SECURITY AND FACILITIES MEETING
November 2, 2012

The meeting, conducted in person and via Zoom, was called to order by Chair Nathan
Dreckman. Notice of the meeting was posted in the Administration Building and
Courthouse.
Motion by Gary Ranum, seconded by Clark Thelemann, to approve the agenda as
posted. Motion carried without negative vote.
Motion by Judge Day, seconded by Gary Ranum, to approve the Meeting Minutes of
April 6, 2021. Motion carried without negative vote.
CJCC Members (Update)
Representative of the healthcare community: Kristin Schier informed the committee that
she received an email from Travis Klaas, and he did bring it up to Dr. Hiatt. Dr. Hiatt
said he would think about it, and it is on the agenda for their June meeting for a
decision.
Leader in the faith community: Sheriff Dreckman informed the committee that he was
unable to find anyone to commit. At this time, there is no commitment for this position.
He suggested putting it out on the Sheriff Department’s Facebook page. The committee
thought the posting would be a good idea.
Identification of the Overlap Services / 2021 CJCC Goals
Sheriff Dreckman did not have any updates as to overlap services at this time. He did
state that he will look into the overlap this afternoon and send out an email to the
committee for further discussion.
Kristin Schier stated that she did briefly look into this and determined that there was not
a lot of overlap services in Grant County. She did identify some overlap with drug

testing and case management; however, she explained that each agency tests and
provides case management to different groups within the county.
Discussion on ways to solicit input from the public about how they
perceive the criminal justice system
Sheriff Dreckman informed the committee that he did reach out to other sheriffs on this
topic. Sheriff Dreckman explained that La Crosse County conducted a survey and that it
did not go well - it was viewed negatively towards law enforcement. Kristin Schier
reviewed her handout with the Committee – Community Involvement (Solicit Input) Goal
2. The committee discussed.
Gary Ranum asked:
Where do we go from here?
What information needs to be collected?
Sheriff Dreckman stated he is not sure what the answer is. It was discussed that
treatment courts do a survey each year in regards to procedural fairness. The
committee questioned if departments could produce a survey with 2-3 questions and
then look at all the information as a whole. Gary Ranum mentioned that the output of
the surveys will not be a grading scale of each department , rather what the perception
of the criminal justice system is in the community.
The committee concluded that we will start with asking ourselves what does our agency
what to know from the public and provide 2 or 3 questions that we would like to know.
The departments to provide these questions are:
Law enforcement
Jail
Probation/Parole
Unified (AODA)
Department of Social Services
Court System
Kristin will send out an email.
Discussion of potential pre-arrest and post-arrest diversion
programs for possible use
Kristin Schier provided the Committee two hand -outs on information on pre-arrest and
post-arrest program in the State and information on pre-trial justice programs. The
committee discussed. It was noted that a lot of counties have invested a lot manpower
in these programs.
Sheriff Dreckman asked – is there interest from the judges and District Attorney?
Judge Day stated that there is an interest, and he noted that we were in the process of
establishing a pre-trial bond program but then COVID. He discussed the benefits of a
domestic violence diversion program or a worthless check diversion program. These
programs are to assist with reducing the workload of the courts and District Attorney.
However, the struggle is the day-to-day monitoring as most of these programs are
housed in the District Attorney’s office. The question was raised to the District Attorney;
it was noted that she had to leave due to a trial.
The committee discussed funding and perhaps seeking a grant may be the answer. The
committee also discussed who will monitor and run the program. It was agreed that the
committee needs the District Attorney’s input before moving further.
Next TAD Grant Cycle 2022 – 2026
Kristin Schier explained that the next TAD Grant Cycle will be announced at some point;
Kristin noted that she doesn’t know when as the State hasn’t finalized the State budget.
Council discussed. Kristin explained that she is concerned with the timeframe as the
program will need County Board approval and may not have a lot of time between the
announcement and the deadline. Kristin further explained that she doesn’t know what
the grant announcement will look like as there was discussion of eliminating or reducing
the 25% match requirement. Robert Keeney noted that if needed we can call an
emergency meeting. The Council members agreed.
Jeff Lockhart noted the shortage of counselors, not only here but statewide. Their
agency has been focusing on peer support and recently hired two peer support
specialists.
