring December 31st that still need to be renewed, consisting of 8,000 to 10,000 acres.
Joe reported that they are caught up on the CRP modifications. There are approximately 40 haying and grazing
requests.
Joe introduced Michelle Cliff to the committee. She is a Pathway intern who is attending UW-Platteville.
Joe attended a Walnut Growers Council field day at the Dan Bohlin farm. Joe spoke about EQIP and erosion
control. It was very well attended, approximately 150 to 200 people there.
FSA Report – Nathalie Schattner
Nathalie reported that they have not received any information on the new Market Facilitation Program. This is
a new program coming out to help combat the Tariffs that were recently imposed on American Agriculture.
FSA has no information on how the money will be dispersed or how the program will be run. Once information
is released FSA will send out press releases.
Nathalie reported that the fall crop reporting deadline is November 15th.
Nathalie reported that they have not received any information on the Margin Protection Program (MPP) for the
fall.
They are taking applications for farm storage facility loans to construct on site storage buildings for grain or
silage.
Nathalie is losing a staff member, Matt Yoose, is transferring to Wyoming. They will be able to hire an
employee back.

Gabe attended an RC&D meeting in Richland Center.
