HomeMy WebLinkAbout04.06.21 meeting minutes M I N U T E S SECURITY AND FACILITIES MEETING November 2, 2012 MEMBERS PRESENT: Chair: Nathan Dreckman, Vice Chair: Jeff Lockhart, Gary Ranum, Ben Wood, Lisa McDougal, Clark Thelemann, Brittany Guthrie, Debra Reukauf, Lisa Riniker, Teresa Burton, Robert Keeney, Darla Adams, Travis Klaas, Aaron Olson, Judge Craig Day, Jeff Kindrai, Jennifer King MEMBERS ABSENT: None OTHERS PRESENT: Kristin Schier, Shane Drinkwater, Meaghan Verstraete The meeting, conducted via Zoom, was called to order by Chair Nathan Dreckman. Notice of the meeting was posted in the Administration Building and Courthouse. Motion by Gary Ranum, seconded by Jeff Lockhart, to approve the agenda as posted. Motion carried without negative vote. Motion by Gary Ranum, seconded by Jeff Kindrai, to approve the Meeting Minutes of January 26, 2021. Motion carried without negative vote. CJCC Members (Update) Representative of the healthcare community: Travis Klaas reported that he has spoken to Dr. Hyatt again, and he may be interested. They are meeting again April 20 to discuss further. Travis further stated that he has spoken to another provider that may be interested and to the jail nurse. The jail nurse is willing to participate if needed. He will update the council at the next meeting. Leader in the faith community: Sheriff Dreckman informed the committee that he was unable to find anyone to commit. He put it out to the committee to see if anyone else has any suggestions. At this time, there is no commitment for this position. County Board Submission: Robert Keeney informed the council that he would need the names for submission to the County Board prior to April 20 - the next County Board meeting. Treatment Court Annual Reports – 2020 Kristin Schier presented the 2020 report:  In drug court, there were six admissions in 2020, making a total of 51 admitted participants. It was noted that three were referred from DOC alternative to revocations (ATR). Expulsion rates were also higher than previous years, with CJCC MEETING Minutes April 6, 2021 five expulsions which could be contributed to the pandemic. There were also three graduations in 2020.  In OWI court, there were eight admissions in 2020. Two were referred from ATRs. Three participants graduated in 2020. There were no jail days saved in 2020, and one participant reoffended. Since conception in 2010, OWI court has admitted 123 participants, graduated 104 participants, 8 expulsions, 3000+ jail days saved, and 5000+ prison days saved. Kristin was asked if the court tracks re-offenses of participants from previous years. She does, but only from reports received from law enforcement, judges, district attorney, probation, etc. The council discussed trends among expulsions. They discussed the effects of the pandemic on relapses, and post-relapse behavior that was unacceptable for the program. They discussed the need for in-person accountability and testing. These struggles have been consistent across the state. Overall attendance was good among participants with telehealth. Kristin explained that Grant County is ahead of other treatment courts in the State for returning to in person court and appointments. Treatment Court Procedural Fairness Reports – 2020 Kristin presented the 2020 Procedural Fairness Reports for Drug Court and OWI Court. Kristin explained that the procedural fairness survey was sent to all drug court participants and OWI Court participants via email. The survey contained 30 questions, with six questions measuring each of the five dimensions (judge, case manager/coordinator, probation officer, treatment provider and court in general). Average scores range from 1-7, with seven being the most positive. The target for procedural fairness is an average of four for each dimension. Kristin explained that Drug Court had an average score of 6.6 for all dimensions, and OWI Court had similar scores. Both courts surpassed the goal of four. Participants felt they are being treated fairly in both courts. Treatment Court Data Reports – 2020 Kristin explained why she prepared the Treatment Court Data Reports for Drug Court and OWI Court. The data reports were sent to the council via email, and the council asked to review just the Drug Court – as they are both similar. Kristin thanked Travis for his assistance with providing the jail booking information. Kristin and council reviewed the Data Report for Drug Court, and Kristin briefly went over the drug court presentation. The council discussed. The council noticed the Grant County jail booking population does not reflect the county demographics. The African American/Black population has a higher percentage in the jail than in the county population. The council discussed possible causes. Judge Day stated OWI and Drug offenses are typically committed by white individuals in Grant County. Additionally, treatment court demographics tend to be closer to 50/50 male and female, whereas the jail population is closer to 75/25 male and female. The court discussed changes to the PowerPoint presentation to better reflect the ratio of graduated to terminated individuals. Identification of the Overlap Services / 2021 CJCC Goals CJCC Goals for 2021: 1. Identify overlapping services that provide resources to the criminal justice system so County Departments can work on ways to create efficiencies. 2. Determine a way to solicit input from the public about how they perceive the criminal justice system in Grant County, which would help us identify gaps or areas of improvement. 3. Identify potential pre-arrest diversion and post-arrest diversion programs for possible use in Grant County. The first goal was discussed, and the graph presented. Sheriff Dreckman explained that the graph represents county departments that serve treatment court – this is just a start. Gary Ranum noted that he thought we were going to identify overlapping services within the entire county. Kristin explained that this was difficult due to the large number of services provided by county departments. Gary stated that he’d like to create efficiencies within the county and that we need to look at the big picture for duplication of services. Jennifer King asked about whether or not there is treatment being offered at the jail. Travis Klaas responded that currently AA/NA meetings are not being offered due to COVID; mental health treatment is still provided in the jail but is very costly. Travis reported that he is looking into zoom for AA/NA meetings and is working with the Support to Community Grant workers on getting programming in the jail every 3 months. Jennifer also noted that she would like to see Thinking for a Change brought into the jail. Sheriff Dreckman informed the council that for the next meeting he will have identified the top 5 overlapping services and present them to the council. The second goal was discussed. Sheriff Dreckman discussed reaching out to other sheriffs for more information and asked Kristin to reach out to other CJCC coordinators. They will present what they find at the next meeting. The third goal was discussed and again Sheriff Dreckman and Kristin will reach out to their contacts and present what they find at the next meeting. Open Discussion Sheriff Dreckman informed the council that he is on a task force for racial disparities in law enforcement. He discussed his experience on the task force. He has noticed there are different perceptions of law enforcement depending on where you live. It has been an eye-opening experience. There was no other discussion.
