SECURITY AND FACILITIES MEETING
November 2, 2012

The meeting, conducted in person and via Zoom, was called to order by Vice Chair Jeff
Lockhart. Notice of the meeting was posted in the Administration Building, Courthouse
and County website.
Motion by Gary Ranum, seconded by Judge Craig Day, to approve the agenda as
posted. Motion carried without negative vote.
Motion by Gary Ranum, seconded by Judge Craig Day, to approve the Meeting Minutes
of June 1, 2021 with the change from “all” to “call” page 3 under “Next TAD Grant Cycle
2022-2026.” Motion carried without negative vote.
Update on next TAD Grant Cycle
Kristin Schier informed the council that she on behalf of the courts asked permission to
apply for the Treatment and Alternatives Diversion (TAD) Grant to the Executive
Committee and the Grant County Board. The Executive Committee and County Board
approved moving forward with the grant contingent on the announcement. As of this
morning, there has not been an announcement. Kristin informed the council that a
potential issue with the announcement being delayed may be that Program Manager
Renee Lushaj resigned last week; therefore, this may be holding things up. Jeff
Lockhart asked if Kristin had everything she needed to move forward; Kristin replied that
she may need final numbers from Amanda, and her and Judge Day are still working on
some things. Kristin informed the council that she will reach out for assistance, if
needed.

CJCC Members (Update)
Representative of the healthcare community: Travis Klaas informed the council that Dr.
Hiatt will accept the representative of the healthcare community position. Dr. Hiatt
requested that if there are matters related to healthcare that they be addressed at the
top of the agenda as he may need to get back to patients during the meeting. Travis
noted that if Dr. Hiatt is unable to attend then Selina Baus or Lisa Riley will appear on
his behalf.
Leader in the faith community: Robert Keeney spoke with Lance Wetter, who is the
pastor at United Methodist Church in Mt. Hope and Wauzeka, about filling this position.
He agreed and will be available for the meeting in October.
Robert Keeney will present the new representatives to the County Board this month for
appointment.
Discussion of potential pre-arrest and post-arrest diversion
programs for possible use
Judge Day discussed that a pre-arrest / post-arrest diversion program is not feasible for
Grant County at this time; further, the type of diversion program Judge VanDeHey was
discussing is not eligible for TAD funding.
Pre-trial Bail/Bond Monitoring Program
Judge Day informed the Council that the courts are readdressing a bail/bond monitoring
program. They are currently working on the format. Judge Day further explained that the
Register in Probate will be responsible for administration as the funding is coming from
the vacant position held in that office; the new hire/program would be budget neutral.
The individual would also be available to assist Kristin and the Register in Probate’s
office. Judge Day proposed that the Sheriff’s Department would be responsible for
testing, and the bail/bond monitor would keep in contact with the defendants. Judge Day
further explained that if a defendant does not show up for testing, he or she would then
potentially be required to go to jail. If the test comes up positive, the defendant may not
necessarily go to jail, but some sort of response would be needed. Judge Day proposed
that this would get the participants on a faster track to sobriety and resolve cases
sooner. Judge Day explained that this is all in the works and hopefully the program will
be ready soon; he stated that they are making progress.
Judge Day asked the Council what, if any, involvement the CJCC would like to have
with the program? He also noted that it would make sense the CJCC would be the
oversight committee for this program.
Gary Ranum asked if other county agencies would be involved with the program –
would Unified be involved? Judge Day responded that the court cannot compel people
to treatment when they haven’t been convicted, but he is hopeful that some of them will
attend treatment. Judge Day then discussed what the monitoring and accountability
would look like, and he discussed the Dane County Bail/Bond monitoring program.
Judge Day was asked what the capacity for the program would be. He responded that
he is thinking a capacity of about ten people on a rotating basis. He also mentioned that
the PSA (Public Safety Assessment) tool may be used to assess participants.
Jeff Lockhart asked if the CJCC needs to take a position on this? Travis Klaas remarked
that he thinks this program is a great idea – it’s a great concept. He has seen other
counties have great success with a bail/bond monitoring program and would like to see
it implemented in Grant County.
Gary Ranum asked if he could be provided more information on these types of
programs. Judge Day noted there were three webinars provided by the Director of State
Courts, and they were recorded. Judge Day will continue to work with other counties
and be able to provide more information at the next CJCC meetings. Judge Day stated
he would be prepared for a more formal presentation at the next meeting.
The council agreed to wait until its next meeting before taking any action.
Open Discussion
Gary Ranum asked the council what are things in the criminal justice system that we
encounter that is the most disruptive to Grant County – do we have a list of priorities?
Lisa Riniker responded that drugs are a driving force with burglaries, thefts, domestic
violence, and drunk driving.
Debra Reukauf agreed with Lisa in that most of the cases she sees substance use is a
major part of it.
Judge Day responded that methamphetamine use especially with 20 years olds is a
huge part of the criminal justice system currently. The Council discussed this further.
Debra Reukauf said that in her experience getting young adults jobs and out in the
community seems to help them with some structure to their lives.
Brittany Guthrie said that a lot of the people she works with on probation come from
good homes but may have just ended up in the wrong crowd. Gary Ranum noted that
community organizations have gone down in recent years, so there are not as many
places for young adults to go and feel like they belong.
Gary asked the council: What can we do and are we investing our assets in the right
resources?
Brittany noted that there is a lack of resources in Grant County and noted that it may
take six to eight weeks to get into treatment, and there is a lack of mental health
treatment in the County. Jeff Lockhart informed the Council that he is re-applying for the
State Opioid Response Grant and is also developing “a ‘well-being bootcamp’” on his
own time which he discussed with the Council. The Council asked him to give an update
at the next meeting.
