COMMITTEE MEETING
April 1, 2021
9:00 a.m.

The Grant County Conservation, Sanitation & Zoning Committee meeting was called to order on April 1,
2021 at 9:00 a.m. by Mark Stead, the Conservation, Sanitation, and Zoning Committee Chairman in
Room #264, County Board Room of the Administration Building and via Zoom meeting.
Board members present in the County Board room: Mark Stead, Mike Lieurance, Porter Wagner, Pat
Schroeder, Lester Jantzen, Gary Northouse, and Mark Hoehne. Others present: in the County Board
room; Robert Keeney and Shane Drinkwater: via Zoom: Lyn da Schweikert, Annette Lolwing, Justin
Johnson, Joe Schmelz, Mike Adams, Dan Dreesens, Sean Dreesens, and Donna Swanson.
Certification of Open Meeting Law
Annette Lolwing sent the agenda to Karla Schwantes and Tonya White to post in the Courthouse, in the
Administration Building, and on our website. An agenda was also posted in front of the Ag Service
Center Building, and was sent to Bob Middendorf, WGLR. Media notices were sent to Karla Schwantes,
Tonya White, Herald Independent, Platteville Journal, Muscoda Progressive, Boscobel Dial, Fennimore
Times, and Bob Middendorf.
Approval of Agenda
Motion by Pat Schroeder, seconded by Porter Wagner to approve the Agenda. Motion carried.
Approval of the February 4, 2021 Minutes
Motion by Gary Northouse, seconded by Mike Lieurance to approve the March 4, 2021 minutes with a
change on the 3rd page under the Public Hearing for Conditional Use Permit - Greg Griswold’s CUP. As
Mark Stead closed the Public Hearing, he could see Annie Slaughter was attempting to get on zoom
during the public hearing. Mark reopened the hearing to allow Annie to speak. Motion carried.
Review & Accept the Bills
Motion by Pat Schroeder, seconded by Mike Lieurance to accept the March bills. Motion carried.
Public Hearing for Rezones
Chairman Stead opened the Public Hearing.
#21-05 Eugene and Julie Oyen, Potosi Twp., are requesting to change the zoning classification on PIN:
052-00623-0000 of +/- 2.84 ac. from FP to A2 to allow for the use of nonfarm residence.
In Favor: Potosi Twp. approved on February 8, 2021.
In Opposition: None
In Interest: The Oyen’s wish to build a new home and tear down the old home.
Committee Discussion: None
Mark Stead closed the Public Hearing
Motion by Lester Jantzen that the items are concurrent with all the conditions on the Farmland
Preservation Worksheet and to recommend approval of the rezone to the full County Board, seconded by
Porter Wagner. Motion carried. See Attachment A Worksheet.
Public Hearing for Conditional Use Permit
Chairman Stead opened the Public Hearing
#CUP 21-004, Gerard Abing, Platteville Twp., is requesting a Conditional Use Permit on PIN: 050-
00057-0040 of +/- 13.16 acres to allow for the use of single-family dwellings within one mile of an
existing public water supply or sewage collection system. Chapter 315 Subsection 3.07 (2) (g) of the
Grant County Comprehensive Zoning Ordinance.
In Favor: Platteville Twp. approved on March 8, 2021. Dan and Sean Dreesens, Delta 3 Engineering.
In Opposition: None
In Interest: Justin did take an informational call from an individual wondering why Gerard needed a CUP.
Justin disclosed the information to the individual as to why it is considered a CUP. Dan Dreesens did
state that the City of Platteville has no intentions of supplying city water or sewer to these lots. The
Township of Platteville did ask about outlot#1, this will be designated for property right-of-way. Justin
stated that 3 out of the 6 lots will be less than 1.5 acre in size. Lots #1 and #2 are 2.0 acres in size.

Mark Stead closed the Public Hearing
Motion by Porter Wagner to recommend approval of the Conditional Use Permit seconded by Mike
Lieurance. Motion carried.
Zoning/Sanitation Report
Lynda reported that they are still working on the citation process on the failing systems and the 3-year
maintenance failure to report.
Lynda reported on the year to date report for the Zoning/Sanitation Report. We had 7 more sanitary
permits than we had in 2020.
There is no Board of Adjustment scheduled at this time.
Motion by Gary Northouse, seconded by Lester Jantzen to accept the Zoning/Sanitation Report. Motion
carried.
Request to Raise Cap to $13,500 for SWRM Cost Sharing
Lynda mentioned that our county committee has set a cap of $10,000 for SWRM cost sharing to be able
to spread the funds around to numerous landowners. There has been an increase of cost sharing funds by
adding the Multi Discharger Variance (MDV) funding pool. Lynda is requesting to increase the SWRM
cost sharing to a maximum of $13,500. DATCP requires our department to record any SWRM cost
sharing of more than $14,000 on the landowner’s deed. As of now, the SWRM cost sharing is 70% up to
a maximum of $10,000. Motion by Mike Lieurance, seconded by Porter Wagner to increase the SWRM
cost sharing to 70% up to a maximum of $13,500. Motion carried.
County Cost Sharing Beginning Balance $15,351.51. Ending Balance $14,691.51.
Lynda presented tentative approval request for county cost sharing on a well decommissioning project for
Bernard Brookens, Smelser Township, $660.00. Motion by Pat Schroeder, seconded by Gary Northouse
to approve Bernard’s request. Motion carried.
SWRM Cost Sharing:
2020 DATCP Cost Sharing: Beginning Balance $17,539.05/Ending Balance $17,539.05
None to Report.
2021 DATCP Cost Sharing: Beginning Balance $38,400.00/Ending Balance $24,900.00.
Lynda presented tentative approval request for 2021 DATCP cost sharing on a streambank protection
project for Michael Haas, Beetown Township, $13,500.00. Motion by Mike Lieurance, seconded by
Lester Jantzen to approve Michael’s request. Motion carried.
2021 MDV Cost Sharing: Beginning Balance $40,000.93/Ending Balance $36,000.93.
Lynda presented tentative approval request for 2021 MDV cost sharing on a streambank protection
project for Michael Haas, Beetown Township, $4,000.00. Motion by Lester Jantzen, seconded by Porter
Wagner to approve Michael’s request. Motion carried.
Storage Permit Approval
None to report
Conservation Base Funding Resolution
Lynda presented a resolution for “Support For Achieving Base Funding Goal For County Conservation
Staffing”. This resolution made it through the assembly and was on the desk of the senate to vote on.
Then “Safer at Home” was issued and they cancelled the vote. Working with the legislature trying to get
full funding for conservation. Motion by Pat Schroeder, seconded by Gary Northouse to approve the
conservation base funding resolution and to take it on to full County Board.
Joint DATCP/DNR Grant Application & Annual Work Plan
Lynda reported that this is the 2020/21 joint DATCP/DNR grant application, requesting funding in 2022.
The request using the full funding formula; 1st position is funded at 100%, which would be $74,972; the
second position is funded at 70%, which would be $48,988; the third and subsequent positions will be
funded at 50%, which would be $32,344; and the $46,965. If we would receive full funding from the
state, Lynda would be requesting $203,269. Typically, in the past we have only received around
$100,000 for staff and support. We would be receiving about 50% of the full funding request. The
SWRM funding for 100% would be $150,000, we typically receive about $50,000 for SWRM cost
sharing. In addition to our non-point grant, we need to submit our 2020/21 annual work plan of the
priorities that we said that we will be working on in the coming year. Motion by Porter Wagner,
seconded by Gary Northouse to approve the work plan and the grant application. Motion carried.
CSZD Administrator Report
Lynda reported that she had several meetings scheduled in March.
March 9, 10, 16, 23, & 30 - 2021 – POWTS Continuing Education – Lynda, Brad & Mike
attended via Zoom.
March 10, 2021 – USGS Airborne Electromagnetic Survey – Door County mapping bedrock,
proposing to do a SW WI survey. Survey may be taking place in Grant County.
March 11, 2021 – SWIGG Update, hoping to have final report in September/October this year
March 23, 2021 – Leg/Admin Committee for WLWCA
March 24, 2021 – NWQI – National Water Quality Initiative
March 24, 2021 – Grassed Waterway Training
March 25, 2021 – Regional Outreach Meeting
March 30, 2021 – Land Info
March 30, 2021 – Livestock Pipeline Training
Lynda reported that the Tree pick up is tentatively scheduled for April 16th. Tree sorting on April 15th.
Lynda reported that the 2020 Annual Report has gone out to all the newspapers, and thanked Annette for
all her hard work on putting it together this year.
Continuous Improvement Update
Lynda reported that Mike Adams scanned all the Certificates of Compliance for FPP. Improves customer
service at tax time.
NRCS Report – Joe Schmelz
Joe reported that they are done with the first round of funding for EQIP. They still have plenty of high
priority applications waiting to be funded. There is going to be another EQIP application date, deadline
of May 21st. The 3 limited fund pools that are going to be for our area are the Conservation Activity Plan,
Trout Unlimited Driftless Funding, and the Honeybee Pollinator Funding.
Joe mentioned that the General Sign up for the CSP application deadline was March 26th. There is a CSP
renewal application deadline extended to April 7th. There has been a high interest in CSP this year.
The Annual Compliance Review letters will be going out on May 3rd. National selects a random list of
tracts. Grant County has 38 of them this year. They look at the HEL and Wetland provisions on the tract
of land. For the HEL, the producer is to be within 2 times the tolerable soil loss, that has cropping history
before 1985. Everything that has been sodbusted since 1985 needs to be within 1 times the tolerable soil
loss. Making sure that there are grassed waterways were needed. Making sure that there is no
Swampbusting going on. USDA employees are required to have a compliance review every 3 years.
The 1985 Security Act is when landowners were to file an AD1026 form if they break out any new
ground that may alter hydrology by tiling, ditching, or filling. Any tiling or wetland issues will go to a
team in Richland Center for review.
Joe reported that Allen Braun, Soil Conservation Technician, is now the acting state forester. He will be
acting until late July.
Joe reported that they were to have 2 pathway students this summer. Natalie Schult is from New York.
The students had the opportunity to come to our office or try to work with an office in their home state.
Nathalie has decided to work with one of her offices in her home state. Amberly Berry is the other
pathway student, she is from Texas. Amberly is to start May 10th in Grant County.
FSA Report
Emily will not have a report today.
Motion by Mike Lieurance, seconded by Gar y Northouse to go into closed session per State Statute 19.85
(1) (c) Considering employment, promotion, compensation or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises responsibility as it relates to the
Annual Performance Evaluation of the CSZD Administrator.
Annette Lolwing took roll call vote of the committee members to go into closed session at 9:42 a.m.
There were 7 in Favor, 0 Opposed. Motion carried.
Motion by Gary Northouse, seconded by Porter Wagner to return back to Open Session at 10:22 a.m.
Motion carried.
Motion by Lester Jantzen, seconded Mike Lieurance to adjourn to Thursday, May 6, 2021 at 9:00 a.m.
The meeting is scheduled for Room#264, County Board Room for Committee Members, and the Public
participation will be by Zoom only. Motion carried.
