The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on
April 4, 2019 at 9:00 a.m. by Dwight Nelson, the Conservation, Sanitation, and Zoning Committee Chairman,
in the Grant County Board Room #264, 111 S. Jefferson St., Lancaster.
Board members present: Dwight Nelson, Lester Jantzen, Gary Northouse, Gabe Loeffelholz, and Mike
Lieurance. Others present: Lynda Schweikert, Annette Lolwing, Justin Johnson, Kevin Lange, Bob Keeney,
Joyce Roling, Nathalie Schattner, and LaRay Martin.
Certification of Open Meeting Law
Annette Lolwing sent the agenda to Karla Schwantes and Linda Gebhard to post in the Courthouse and in the
Administration Building, an agenda was sent to Bob Middendorf, WGLR, an agenda was also posted in front of
the Ag Service Center Building. Media notices were sent to Karla Schwantes, Linda Gebhard, Herald
Independent, Tri County Press, Platteville Journal, Muscoda Progressive, and the Boscobel Dial.
Approval of Agenda
Motion by Gary Northouse, seconded by Lester Jantzen to approve the April 4, 2019 agenda. Motion carried.
Approval of the March 7, 2019 Minutes
Motion by Gary Northouse, seconded by Mike Lieurance to approve the March 7, 2019 minutes. Motion
carried.
Review & Accept the Bills
Motion by Mike Lieurance, seconded by Lester Jantzen to accept the bills. Motion carried.
Public Hearing for Comprehensive Plan Change
Chairman Nelson opened the Public Hearing
#19-05 LaRay Martin, Ellenboro Twp., is requesting a Comprehensive Plan Change for +/- 11.562 ac. of PIN:
014-00771-0010, 014-00771-0025, and 014-00782-0030 from C2 to A2 to allow for the use of a nonfarm
residence.
In Favor: Ellenboro Twp. approved on February 6, 2019. LaRay Martin registered in favor.
In Opposition: None
In Interest: None
Committee Discussion: Lester Jantzen asked where this is located at on Hwy 81? Located by Baker Iron
Works. Cropland will continue to be farmed.
Dwight Nelson closed the Public Hearing
Motion by Gary Northouse to recommend approval of the Comprehensive Plan change to the full County
Board, seconded by Gabe Loeffelholz. Motion carried.
Public Hearing for Rezone
Chairman Nelson opened the Public Hearing
#19-05 LaRay Martin, Ellenboro Twp., is requesting to change the zoning classification on PIN: 014-00771-
0010, 014-00771-0025, and 014-00782-0030 of +/- 11.562 ac. from C2 to A2 to allow for the use of a nonfarm
residence.
In Favor: Ellenboro Twp. approved on February 6, 2019. LaRay Martin registered in favor.
In Opposition: None
In Interest: None
Committee Discussion: None
Dwight Nelson closed the Public Hearing
Motion by Lester Jantzen, seconded by Gary Northouse to recommend approval of the rezone to the full County
Board. Motion carried.
Zoning and Sanitation Report
Lynda presented the Zoning and Sanitation report. The 2019 totals are about the same as the 2018 totals. There
are still 23 landowners that have not come into compliance with their 3-year maintenance, working at sending
them a 3rd citation. There were 2 landowners that plead not guilty to the 3-year maintenance citation, their court
date is now scheduled for May 22, 2019. No BOA at this time. Motion by Lester Jantzen, seconded by Mike
Lieurance to accept the Zoning and Sanitation Report. Motion carried.
County Cost Sharing – Starting Balance $16,666.27/Ending Balance $15,942.27
Lynda presented a cancellation request for Donald Gehrke, Fennimore Twp., $360.00 on his well
decommissioning project. Construction plan called for 13 bags of bentonite and only 3.5 bags were used. Well
was filled on January 17, 2019 and had not been reported to the DNR within the 30 days of filling the well.
Plumber is to contact the DNR if it doesn’t take the required number of bags of bentonite. According to specs
the well should be drilled out and refilled at the quantities of the filling of the well. Motion by Lester Jantzen,
seconded by Gary Northouse to disapprove Donald’s county cost share payment request. Motion carried.
Lynda presented tentative approval requests for county cost sharing on 2 well decommissioning projects for,
Ken and Arlene Peer, Beetown Twp. $544.00; and John Kieler, Hazel Green Twp. $540.00. Motion by Lester
Jantzen, seconded by Mike Lieurance to approve both requests. Motion carried.
SWRM Cost Sharing
2018 DATCP Cost Sharing – Beginning Balance/Ending Balance $21,271.75
2019 DATCP Cost Sharing – Beginning Balance $27,563.00 /Ending Balance $7,563.00
Lynda presented tentative approval request for 2019 DATCP cost sharing on a grassed waterway for Steve and
Julie Mulrooney, Mt. Ida Twp. $10,000.00. Motion by Mike Lieurance, seconded by Gary Northouse to
approve the Mulrooney’s request. Motion carried.
Lynda presented tentative approval request for 2019 DATCP cost sharing on a streambank protection project
for Mark Schwab, North Lancaster Twp., $10,000.00. Motion by Gabe Loeffelholz, seconded by Lester Jantzen
to approve Mark’s request. Motion carried.
Storage Permit Approval
None to report.
Joint DATCP/DNR Grant Approval
Lynda reported that this is the funding request for the 2020 DATCP staffing and cost sharing grant. The staff
and support funding from DATCP are to pay 100% on the first position, 70% on the second position, and 50%
on the third position. These positions are never fully funded by the state. Lynda is requesting full support of
$199,967.00 for staff and support and $150,000.00 for cost sharing in 2020. Motion by Mike Lieurance,
seconded by Lester Jantzen to approve Lynda’s request to submit the fully funded grant application. Motion
carried.
DATCP Annual Work Plan Approval
Lynda reported that we had our Land and Water Resource Management Plan approved in 2018. Within the
LWRM plan there is an annual work plan of what practices and priorities we hope to achieve. Adjustments will
be made to the LWRM work plan for those planned activities and the estimated performance measurements for
the 2020 work plan. Motion by Gary Northouse, seconded by Mike Lieurance to approve Lynda to submit the
annual work plan to DATCP. Motion carried.
CSZD Administrator Report
Lynda reported that the 2018 SWRM extension request has been approved by DATCP for $21,271 for contract
extensions into 2019.
Lynda reported on the SWIGG update. The Spring sampling drop off dates will be April 12 & 13. The source
sampling landowners have been contacted by the researchers and will be starting soon. The researchers will be
contacting a subset of those landowners that had contaminated wells last fall.
Lynda asked for comments of those who attended the WLWCA Conference this year. It was a very good
conference. It was nice that the staff and the board members have merged. Very good break-out sessions.
Lynda shared a listing of all the donations that were brought in by the counties and the amount of money that
was brought in to be put toward youth and education. Grant County brought in $74.00 from the silent auction
items. There was $6,411.27 total that was raised by the silent auction.
Lynda reported on the Snap Plus update class. There were 31 landowners that updated their NMP’s. There will
be 9 more landowners that will be coming to the office in the next week to update their plans. Lynda is grateful
to Chris Baxter at UW-Platteville for the use of his lab, computers, and his students.
Lynda reported that the Annual Report has been completed and has been sent to the paper for printing.
Lynda reported that the water quality task force will be meeting on May 8th at 10:30 a.m. at the Youth & Ag
Building. Lynda recommends the committee to attend and hear what is said there.
Lynda reported that Senator Marklein is on the joint finance committee. Lynda would like for the committee to
attend the joint finance listening session to address the DATCP funding formula for the conservation
departments and to bring the annual funding up to full funding per state statutory goal of (154.4 FTE).
Lean Update
Nothing to Report.
FPP Report
Kevin reported that he has been out on a couple of contour strip jobs already this spring.
Kevin reported that he delivered 2065 litanies to 9 churches. Last year he delivered 1300 litanies to 11
churches. In April he will be delivering Arbor Day Trees and Activity Books to the schools.
Kevin reported that the Tree Sale is tentatively scheduled for pick-up on April 19th.
NRCS Report – Joe Schmelz

FSA Report – Nathalie Schattner
Nathalie reported that she has some anticipated dates for some of FSA’s programs. There is an NPP repayment
program starting around April 29th. This is for individuals that signed up for the NPP dairy program who ended
up paying more in premiums that they received in payments. They will have 2 options: 1. A onetime 50% cash
payout or 2. They can use 75% of those years and apply it toward DMC, to offset the cost.
The DMC (Dairy Margin Coverage) and the new milk protection coverage is to start mid-June,
anticipating June 17th.
ARP/PLC anticipating to start that process in early fall.
Will be an option for new elections for 2019 and for 2020 to do ARP county, ARP individual or PLC.
There may be a CRP General Sign Up that will start around December. Have not heard about any
Continuous Sign UP.
Spring crop reporting will be starting on May 6th and will run through July 15th.
Forestry Report – Brandon Sieck

Motion by Gary Northouse, seconded by Gabe Loeffelholz to go into closed session at 10:02 a.m. per state
statute 19.85(1)(c) in considering employment, promotion, compensation or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises responsibility, specifically as it
relates to the performance evaluation of the Administrator of the Conservation, Sanitation, and Zoning
Department. Roll Call: 7 Yes, 0 Nay, 0 Absent. Motion carried.
Return to Open Session – Motion by Lester Jantzen, seconded by Gary Northouse to come out of closed
session and return back to open session. Motion carried.
Action on Closed Session Items – None needed.
Motion by Lester Jantzen, seconded by Gabe Loeffelholz to adjourn to May 2, 2019 at 9:00 p.m. Meeting
location to be determined. Motion carried.
