The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on
May 2, 2019 at 9:00 a.m. by Dwight Nelson, the Conservation, Sanitation, and Zoning Committee Chairman, in
the Grant County Sheriff’s Department Old Board Room, 1000 N. Adams St., Lancaster.
Board members present: Dwight Nelson, Lester Jantzen, Gary Northouse, Gabe Loeffelholz, and Mike
Lieurance. Others present: Lynda Schweikert, Annette Lolwing, Justin Johnson, Bob Keeney, and Tony Runde.
Certification of Open Meeting Law
Annette Lolwing posted an agenda in the front of the Ag Service Center Building. Media notices were sent to
Karla Schwantes, Linda Gebhard, Herald Independent, Tri County Press, Platteville Journal, Muscoda
Progressive, Boscobel Dial, and Bob Middendorf, WGLR.
Approval of Agenda
Motion by Gary Northouse, seconded by Lester Jantzen to approve the May 2, 2019 agenda. Motion carried.
Approval of the April 4, 2019 Minutes
Motion by Mike Lieurance, seconded by Gabe Loeffelholz to approve the April 4, 2019 minutes. Motion
carried.
Review & Accept the Bills
Motion by Lester Jantzen, seconded by Gary Northouse to accept the bills. Motion carried.
Public Hearing for Rezone
Chairman Nelson opened the Public Hearing
#19-06 Tony J. Runde, Jamestown Twp., is requesting to change the zoning classification on PIN: 026-01349-
0000, of +/- .71 ac. from A2 to R3 to allow for the expansion of an existing principal structure.
In Favor: Jamestown Twp. approved on March 19, 2019. Tony Runde registered in favor.
In Opposition: None
In Interest: None
Committee Discussion: Dwight Nelson asked how you access the home. Off Hwy 35, he has an easement to the
home.
Dwight Nelson closed the Public Hearing
Motion by Gary Northouse, seconded by Lester Jantzen to recommend approval of the rezone to the full County
Board. Motion carried.
Zoning and Sanitation Report
Lynda presented the Zoning and Sanitation report. The 2019 totals are within $500.00 from where we were last
year. On schedule with permits. There are still 23 landowners pending citations. In addition to the 23
landowners, we have added several of the outstanding orders for corrections; failing systems with outfall pipes,
tanks, and known contamination to citation. There were 2 landowners that plead not guilty to the 3-year
maintenance citation, their court date is now scheduled for May 22, 2019. No BOA at this time. Motion by
Lester Jantzen, seconded by Gary Northouse to accept the Zoning and Sanitation Report. Motion carried.
County Cost Sharing – Starting Balance $15,942.27/Ending Balance $15,416.77
Lynda presented tentative approval request for county cost sharing on a well decommissioning for Alan Molzof,
Hickory Grove Twp., $200.00. Motion by Lester Jantzen, seconded by Mike Lieurance to approve Alan’s
request. Motion carried.
Last month Donald Gehrke’s well decommissioning cost sharing was denied as the DNR report didn’t get filed,
and the well was not properly filled. Donald Gehrke is reapplying for county cost sharing.
Lynda presented tentative approval request for county cost sharing on a well decommissioning for Donald
Gehrke, Fennimore Twp., $360.00. Motion by Lester Jantzen, seconded by Gary Northouse to approve
Donald’s request. Motion carried.
Lynda presented final approval request for county cost sharing on a well decommissioning for Donald Gehrke,
Fennimore Twp., $325.50. Motion by Gabe Loeffelholz, seconded by Mike Lieurance to approve payment.
Roll Call: 5 Yes, 0 No, 0 Absent. Motion carried.
SWRM Cost Sharing
2018 DATCP Cost Sharing – Beginning Balance/Ending Balance $21,271.75
2019 DATCP Cost Sharing – Beginning Balance/Ending Balance $7,563.00

DATCP Planning Grant Application
Lynda reported that she has been working with Castle Rock Township to develop an Ag Enterprise Area. This
involves amending our Farmland Preservation Map and our Farmland Preservation Ordinance. An AEA would
allow landowners in an unzoned township to participate in Farmland Preservation Program. Castle Rock
Township discussed the option of zoning but have chosen not to go into zoning. The AEA does not pay them
the full $7.50 per acre, they pay $5.00 per acre tax credit. This change would utilize the Southwest Regional
Planning Commission to amend the maps, and the ordinance. DATCP informed Lynda that there are planning
grants available to help cost share 50% of the cost to do the mapping. Lynda has applied for $4,000 total, so it
would be a $2,000 grant from DATCP. Lynda is applying for all of Castle Rock Township to be included in the
AEA. She will be attending the Castle Rock Township meeting on May 14, 2019. Motion by Gary Northouse,
seconded by Lester Jantzen to allow Lynda to apply for the grant. Motion carried.
Revolution Plastics Funding Request
Lynda reported that she received a letter from Revolution Plastics. In 2016 they supplied the farmers with free
dumpsters to recycle their ag plastics at no cost. They are now asking the counties to help partially fund the
program, beginning September 1, 2019 by providing $600.00 in funding annually for each farm they service in
the county. Grant County currently has 202 farms that participate bringing the total annual request for funding
to $121,200. Motion by Gary Northouse, seconded by Gabe Loeffelholz to disapprove the Revolution Plastics
Funding request. Motion carried.
CSZD Administrator Report
Lynda reported that on May 8th, at 10:30 a.m. at the Youth and Ag Building, Senator Vos task force will be
coming to Lancaster for clean water. The SWWIG group will be presenting.
The Spring sampling event took place on April 12th & 13th. There were 529 total samples taken for a 24%
participation. Grant County had 280 samples taken. No results are in yet.
Lynda reported that she attended the Farmer Led Watershed meeting for Grant County. A group of farmers that
are getting together to promote the conservation work that they are doing. Their name is “Grant County
Watershed Pride”. Their next meeting will be on June 12th at 12:00 p.m. at the Youth and Ag Building.
Lynda reported on the DNR enforcement on Kevin Zart. Kevin has been cited for Notice of Discharge for
pumping water out of his manure pit into a creek. Continuing to get complaints on Kevin and will continue to
monitor.
Lynda reported that we had our Farmland Preservation Program review completed. This is done every 4 years.
All participants are in compliance with the updated Statewide Performance Standards. We have successfully
passed the review.
Lynda reported on the budget efforts for conservation support. The County Board passed the resolution for full
funding for conservation, increased cost sharing and support for the WGNHS. Lynda also addressed the
budget efforts for sanitation. We are requesting the WI Fund to continue and to extend the deadline date of
when it is to sunset.
Lynda reported that May 23rd, from 9:30 a.m. to 12:00 p.m. is the next SAA meeting in Madison.
Lynda reported on the 2019 Contribution Agreement for assisting with the Federal EQIP program. We have
been approved for $20,000. These funds will offset the amount that we need to fulfill our portion of the
SWIGG study.

FPP Report – Lynda Schweikert
Lynda reported that she has a Notice of Noncompliance for Farmland Preservation for Kevin and Chelsey Zart,
Hickory Grove and Mount Ida Twp. Motion by Lester Jantzen, seconded by Gary Northouse to accept the
Notice of Noncompliance. Motion carried.
Lynda reported that the tree sorting is going on with the tree distribution going on tomorrow.

Reschedule July Meeting
Lynda reported that the July meeting falls on the 4th of July. Meeting date will be changed to July 2nd at 9:00
a.m. Meeting location to be determined.
Motion by Gary Northouse, seconded by Lester Jantzen to adjourn to June 6, 2019 at 9:00 a.m. Meeting
location to be determined. Motion carried.
