The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on
March 9, 2020 at 9:00 a.m. by Dwight Nelson, the Conservation, Sanitation, and Zoning Committee
Chairman, in the Grant County Board Room #264, 111 S. Jefferson St., Lancaster.
Board members present: Dwight Nelson, Lester Jantzen, Gabe Loeffelholz, Mike Lieurance and Gary
Northouse. Others present: Lynda Schweikert, Annette Lolwing, Justin Johnson, Joe Schmelz, Bob Keeney,
Matthew Honer, Tom Mercer, and Casey Kerkenbush.
Certification of Open Meeting Law
Annette Lolwing sent the agenda to Karla Schwantes and Linda Gebhard to post in the Courthouse, in the
Administration Building, and on our website, an agenda was sent to Bob Middendorf, WGLR, an agenda was
also posted in front of the Ag Service Center Building. Media notices were sent to Karla Schwantes, Linda
Gebhard, Herald Independent, Tri County Press, Platteville Journal, Muscoda Progressive, Boscobel Dial, and
Bob Middendorf.
Approval of Agenda
Motion by Lester Jantzen seconded by Gabe Loeffelholz to approve the March 9, 2020 agenda. Motion carried.
Approval of the February 6, 2020 Minutes
Motion by Gary Northouse seconded by Lester Jantzen to approve the February 6, 2020 minutes. Motion
carried.
Review & Accept the Bills
Motion by Mike Lieurance, seconded by Gabe Loeffelholz to accept the bills. Motion carried.
Public Hearing for Rezones
Chairman Nelson opened the Public Hearing
#20-04 Lee Mancuso, Jamestown Twp., is requesting to change the zoning classification on
PIN: 026-00401-0010 of +/- 4.924 ac. from CFR to A-2 to allow for a non-farm residence and potential
agriculture use.
In Favor: Jamestown Twp. approved on February 4, 2020. Casey Kerkenbush was also present and registered
in favor.
In Opposition: None
In Interest: Justin received a phone call from Dan, a hiker in that area, expressing his concern about the use of
the easement trail, potential odors, and pollution of water. Chad Breuer, WI DNR, confirmed with an email on
February 26th, stating that the zoning request will not affect the easement trail to the DNR Fenley property.
Committee Discussion: Bob Keeney asked what official easement is needed. The initial easement is a 20-foot
walking path to access the DNR land.
Dwight Nelson closed the Public Hearing
Motion by Gary Northouse, to recommend approval of the rezone to the full County Board, seconded by Lester
Jantzen. Motion carried
Chairman Nelson opened the Public Hearing
#20-05 J&R Ranch Sandpit LLC, Boscobel Twp., are requesting to change the zoning classification on
PIN: 006-00030-0000 & 006-00035-0000 of +/- 41.15 ac. from A-2 to M-2 to allow for use of nonmetallic
mining.
In Favor: Boscobel Twp. approved on November 19, 2019. Matthew Honer was present and registered in favor.
Matthew stated that the site is in compliance and has an approved reclamation plan.

Motion by Gary Northouse, to recommend approval of the rezone to the full County Board, seconded by Mike
Lieurance. Motion carried.
Public Hearing for Conditional Use Permits
Chairman Nelson opened the Public Hearing
#CUP 20-004, Brian Zart, Mt. Ida Twp., is requesting a Conditional Use Permit on
PIN: 040-00177-0000 & 040-00181-0000 of +/- 65.0 ac. to allow for the use of nonmetallic mining under
Chapter 315 Subsection 3.14 (2) (a) of the Grant County Comprehensive Zoning Ordinance.
In Favor: Mt. Ida Twp. approved on December 18, 2019 and placed no conditions on the CUP. Tom Mercer
with Milestone Materials was present and registered in favor.
In Opposition: None
In Interest: Justin mentioned that this is a 5-year renewal of the existing CUP that expires in May.

Dwight Nelson closed the Public Hearing
Motion by Gabe Loeffelholz, seconded by Gary Northouse to approve the Conditional Use Permit for 5 years to
allow for the use of nonmetallic mining under Chapter 315 Subsection 3.14 E (2) (a) of the Grant County
Comprehensive Zoning Ordinance. Motion carried. See Attachment A Worksheet.
Zoning/Sanitation Report
Lynda reported that this is a review of the year to date comparison of 2019 and 2020 sanitation and zoning fees.
Numbers are very similar to last year. There were 138 Sanitary Permits issued in 2019, 133 sanitary permits
issued in 2018, and in 2017 there were 134 sanitary permits issued. Systems installed in 2019 was over 140,
and in 2018 there were around 130. There are still 35 permits left to be installed from 2018, and around 90
permits left to install from 2019.
There are no sanitary citations and no court dates scheduled. They are getting ready to issue citations that were
in violation in 2019.
There is no BOA scheduled.
Lynda reported that we had our pumpers and plumbers training. There were over 60 attendees from Grant,
Iowa, Richland and Lafayette Counties. Motion by Mike Lieurance, seconded by Lester Jantzen to accept the
zoning/sanitation report. Motion carried.
County Cost Sharing – Starting Balance/Ending Balance $23,652.36

None to request. The Richard Keene extension waiver was approved by DATCP.

Storage Permit Approval
None to report.
Joint DATCP/DNR Grant Approval
Lynda reported on the annual staffing and planning grant from DATCP/DNR. Lynda mentioned that this is the
funding of positions. The first position funded at 100%, second position funded at 70%, and 50% of our third
and subsequent positions. Lynda is requesting full funding of $221,657. We usually receive about $93,000.
This usually pays around 15% of the second position. Lynda is requesting the full cost share funding of
$150,000. We received around $60,000 for cost sharing in 2019. The 2020 work plan has been submitted to
DATCP, as well as the 2019 annual report. These 2 items are required before we are eligible to submit our
DATCP/DNR grant application. Motion by Gary Northouse, seconded by Lester Jantzen to approve the
DATCP/DNR grant request for 2021. Motion carried.
NRCS Job Approval
Lynda reported that NRCS has updated their requirements for engineering and planning job approval. Lynda
passed out a packet of her job approval. Motion by Gabe Loeffelholz, seconded by Mike Lieurance to approve
the NRCS job approval. Motion carried.
Cancellation of FPP Noncompliance
Lynda reported that she has 1 Cancellation of Notice of Noncompliance with Farmland Preservation for Dan
Gratz. He has turned in a DATCP approved NMP. Motion by Lester Jantzen, seconded by Mike Lieurance to
approve the cancellation of Notice of Noncompliance. Motion carried.
Comments on the WLWCA Conference: Mike and Gary stated that the CWD breakout session was quite
interesting. Mike enjoyed the hydrology and SWIGG session.
CSZD Administrator Report
Lynda reported on the following meetings.

March 3rd Lynda was interviewed by Growing Wisconsin regarding the Castle Rock AEA.
March 3rd Interviews for the Soil Conservationist Position. Had around 20 people apply, interviewed 5.
Grant County CSZD received a Thank You from NACD for the continuing support of paying our annual Dues.
Lynda also sent a letter of support to the joint finance committee for Senate Bill 723 and Assembly Bill 790.
Assembly Ag committee unanimously passed it, joint finance committee unanimously passed it, and the
assembly passed it unanimously, and is now sitting at the Senate. Lynda is asking for the committee to contact
Senator Marklein regarding Senate Bill 723, which is for sustainable funding for conservation and ask them to
schedule a vote and to support SB723.
Continuous Improvement Update
Lynda worked on the Joint DATCP/DNR Grant writing and Farmland Preservation Certificate of Compliances
continuity of work.
NRCS Report – Joe Schmelz
Joe reported that EQIP-1sign up is over. The application deadline to apply was February 28th. Had 60/61
applications submitted. Had a couple of large applications come in for animal composting and mortality
facilities. Last year NRCS funded $1.7 million in conservation practices. These 60/61 applications have an
eligible resource concern, technicians also looked at an additional 50 sites. The screening deadline is Friday
March 13th. No ranking or obligation of contracts deadline has been announced.
Joe reported that CSP applications have a deadline of March 20th for renewals. They have not offered renewals
for 3 years. These are contracts that started in 2014, 2013, and 2016 that were extended. Renewals will be
competitive, and will not all be funded. May 29th is the deadline for general applications coming in.
Joe reported that they had 27/28 compliance reviews that have come in. The list will continue to grow as they
still need to add the Federal employees, committee members, and the FSA committee.
Joe reported that FSA had 140 general CRP submitted offers. Around April 1st we should be getting the list as
to who all will be funded. They have until August to get all the conservation plans completed.
Joe reported that our pathway student, Jessica Geisbuhler, will be leaving and moving to the Medford Field
Office. The new pathway student will be Amberly Berry.
Joe reported that the position to replace Dave Mours is in process with H.R. but there is no estimated timeline to
be advertised.
Joe mentioned that the Memorandum of Understanding that expired in 2018 is still being worked on.
FSA Report – None
Motion by Mike Lieurance, seconded Gabe Loeffelholz to adjourn to Thursday, April 2, 2020 at 9:00 a.m.
