SECURITY AND FACILITIES MEETING
November 2, 2012

The meeting, conducted in person and via Zoom, was called to order by Chair Nate
Dreckman. Notice of the meeting was posted in the Grant County Administration
Building, Grant County Courthouse and Grant County website.
Motion by Gary Ranum, seconded by Ben Wood, to approve the Agenda as posted.
Motion carried without negative vote.
Motion by Judge Day, seconded by Gary Ranum, to approve the Meeting Minutes of
August 3, 2021. Motion carried without negative vote.
CJCC Members
New members of the CJCC committee were asked to introduce themselves to the
group. New members included Dr. Hiatt – Grant County Jail physician, and Lance
Wetter – pastor at United Methodist Church in Mt. Hope and Wauzeka.
Robert Keeney informed the committee that he will submit the new appointees to the
County Board at their meeting today – October 5.
Update on next TAD Grant Cycle
Kristin Schier informed the committee that the TAD Grant has been submitted. She will
notify the committee when she receives further information from the Department of
Justice.

Pre-trial Bail/Bond Monitoring Program Update
Judge Day informed the committee that the effort towards the Pre-trial Bail/Bond
Monitoring Program has been abandoned. He informed the committee that he asked
Kristin to run some day-to-day numbers. It was determined there was no way it would
be financially feasible at this time due to the economic pressure within the county.
Discussion on ways to solicit input from the public about how they perceive the
criminal justice system
Chair Nate Dreckman opened the discussion.
Judge Day referred to a survey that Clark referenced regarding perceptions of the
criminal justice system – survey looked good, was a basic survey. Committee
discussed.
The committee further discussed whether there should be an exit survey when leaving
jail regarding their opinions. The committee talked over creating a survey for victims to
complete regarding their feelings about the criminal justice system and how the Clerk of
Court could be a point of contact at the end of a case.
The committee considered how survey results could be skewed, as most people who
respond to surveys are dissatisfied with the service or operation. The idea of redoing
the county’s website was brought up to include a survey option.
Chair Dreckman asked the committee what their goals are regarding this survey and
what they want to get out of it. He suggested that a group of two or three committee
members assemble to determine what the goals are and to assess how they will be
worked towards. Judge Day expressed interest in working on this project, along with
Gary Ranum.
Travis Klaas provided his insights from within the jail system regarding how people tend
to feel about the criminal justice system, from his experience. He suggested that each
department create its own survey rather than having one broad survey that touches on
all areas of the criminal justice system. The committee discussed. The committee
agreed that more specific questions with open-ended questions would provide better
results regarding the community’s perceptions of the criminal justice system.
Gary Ranum, Travis Klaas, and Judge Day agreed to work together on the survey.
Travis addressed his concern of whether the committee asked questions too soon, and
if they should have addressed and determined what the goals are in each individual
department before asking more specific questions.
Kristin Schier will resend the previous email regarding department specific questions to
allow the committee to reevaluate. The questions and goals determined by each
department will be reviewed by the subcommittee before the next meeting.
Discussion of meth involved parents, CHIPS, treatment and the legal system
Fred Naatz shared the current happenings with methamphetamine-using parents and
his discussions with Unified. Fred explained that methamphetamine-using parents’
brains are hi-jacked; their kids are not important; and families are destroyed. 75% of
out-of-home placements are due to methamphetamine-using parents. The committee
discussed that methamphetamine-using parents are absent from their children’s lives
with no desire to get their children back. The committee discussed boosting intensive in-
home work with these families.
Lance Wetter asked the committee how churches can become more connected and
involved with these families. Kristin Schier informed him there is currently nothing
offered regarding church involvement. Lance noted that he will look into this further and
see where churches can get more involved. Judge Day said that church involvement
would open a window to a larger community of support for both kids and parents.
Jennifer King asked if there is any sort of medicated assisted treatment (MAT) that
would help this population. The committee discussed treatments for methamphetamine,
and how medications do not work for this substance. Dr. Hiatt confirmed that there is
currently no MAT for methamphetamine addiction.
