HomeMy WebLinkAbout01.26.21 meeting minutes M I N U T E S SECURITY AND FACILITIES MEETING November 2, 2012 MEMBERS PRESENT: Vice Chair: Jeff Lockhart, Gary Ranum, Ben Wood, Lisa McDougal, Clark Thelemann, Brittany Guthrie, Debra Reukauf, Lisa Riniker, Teresa Burton, Nathan Dreckman, Robert Keeney, Darla Adams, Travis Klaas MEMBERS ABSENT: Aaron Olson (excused), Judge Craig Day, Jeff Kindrai OTHERS PRESENT: Kristin Schier, Shane Drinkwater, Marcia Galvan The meeting, conducted via Zoom, was called to order by Vice Chair Jeff Lockhart. Notice of the meeting was posted in the Administration Building and Courthouse. Motion by Gary Ranum, seconded by Clark Thelemann, to approve the agenda as posted. Motion carried without negative vote. Motion by Robert Keeney, seconded by Gary Ranum, to approve the Meeting Minutes of December 1, 2020. Motion carried without negative vote. Election of Officers for 2021 Kristin Schier opened nominations for Chair. Council discussed. Jeff Lockhart declined a nomination as he doesn’t think his position as director of Unified Community Services – a mental health agency should lead a criminal justice committee. Kristin asked if there were any volunteers. Council discussed. Sheriff Dreckman would accept a nomination. Gary Ranum nominated Nate Dreckman. Robert Keeney seconded the motion and moved to close nominations. There were no other nominations. Kristin asked for a vo te on the nomination. All council members were in favor of Sheriff Dreckman as Chair. Kristin asked if there were any volunteers for Vice Chair. Council discussed. Kristin opened nominations for Vice Chair. Robert Keeney nominated Jeff Lockhart. Gary Ranum seconded the motion and moved to close nominations. There were no other nominations. Kristin asked for a vote on the nomination. All council members were in favor of Jeff Lockhart as Vice Chair, second term. CJCC MEETING Minutes January 26, 2021 CJCC Members (Update) In regards to the healthcare representative, Travis Klaas expressed that he did speak with Dr. Hyatt and the jail nurse. Dr. Hyatt declined as he doesn’t have time. Travis remarked that Selina Baus (jail nurse) didn’t seem overly interested, but he will follow up with her. Jeff Lockhart will also follow up with a psychiatrist. In regards to a leader in the faith community, Sheriff Dreckman apologize d that he did not follow up on this but will do so. Robert Keeney asked that the representatives be submitt ed to him prior to the next County Board meeting – 2/16/21. Support to Communities Grant Marcia Galvan presented on the Support to Communities Grant. It is a new program that is intended to help make a difference in the substance abuse crisis through workforce development. The grant is funded through the Department of Labor. She discussed the program eligibility: a) Type I Worker: workers who are personally affected by opioid misuse or other substance use disorders. Defined as individuals who themselves, or friends or family, have been impacted by substance use disorder. Skills training in opioid recovery and health-related professions, skills training for in-demand occupations. Financial assistance for supportive services, such as transportation, childcare, and recovery related services. b) Type II Worker: Workers who seek to transition to professions that support individuals with a substance use disorder or occupations that address the opioid recovery efforts in local service areas. To include individuals who need new or upgraded skills to better serve struggling, or at-risk, individuals. Skills training in opioid recovery and health-related professions. Marcia also discussed supportive services as they relate to job development that the grant will support: parking, transportation, childcare, clothing allowances (uniforms, work boots, etc.), emergency housing assistance, tutoring, adult education (GED), and CDL training are just some of the services provided. She noted that this program requires co-enrollment with the Workforce Innovation Opportunity Act program (WIOA). The council discussed the assistance of skill training/certification/degree for those who would like to serve the AODA population by obtaining a SAC-IT aspect of the grant, and Jeff Lockhart remarked that he doesn’t have anyone at this time to utilize this funding source, but he has spoken to Marcia and may use this funding source in the future. Jeff discussed how his agency is currently working on trying to figure out how to bill for the Comprehensive Community Services (CCS) program and then move to expand the program – which may expand into the Treatment Court programs. Travis Klaas noted that he is currently working with Jessica Wright of WIOA and will be setting up a time for her to come the jail to make a presentation of the WIOA program. He invited Marcia to attend as well. Travis stated that his intentions are to start inmates with the enrollment process while incarcerated so they have the connections/resources prior to being released. Brittany Guthrie asked if inmates that are sitting on a probation hold would be able to utilize the program; Travis remarked – yes, all inmates will be offered this opportunity. Gary Ranum asked if the CJCC could be updated in a year or so as to how the grant is going within the County; Marcia responded – yes. Her committee meets quarterly, and Jeff Lockhart is on the committee, and he would be able to inform the CJCC of any updates. Marcia also noted that she would be happy to report back to the CJCC within a year. Goal Setting / Purpose of the CJCC Sheriff Dreckman reviewed the Bylaws and Purpose. Gary Ranum noted that there have been no goals ever established for the CJCC. Sheriff Dreckman discussed and praised what the CJCC and County have accomplished thus far with the courts and the jail. He reached out to Clark Thelemann to see if there are any goals in the juvenile justice system that he would like the CJCC to consider. Clarke discussed what he is currently working on within the Department and that he could come back to the CJCC with some ideas. Sheriff Dreckman noted that he would like the CJCC to encompass all areas of the criminal justice system – everyone has a place at the table. Gary Ranum brought up coordination within the county departments, asking is there duplication among departments? The Council discussed. Sheriff Dreckman suggested that each department make a list of the programming that departments offer. Departments are to provide the list to Kristin, and Kristin will put the lists together. Jeff Lockhart volunteered create a ven diagram from the list. Sheriff Dreckman discussed public outreach: how does the criminal justice system look from the outside in? The Council discussed. Jennifer King posed the question: how do we ensure low risk individuals are not interacting with high risk individuals? The Council further questioned and discussed: What programming are we offering for those low risk individuals, and are there alternate paths in the community for these low risk individuals? Lisa McDougal responded that division programs are intended for low risk individuals, and she would like to see the CJCC look further into diversion program for low risk individuals. She noted that when diversion programs have been discussed previously, the District Attorney has noted the lack of resources to implement. Council discussed and Sheriff Dreckman believed that diversion programs are a good goal for the CJCC and we should look into them further. CJCC Goals for 2021: 1. Identify overlapping services that provide resources to the criminal justice system so County Departments can work on ways to create efficiencies. 2. Determine a way to solicit input from the public about how they perceive the criminal justice system in Grant County, which would help us identify gaps or areas of improvement. 3. Identify potential pre-arrest diversion and post-arrest diversion programs for possible use in Grant County. Open Discussion Kristin Schier informed the CJCC that the Grant renewal for 2021 was approved; this is the last grant year for this grant cycle. She hasn’t been made aware of the Grant requirements for the next grant cycle. She also informed the CJCC that Judge Day is presiding over Drug Court, and Robert VanDeHey is presiding over OWI Court. They both started a new, three-year rotation January 1. Jeff Lockhart noted again that he is exploring to see if the CCS can fund some of the Treatment Court costs. He also informed the CJCC that his agency is now a NARCAN distributor – free of charge. Next meeting: April 6, 2021 at 8:00 a.m. via ZOOM, unless otherwise notified.
