The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on
August 6, 2020 at 9:00 a.m. by Mark Stead, the Conservation, Sanitation, and Zoning Committee Chairman in
the South Room of the Youth & Ag Building and via Zoom meeting.
Board members present in South room: Mark Stead, Gabe Loeffelholz, Mike Lieurance, Porter Wagner, Lester
Jantzen, and Pat Schroeder; via Zoom Gary Northouse. Others present via Zoom: Lynda Schweikert, Annette
Lolwing, Justin Johnson, Joe Schmelz, Robert Keeney, Dale Wiederholt, Wade Moder, Matt Wallrath, and
Shane Drinkwater in South room.
Certification of Open Meeting Law
Annette Lolwing sent the agenda to Karla Schwantes and Linda Gebhard to post in the Courthouse, in the
Administration Building, and on our website, an agenda was sent to Bob Middendorf, WGLR, an agenda was
also posted in front of the Ag Service Center Building. Media notices were sent to Karla Schwantes, Linda
Gebhard, Herald Independent, Tri County Press, Platteville Journal, Muscoda Progressive, Boscobel Dial,
Fennimore Times and Bob Middendorf.
Approval of Agenda
Motion by Pat Schroeder seconded by Porter Wagner to approve the August 6, 2020 agenda with the correction
of striking the second o in Jamestown in Petition #20-14. Motion carried.
Approval of the July 2, 2020 Minutes
Motion by Mike Lieurance, seconded by Lester Jantzen to approve the July 2, 2020 minutes. Motion carried.
Review & Accept the Bills
Motion by Mike Lieurance, seconded by Gabe Loeffelholz to accept the July bills. Motion carried.
Public Hearing for Rezones
Chairman Stead opened the Public Hearing
#20-14 Dale & Karen Wiederholt, Jamestown Twp., are requesting to change the zoning classification on
PIN: 026-01027-0000 of +/- 1.5 ac. from A2 to R1, to allow for the expansion of an existing principal structure
(home) by reducing the side property line setback from 30’ to 12’.
In Favor: Jamestown Twp. approved on July 7, 2020. Dale Wiederholt.
In Opposition: None
In Interest: None
Committee Discussion: None
Mark Stead closed the Public Hearing
Motion by Porter Wagner, seconded by Pat Schroeder to recommend approval of the rezone to the full County
Board. Motion carried.
Chairman Stead opened the Public Hearing
#20-15 John & Tara Donovan, Jamestown Twp., are requesting to change the zoning classification on PIN: 026-
00994-0000 of +/- 1.89 ac. from FP to A2, to allow for the use of a nonfarm residence.
In Favor: Jamestown Twp. approved on June 9, 2020.
In Opposition: None
In Interest: None

Mark Stead closed the Public Hearing
Motion by Porter Wagner, that the items are concurrent with all the conditions on the Farmland Preservation
Worksheet and to recommend approval of the rezone to the full County Board, seconded by Gabe Loeffelholz.
Motion carried. See Attachment A Worksheet.
Chairman Stead opened the Public Hearing
#20-16 Darcy Elliot-Wiegel & Matthew Wiegel, Boscobel Twp., are requesting to change the zoning
classification on PIN: 006-00335-0030 of +/- 1.06 ac. from R1 to R3 to allow for the expansion of an existing
principal structure (home) by reducing the side property line setback from 18’ to 12’.
In Favor: Boscobel Twp. approved on July 7, 2020.
In Opposition: None
In Interest: Justin did note that the existing home is 16’ to the side property line and they need 18’ which will
be met by the rezone.
Committee Discussion: None
Mark Stead closed the Public Hearing
Motion by Gary Northouse, seconded by Lester Jantzen to recommend approval of the rezone to the full County
Board. Motion carried.
Zoning/Sanitation Report
Lynda reported that year to date there were 174 more maintenance fees that were turned in this year compared
to what it was from January to July 2019. Zoning permits were up 32, and Sanitary permits were up 7 from
what we had last ye ar.
There were no Sanitary citations. The deadline for the 3-year maintenance is August 31st. After August 31st a
second notice will be mailed out. Any maintenance forms that won’t be in by the deadline of the second notice
will be going out for citations, along with any septic systems that are currently failing or need additional work.
The Board of Adjustment meeting was held on August 4, 2020. There were 2 cases that appeared before the
Board of Adjustment. The first BOA was for Brad & Jessica Brogley. They built an agricultural structure
without a permit and too close to the property line. They stated that they went to the Platteville Township and
were told that they did not need any permit. After much deliberation the BOA did approve the variance. The
second BOA was for Tangled Tippet LLC proposing a driveway within a 75’ no build setback along shoreland
zoning. After consultation with WI DNR and with no objections the variance was approved.
Motion by Gabe Loeffelholz, seconded by Mike Lieurance to accept the Zoning/Sanitation report. Motion
carried.
AIS Education, Prevention, & Planning Grant – Wade Moder
Wade Moder, Executive Director of the Association, with the Upper Sugar River Watershed Association along
with Matt Wallrath, Invasive Species Project Coordinator. Wade and Matt have been working together in Grant
County for the past year. The Upper Sugar River Watershed is located in the Southwest corner of Dane County.
They both work in 9 surrounding WI counties. In February 2019 the Southwest Badger RC&D ceased their
operation and some of the grants were still left available. The Upper Sugar River Watershed Association has
picked up those grants and they have been able to complete some of those projects. Matt and Wade are working
with the monitoring of Clean Boats Clean Waters to help prevent invasive species such as snails, viruses, and
plants from coming into the inland waters. They will be working in Cassville, along the Mississippi River.
Matt reported that the funding process has changed. In prior years SW Badger RC&D wrote grants to fund their
projects. Now the funding process will shift from the current grant funded coordination model to a long-term
guaranteed allocation to counties. The funding of $11,700 budget is proposed for Grant County to continue
core services work with the Purple loosestrife biocontrol, Clean Boats Clean Waters, Project RED (Riverine
Early Detection) / Snapshot Day, Aquatic Invasive Species early detection monitoring, and Education,
Trainings and Collaborations. The official funding levels will be confirmed in August. There will be no in-
kind match required for funding. Lynda fully supports handing over the responsibility for the invasive species
to the Upper Sugar River Watershed Association. We don’t have the staff to monitor the invasive species.
Motion by Pat Schroeder, seconded by Mike Lieurance to designate the Upper Sugar River Watershed
Association to be the county agent for this grant. Motion carried.
County Cost Sharing – Starting Balance $11,445.08/Ending Balance $3,744.33
Lynda presented tentative approval request for county cost sharing on a well decommissioning for Charles &
Karla Oyen, North Potosi Twp., $560.00, and for Craig & Vickie Humphreys, Ellenboro Twp., $440.00.
Motion by Lester Jantzen, seconded by Gabe Loeffelholz to approve both requests. Motion carried.
Lynda presented tentative approval request for county cost sharing on a manure storage closure for Kevin &
Chelsey Zart, Mt. Ida Twp., $2,857.00. Motion by Mike Lieurance, seconded by Porter Wagner to approve
Zart’s request. Motion carried.
Lynda presented tentative approval request for county cost sharing on a 1st year cover crop for Tim & Patricia
Adams, South Lancaster Twp., $281.25; 1st year cover crop for Lonnie & Rochelle Holthaus, Mt. Ida Twp.,
$1,000.00; 1st year cover crop for Gerard & Theresa Zimmer, Glen Haven Twp., $562.50; 1st year cover crop
for Matt Berning, Jamestown Twp., $1,000.00; and 2nd year cover crop for Darren Katzung, Wyalusing Twp.,
$1,000.00. Motion by Porter Wagner, seconded by Pat Schroeder to approve all 5 cover crop requests. Motion
carried.
SWRM Cost Sharing
2019 DATCP Cost Sharing – Beginning/Ending Balance $19,589.25
2020 DATCP Cost Sharing – Beginning Balance $30,017.82/Ending Balance $2,637.82
Lynda presented tentative approval request for 2020 DATCP Cost Sharing on a manure storage closure for Zenz
Farms LLC, South Lancaster, Twp., $3,500.00. Motion by Gabe Loeffelholz, seconded by Lester Jantzen to
approve Zenz’s request. Motion carried.
Storage Permit Approval
Lynda has a storage closure permit request for Mike Porter, Fennimore Twp., to abandon an earthen & concrete
composite storage facility. It was constructed for 300 Holstein heifers until 2013, it has no longer been in use
since that time. Motion by Pat Schroeder, seconded by Mike Lieurance to approve the abandonment permit for
Mike. Motion carried.
Lynda has a storage closure permit request for Kevin & Chelsy Zart, Mt. Ida Twp., to abandon an earthen &
concrete dairy facility. Motion by Mike Lieurance, seconded by Lester Jantzen to approve the abandonment
permit for the Zart’s. Motion carried.
Request to Purchase Vehicle to Replace 2009 F150
Lynda stated that in the 2020 budget she does have $30,000 budgeted to replace the 2009 Ford F150. Motion
by Pat Schroeder, seconded by Mike Lieurance to approve Lynda to request bids for the purchase of a new
truck. Motion carried.
CSZD Administrator Report
Lynda reported that she had 1 meeting scheduled in July and 1 meeting scheduled in August.
On July 9 – 10th – County Con Online Meetings – Meetings were excellent online.
On August 13th – SAA Scheduled for August 13th at 1:00 p.m., via Zoom.
Lynda emailed the tentative 2021 budget to the committee members. Any comments? contact Lynda. The
2021 budget will be on the September agenda for approval.
Continuous Improvement Update
Nothing to report.
NRCS Report – Joe Schmelz
Joe reported that the Statewide Local Workgroup meeting was held virtually on August 5th. There were
approximately 240 participants attended online. Everyone has the opportunity to provide feedback regarding
the online survey for the FY2021 EQIP sign up. The survey is to answer questions to help direct the local
workgroup with resource concerns and priorities for 2021funding.
Joe reported that the FY2020 application period has ended. Funds are still slowly coming in. There were 7
more applications that were approved for funding. Grant County will have 39 EQIP contracts, for $1.449
million for FY2020. Last year in 2019 there was $1.7 million spent on EQIP projects. NRCS staff and County
staff have all been working on EQIP projects.
Joe reported that the annual certification process for 34 CSP contracts is underway. Joe reported that they have
24 completed with 10 remaining to complete.
Joe reported that CRP is a big workload. There were 124 general CRP sign-ups. Still have 5 CRP tree planting
contracts to come back from the foresters. Some of the CRP sites needed to be cleaned up before they could be
enrolled under a CRP contract. There has been a lot of interest in CREP. NRCS has inquired in over 55 sites
this year. Any CREP renewals need to be completed by August 21st. NRCS has completed 54 CRP haying and
grazing requests. Offers to hay and graze the CRP acres need to be done by the end of August.
Joe reported that they are in the process of completing the status reviews on expiring FY21 & FY22 CRP
contracts. There will be 140 – 150 extra CRP site visits. There are employees from the area office that are
assisting with the status reviews.
Joe reported that Josh Bushee our Soil Conservationist will be acting DC in Lafayette County until late
November.
Joe reported that Allen Braun, from Vermont, has accepted the NRCS Soil Conservation Technician position.
He will be starting sometime in mid-September.

The meeting is scheduled for the South Room for Committee Members and the Public participation will be by
Zoom only. Motion carried.
